Do You Need an Appointment for a Hawaii State ID: Rules by County

Whether you need an appointment for a Hawaii state ID depends on which island you’re on. Honolulu (O’ahu) and Maui County effectively require one, Hawaii County (the Big Island) accepts walk-ins but lets you book up to seven days ahead, and Kauai runs on walk-ins only, with tickets cut off well before closing. In every county, booking ahead is the fastest and most reliable way to be seen.

The Rule in Each County

Hawaii’s four counties each run their own driver licensing and state ID operations, so the scheduling policy shifts as you cross islands.¹

Honolulu (O’ahu): Appointments through the AlohaQ online reservation system are the expected method of service at satellite city halls and driver licensing centers.²
Maui County: Appointments are required at the Kahului Service Center, booked through the county’s online scheduler. Each appointment covers one person.³
Hawaii County (Big Island): You can book up to seven days in advance through the county’s online portal. Walk-ins are accepted on a first-come, first-served basis depending on availability.⁴
Kauai County: Walk-in service runs from 8:45 a.m. to 4:00 p.m., but walk-in tickets stop being issued at 2:00 p.m. daily. A ticket doesn’t guarantee you’ll be seen that day.⁵

What Happens If You Just Show Up

Even in counties that accept walk-ins, showing up unscheduled is a gamble. Offices regularly hit capacity before mid-afternoon, and you could wait hours and still be turned away.

On O’ahu and Maui, where appointments are the standard pathway, some offices fill gaps left by no-shows with standby customers. This isn’t a formal program you can count on. Whether standby slots open depends on daily staffing and how many scheduled visitors actually show, and some locations stop taking standby requests early once they hit a limit.

On the Big Island, walk-in service is explicitly offered but still depends on availability after scheduled appointments are handled.⁴ If you’re going to walk in, arrive at opening and bring every document. Nothing is worse than waiting two hours and then learning you’re missing a piece of paperwork.

How to Book

On O’ahu, go to the AlohaQ website, select “Driver’s License or State ID,” pick a location and time slot, and save the confirmation. That confirmation is your entry pass.⁶ Maui, Hawaii County, and Kauai each link their own online portals from their official county websites. Slots fill quickly on busy islands, so book as soon as you know your preferred date.

Renewals work the same way. There’s no online renewal option for state IDs in Hawaii; you have to appear in person to be photographed, fingerprinted, and re-verify your documents.⁷ You can renew up to six months before expiration without losing time on the new card.

Bring the Right Documents Or You’ll Rebook

Hawaii issues REAL ID-compliant state IDs, and since May 7, 2025 a compliant card (marked with a star) is required to board domestic flights and enter federal facilities.⁸ Whatever your appointment status, if your paperwork doesn’t clear at the window, you’ll be sent away and have to start over.

You’ll need originals or certified copies in these categories:

Identity and legal presence: A valid U.S. passport, a certified birth certificate from a state vital statistics office, or a certificate of naturalization. Photocopies, faxes, and laminated documents are not accepted.⁹
Social Security number: Optional since June 18, 2021. If you provide it, a Social Security card or a prior-year W-2 works.¹⁰
Two proofs of Hawaii residency: Utility bills or bank statements no more than two months old, showing your name and principal residential address. Two statements from different accounts at the same bank count as only one document, and the address must match your application exactly.⁹
Application form: Print and fill out the State of Hawaii Application for State Identification Card before you arrive. It’s available through the Honolulu Department of Customer Services and at county licensing offices.⁷

One boundary worth noting: if your identity document is a foreign passport, your appointment has to be at a full-service Driver Licensing Center rather than a satellite office, because those transactions require special approval.⁷ Book accordingly.

What the Appointment Actually Covers

At the window you’ll check in, hand over your documents for verification, have your photo taken, and be fingerprinted.⁷ Once your paperwork is in order, the process moves quickly.

The standard eight-year card is $40 whether it’s a first issue or a renewal. Payment options vary by county but generally include cash, debit and credit cards, and personal checks. Hawaii County also takes Apple Pay and Google Pay and charges a 2.35% processing fee on card and digital wallet payments.¹¹ A duplicate card, if yours is lost, stolen, or damaged, is $6.⁷

You leave with a temporary paper document. The permanent card with the REAL ID star arrives by mail within six to eight weeks at the residential address on file.⁷ The card can’t be mailed to a business address and the post office won’t forward it, so confirm your mailing address is right before you leave the window.
