Juneteenth is not a legal state holiday in Arizona. State law recognizes June 19 as a day of observance, but the same statute that creates the recognition also states that “Juneteenth day is not a legal holiday.”1Arizona Legislature. Juneteenth is a federal legal holiday, though, so banks, mail, and federal courts in Arizona still close.
What Arizona Law Says
Two statutes settle the question. ARS § 1-315 directs that June 19 “shall be observed as Juneteenth day” and then, in the same section, removes it from legal-holiday status.1Arizona Legislature. What “Observed but Not Legal” Means in Practice
The gap between recognition and legal-holiday status decides who gets a day off and who does not. Arizona’s holiday compensation statute, ARS § 38-608, guarantees public employees extra leave or additional pay when they work on a legal holiday, and it defines that term by pointing back to the list in § 1-301.3Arizona Legislature. Arizona Revised Statutes 38-608 – Compensation or Time Off for Legal Holidays Because Juneteenth is not on that list, none of those protections apply.
The Arizona Department of Administration’s 2026 holiday calendar reflects the same result. It lists ten paid holidays for state employees, and Juneteenth is not one of them.4Arizona Human Resources. 2026 Holiday Calendar State offices remain open on June 19, and state workers report as usual unless their agency arranges otherwise.
For private employers, the impact is smaller still. No Arizona law requires private businesses to provide paid time off or premium pay for any holiday, and that is doubly true for a day the state does not classify as a legal holiday. Whether a private employer closes on June 19 is a company decision.
What Still Closes on June 19 in Arizona
Federal recognition is what most Arizona residents actually notice. President Biden signed the Juneteenth National Independence Day Act on June 17, 2021, adding “Juneteenth National Independence Day, June 19” to the federal holiday list in 5 U.S.C. § 6103.5U.S. Government Publishing Office. Banking
Federal Reserve Banks observe Juneteenth, so the interbank systems that move money shut down. ACH processing ends the evening of June 18 and does not resume until June 21.6Federal Reserve Financial Services. Holiday Schedules Direct deposits, wires, and other electronic transfers scheduled around the date can arrive late. Your local branch may or may not open; national banks generally follow the federal calendar, while credit unions and state-chartered banks set their own.
The U.S. Postal Service observes Juneteenth. Post offices close, and there is no regular residential delivery on June 19. Priority Mail Express is the one service USPS typically maintains on federal holidays.7USPS. Holidays and Events
Court and Tax Deadlines
Federal court filing deadlines that fall on Juneteenth roll to the next business day. Rule 6 of the Federal Rules of Civil Procedure names Juneteenth National Independence Day in its definition of “legal holiday” for that purpose.8Legal Information Institute. When June 19 Falls on a Weekend
The federal government shifts weekend holidays under a standard rule: a Saturday holiday is observed the preceding Friday, and a Sunday holiday is observed the following Monday.10U.S. Office of Personnel Management. Arizona’s own weekend-observance rules in ARS § 1-301 apply only to the holidays listed there, and Juneteenth is not listed, so any weekend shift Arizona residents see on June 19 comes from the federal schedule.2Arizona Legislature.
