Do You Need a Permit to Conceal Carry in Utah?

You do not need a permit to conceal carry in Utah if you are at least 21 and can legally possess a firearm. Since May 5, 2021, Utah’s permitless carry law has let qualifying adults carry a loaded concealed handgun without a license or training course. Plenty of Utahns still apply for the Utah Concealed Firearm Permit (CFP) anyway, because the permit unlocks protections that permitless carry does not.

Who Qualifies for Permitless Carry

Utah’s permitless carry provision was enacted through H.B. 60 and took effect on May 5, 2021. It exempts anyone 21 or older who can lawfully possess a firearm from the state’s concealed-weapon restrictions.1Utah Legislature. H.B. 60 Conceal Carry Firearms Amendments

Lawful possession, as the Bureau of Criminal Identification (BCI) applies it, means you have no conviction for a felony, a violent crime, or an offense involving alcohol, controlled substances, domestic violence, or moral turpitude. If you’re under 21, permitless carry doesn’t apply to you. Applicants 18 to 20 can pursue a provisional permit instead.

Why People Still Get a Utah Permit

Permitless carry stops at the Utah state line and at the edge of a school zone. A Utah CFP addresses both problems and does one more useful thing at the gun counter.

Reciprocity in Other States

The Utah CFP is honored in roughly 36 other states, making it one of the more widely recognized permits nationwide.3DPS – Criminal Identification (BCI). The Federal School-Zone Gap

The federal Gun-Free School Zones Act prohibits firearms within 1,000 feet of a K-12 school. It exempts people who hold a state-issued concealed carry permit. It does not exempt permitless carriers. If your commute passes near a school and you’re relying on permitless carry alone, you’re exposed to federal charges even though you’re legal everywhere else in Utah.

State law compounds this. A standard CFP lets the holder carry concealed on K-12 grounds, college campuses, and daycare facilities. Buying Firearms Without a Separate Background Check

The ATF recognizes the Utah Concealed Weapons Permit and the Provisional Concealed Weapons Permit as qualifying alternatives to the National Instant Criminal Background Check System. How to Get a Utah CFP

Utah issues two permit types. A standard permit is for applicants 21 and older. Every applicant completes an in-person firearms familiarity course taught by a BCI-certified instructor, covering safe handling, storage, and Utah’s use-of-force laws. Instructor fees generally run $40 to $80. The course certificate goes into the application package.

The BCI takes applications by mail or in person in Salt Lake City. A complete package includes:

  • Completed application form
  • Photocopy of your driver’s license or state ID
  • One recent passport-quality color photograph
  • One fingerprint card, prints taken by a trained technician
  • Firearms familiarity course certificate
  • Fee of $52 for residents or $87 for non-residents, payable to the Utah Bureau of Criminal Identification

A past conviction is not necessarily permanent. Utah allows expungement of many criminal records, and the BCI relies on those records in evaluating applications; for convictions that can’t be expunged directly, reduction, a pardon, or later expungement may be options.6Utah Courts. Where You Still Can’t Carry

Neither a permit nor permitless carry gets you into every space with a firearm.

Airport secure areas are off-limits. Knowingly carrying into one is a class A misdemeanor, punishable by up to 364 days in jail; doing so recklessly or negligently is an infraction.7Utah Legislature. K-12 school grounds, college campuses, and daycare facilities are closed to anyone without the appropriate permit. Carrying at those locations without authorization is a class A misdemeanor under state law.8Utah Legislature. Houses of worship can ban firearms by giving notice, usually with posted signs. Entering or staying armed after that notice is an infraction. Private property owners and businesses can prohibit firearms the same way, with signage or verbal notice, and the rule applies to permit holders and permitless carriers alike.

Carrying in a Vehicle

If you’re 21 or older and eligible for permitless carry, you can have a loaded concealed handgun in any vehicle you lawfully possess or ride in with the owner’s consent. The distinction Utah once drew between loaded and unloaded firearms in vehicles was removed for qualifying adults by the 2021 permitless carry exemption in Utah Code 76-10-523.1Utah Legislature. Under 21 without a provisional permit, the rules tighten. A loaded handgun in a vehicle you lawfully possess is allowed, but loaded long guns in a vehicle are generally prohibited without a permit.

Talking to Police If You’re Stopped

Utah does not require you to tell an officer you’re carrying during a traffic stop or other encounter. The BCI still recommends identifying yourself as armed right away.
