Does California Have a Cash for Clunkers Program?

Yes. California’s cash for clunkers program actually operates as several programs that together pay residents between $1,350 and $12,000 to retire an older, higher-polluting vehicle. The simplest path is the Bureau of Automotive Repair’s Consumer Assistance Program (CAP), which pays cash to scrap the car outright. The larger amounts come from Clean Cars 4 All (CC4A) and the statewide Driving Clean Assistance Program (DCAP), which give you a grant toward a cleaner replacement when you retire the old one. Which one fits depends on your income, your ZIP code, and whether you want to junk your car or replace it.

Scrap Your Car for Cash Through CAP

CAP is the closest thing California has to a traditional cash-for-clunkers transaction. You take your old vehicle to a BAR-contracted dismantler, and the dismantler writes you a check on the spot. No replacement purchase is required.¹ Three payment tiers exist:

$1,350 with no income requirement, if your vehicle failed its most recent Smog Check.
$1,500 if you are income-eligible and your vehicle has a completed Smog Check within 180 days of applying (pass or fail).
$2,000 if you are income-eligible and your vehicle failed its most recent Smog Check.

Income eligibility for CAP means gross household income at or below 225% of the federal poverty level.² Above that threshold, the $1,350 tier is still available with a failed Smog Check.¹

Vehicle and Ownership Rules That Trip People Up

The vehicle has to have been continuously registered with the DMV for the two years before your registration expiration date, with no lapse longer than 120 days. For the $1,500 tier, there is an alternative: a vehicle driven mainly in California and not registered out of state during that two-year window also qualifies.¹

The car also has to be genuinely operational when you bring it in. It must start through ordinary means (no jump packs or starting fluid), drive forward at least 10 yards under its own power, and have its basic components intact: all doors, a hood, a windshield, dashboard, at least one bumper, an exhaust system, and working pedals. A stripped or barely running car will not qualify.¹

There is a per-owner cap too. As a sole owner you cannot have retired another vehicle through CAP in the past 12 months. Joint owners can retire up to two vehicles in a 12-month period.¹

Repair Assistance if You’d Rather Fix It

If your car failed its biennial Smog Check and you would rather repair it than scrap it, CAP also covers emissions-related work. This option is only open to income-eligible applicants (household income at or below 225% of the federal poverty level), and the amount depends on model year:³

Up to $1,450 for 1996 or newer vehicles.
Up to $1,100 for vehicles from 1976 through 1995.

The work has to be done at a STAR-certified test-and-repair Smog Check station, and the assistance goes toward parts and labor to bring the car into compliance.⁴

Bigger Grants Through Clean Cars 4 All and DCAP

The larger money is in the replacement programs. Clean Cars 4 All, overseen by the California Air Resources Board, provides vouchers toward the purchase or lease of a cleaner replacement vehicle when you retire your old one.⁵ The statewide version, the Driving Clean Assistance Program (DCAP), is the entry point for residents outside a participating air district.

DCAP grant sizes depend on whether you live in a disadvantaged community (DAC) and whether you have a car to scrap:⁶

DAC resident scrapping a vehicle: up to $12,000 toward a replacement, plus up to $2,000 for charging.
Non-DAC resident scrapping a vehicle: up to $10,000 toward a replacement, plus up to $2,000 for charging.
No vehicle to scrap: up to $7,500 toward a replacement, plus up to $2,000 for charging.

The charging support is either a $2,000 prepaid card for public charging stations or up to $2,000 toward a home charger installation.⁶

Who Qualifies for the Replacement Programs

Income eligibility is more generous than CAP. Household income must be at or below 300% of the federal poverty level, which currently works out to roughly $93,600 for a family of four.⁷

If you are scrapping a vehicle, it must be a gasoline or diesel car or truck under 10,000 pounds, must pass a functionality test, and must be model year 2009 or older. The title has to be in your name. The replacement vehicle can be new or used, but the purchase price cannot exceed $45,000 before taxes and fees. Eligible replacements include battery electric vehicles, plug-in hybrids, fuel cell vehicles, and zero-emission motorcycles.⁶

One rule catches people off guard: you cannot have previously participated in certain other CARB incentive programs, including the Clean Vehicle Rebate Project or a prior round of Clean Cars 4 All. DCAP participants also have to keep the replacement vehicle registered in California for at least 30 months.⁶

Where Clean Cars 4 All Operates

CC4A does not run in every part of the state. Five regional air districts operate their own versions of the program, and DCAP covers everyone else:⁸

South Coast AQMD (greater Los Angeles).
Bay Area AQMD (San Francisco Bay Area).
Sacramento Metro AQMD (Sacramento region).
San Joaquin Valley APCD (Central Valley).
San Diego APCD (San Diego County).

If you live in one of those five districts, apply through the district’s version of the program. DCAP serves everyone else statewide. Incentive amounts and specific vehicle requirements can vary between districts, so verify current figures with your local program.⁸

How to Apply Without Disqualifying Yourself

For CAP retirement or repair assistance, apply through BAR’s online portal or by mailing a completed packet. You will need documents verifying your identity, vehicle registration, income (for the higher tiers), and Smog Check results.⁴ Do not dismantle, sell, or surrender your vehicle before you receive an official approval letter from BAR. Acting first disqualifies you.

Once BAR approves you, it sends an eligibility letter with instructions. You schedule an appointment at a BAR-contracted dismantler, drive the vehicle there, and the dismantler verifies your ID and inspects the car. If everything checks out, you get your check on the spot, payable to the registered owner on the eligibility letter.¹

For CC4A and DCAP, apply through the relevant air district or the DCAP website. These programs usually involve pre-purchase education about clean vehicle technology and financial preparation. Approval has to come before you buy the replacement. Purchasing first and asking for reimbursement later is not permitted.⁶

The Federal EV Credit Is No Longer Available

If you were planning to stack California’s incentives with the federal clean vehicle tax credit, that option is gone. The federal New Clean Vehicle Credit under Section 30D, worth up to $7,500 on qualifying electric vehicles, was terminated for any vehicle acquired after September 30, 2025. The One Big Beautiful Bill Act moved the credit’s end date forward.⁹ California’s programs now stand on their own, and for a DAC resident scrapping an old car through DCAP, the $12,000 vehicle grant plus $2,000 in charging support is the largest clean-vehicle assistance package currently available in the country.
