Do You Need a Boating License in Arkansas?

Arkansas does not issue a traditional boating license, but if you were born on or after January 1, 1986, you need a Boating Safety Education Certificate before you operate a motorboat or personal watercraft on state waters.¹ You earn it once, it never expires, and you carry it with you the way you’d carry a driver’s license in a car.

Who Needs the Certificate

The rule is drawn by birth date. Anyone born on or after January 1, 1986 must pass an approved boating safety course before operating a motorboat or personal watercraft anywhere in Arkansas, and must have proof of completion on hand while at the controls.²³

If you were born before that date, the education requirement doesn’t apply to you at all. Visitors from other states are also exempt, provided they hold a certificate from a course approved by the National Association of State Boating Law Administrators.¹ Reciprocity runs the other direction too: an Arkansas certificate is honored in any state that recognizes NASBLA-approved courses.

Minimum Ages to Operate

Even with a certificate in hand, Arkansas sets age floors for who can actually drive.

Motorboats

You must be at least 12 years old to operate a motorboat with an engine of 10 horsepower or more. Operators between 12 and 15 need a supervisor at least 18 years old on board.⁴

Personal Watercraft

No one under 16 can operate a personal watercraft alone. Riders 12 to 15 may operate one if an adult 18 or older is aboard and positioned to take immediate control, and children under 12 need a supervising adult who is at least 21.⁴ In any supervised scenario, the adult on board must either have been born before 1986 or hold a valid boater education certificate themselves.

How to Get Your Certificate

The Arkansas Game and Fish Commission (AGFC) runs the program and approves the courses that count.¹ You have two ways in.

In-person classes are free. Taught by AGFC staff and volunteer instructors, they run about 10 hours total, usually split across a few weeknights or packed into a single Saturday, and include hands-on demonstrations.²

Online courses cost roughly $35 to $60 and let you work through the material at your own pace. The AGFC’s education page lists approved providers and current prices.²

Either path ends with a final exam. Once you pass, you can print a temporary certificate and head to the water the same day. Your permanent card arrives by mail, generally within a few weeks.⁵ The certificate does not expire.

If You Operate Without One

Arkansas law makes it unlawful for anyone born after 1985 to run a motorboat or personal watercraft without a valid certificate on their person.³ Officers can ask to see it during any stop or safety inspection, and leaving it at home is treated the same as not having one.

Beyond a citation and fine, being unlicensed can complicate your position if you’re involved in an accident, and insurers look closely at operator credentials when evaluating claims.

What Else the State Requires

The education certificate is one piece of legal boating in Arkansas, and searchers looking for a “license” often mean the whole package. A few other rules to know:

Registration. Every boat propelled by a motor or sail has to be registered with the Arkansas Department of Finance and Administration within 30 days of purchase. Non-motorized boats, U.S. Coast Guard-documented vessels, and out-of-state boats visiting for 90 or fewer consecutive days are exempt.⁶

Liability insurance. Arkansas requires liability coverage on all personal watercraft and on any motorboat with an engine over 50 horsepower. The minimum is $50,000 per occurrence, and the insurer must be authorized to do business in the state.⁶ Operating without it brings a mandatory fine of $50 to $250 for a first offense, $250 to $500 for a second, and $500 to $1,000, up to a year in jail, or both for a third. An uninsured vessel involved in an accident triggers a Class A misdemeanor.⁷

Boating under the influence. The legal blood alcohol limit on the water is 0.08%, and 0.02% for operators under 21. A violation is an unclassified misdemeanor under state law.⁸ Federal law adopts the same state limit on navigable waters and adds criminal fines up to $5,000 and up to a year of imprisonment.⁹
