Do You Need a Texas License to Register a Car in Texas?

No, you don’t need a Texas driver’s license to register a car in Texas. The Texas Department of Motor Vehicles accepts a range of other photo IDs, including out-of-state driver’s licenses, U.S. passports, and military IDs. What changed on March 5, 2026 is that the type of out-of-state license you carry, and whether it meets federal REAL ID standards, now determines whether you need to bring extra documents with it.

What ID Texas Accepts for Vehicle Registration

For an initial registration or title transaction, any of the following works as your primary photo ID:

A valid, unexpired driver’s license or state ID from any U.S. state or territory that is REAL ID-compliant (marked with a star in the upper corner).
A valid, unexpired driver’s license or state ID that is not REAL ID-compliant, if it was issued by a state that independently requires proof of legal presence. Texas, Florida, Ohio, Georgia, and roughly 30 other states qualify.
A non-REAL ID license from any other state, paired with a U.S. birth certificate, Certificate of Naturalization, or Certificate of Citizenship.
A valid, unexpired U.S. passport.
A foreign passport, but only with a Form I-94 (not in parole status), a current permanent resident card, or an unexpired immigrant visa from the Department of Homeland Security.
A U.S. military ID, or an ID issued by the Department of Homeland Security, Department of State, U.S. Citizenship and Immigration Services, NATO, or under a Status of Forces Agreement.
A valid, unexpired Texas License to Carry issued by the Texas Department of Public Safety.

Every ID has to include a photo, a unique identification number, and an expiration date that has not passed.¹

The practical version: if your out-of-state license has the REAL ID star, walk in with it and you’re fine. If it doesn’t have the star and your state isn’t on the approved list, bring your birth certificate or naturalization certificate too.

Renewals Are More Flexible Than Initial Registration

The rules above apply to your first registration in Texas. Renewals and certain other non-title transactions use a broader ID list, called List B, which accepts any driver’s license or state ID from a U.S. state or territory without the REAL ID or supplemental-document requirements. List B even allows IDs that expired within the past 12 months.¹

Renewals can also be done online through the TxDMV website or the Texas by Texas (TxT) mobile app, from 90 days before your expiration date up to 12 months after it, as long as you haven’t been cited for expired registration.²

What Else to Bring Besides Your ID

Your photo ID is only one piece. To finish an initial registration at the county Tax Assessor-Collector’s office, you also need:

Proof of Texas residency. A document showing your physical Texas address, with your name on it. A current utility bill (electricity, water, gas, internet, or cell phone), a mortgage statement, or a signed lease all qualify. The name and address must match your registration application.³
Texas liability insurance. Minimum coverage is $30,000 per injured person, $60,000 per accident for all injuries, and $25,000 for property damage, commonly written as 30/60/25. Bring your insurance card or full policy. If the tax office cannot verify your coverage electronically, they will not process the registration.⁴
Your vehicle title, or, if a lienholder has it, your out-of-state registration receipt. You can register using the “Registration Purposes Only” option on Form 130-U if you can’t surrender the out-of-state title right away.

A passing emissions inspection, if your vehicle will be registered in Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, or Williamson County. Texas eliminated the annual safety inspection for non-commercial vehicles on January 1, 2025, so passenger cars and light trucks outside those 17 counties no longer need any pre-registration inspection.⁶

The 30-Day Deadline for New Residents

New Texas residents have 30 days from the date they move to register their vehicle. Missing that window can trigger penalty fees, and driving on an expired or out-of-state registration past the grace period risks a citation of up to $200.⁷

Two groups don’t have to switch to Texas registration at all: active-duty military stationed in Texas who keep their home-state registration current, and non-resident full-time students attending a Texas college or university.⁷

The New Resident Tax and Why Timing Matters

If you bought your vehicle outside Texas and it was registered in your name in another state, you owe a flat $90 new resident tax instead of the standard 6.25% motor vehicle use tax. Pay it within 30 days of first using the vehicle in Texas, or 60 days if you’re active-duty military.

There is a catch worth knowing before you plan the move. If you live in Texas for more than 30 days before bringing the vehicle into the state, you no longer count as a “new resident” for tax purposes and owe the full 6.25% use tax, calculated on the purchase price or 80% of the vehicle’s standard presumptive value, whichever is greater. Bring the vehicle with you, or shortly after you arrive.⁸
