California does not have a state EV tax credit. Instead, the state runs direct grant and rebate programs, and the main one for individual buyers is Clean Cars 4 All, which can put up to $12,000 toward a zero-emission vehicle for qualifying residents. You can layer that grant on top of the federal clean vehicle credit, and some utilities add their own rebates on top of both.
What California Offers Instead of a Tax Credit
The state’s approach is structurally different from the federal model. A federal tax credit is claimed on your return and depends on what you owe. California’s programs, managed by the California Air Resources Board (CARB), work as upfront vouchers or post-purchase reimbursements.1California Air Resources Board. The Clean Vehicle Rebate Project (CVRP) was California’s broadest EV rebate for years. CARB closed it to new applications effective November 8, 2023.2California Air Resources Board. How Much Clean Cars 4 All Pays
Grant amounts depend on where you live and what you buy. Residents in designated disadvantaged communities receive the highest amounts:3California Air Resources Board. Clean Cars 4 All
- Zero-emission vehicle in a disadvantaged community: up to $12,000
- Plug-in hybrid in a disadvantaged community: up to $11,500
- Zero-emission vehicle outside a disadvantaged community: up to $10,000
- Plug-in hybrid outside a disadvantaged community: up to $9,500
Every participant can also receive up to $2,000 for home charging equipment or a pre-loaded charging card. If you need adaptive equipment installed on the vehicle, the program provides up to another $5,000 for that.3California Air Resources Board. Who Qualifies
Clean Cars 4 All is income-restricted. Your household income must be at or below 300% of the Federal Poverty Level.3California Air Resources Board. Some grant tiers also require your home address to fall within a designated disadvantaged community. You can look up your neighborhood using CalEnviroScreen, the state screening tool that identifies communities disproportionately burdened by pollution.5OEHHA. The Vehicle You’re Scrapping
This is a scrap-and-replace program, so a car has to go in for a car to come out. You must be the registered owner with a clear title in your name, and the vehicle must have been operated in California for the last two consecutive years.3California Air Resources Board. Clean Cars 4 All It must be operable at the time of retirement. Local air districts administering the program can set additional limits on model year and vehicle weight, so check your district’s specific rules before you start.
Documents to Gather
Proof of income is usually your most recent federal tax return or an IRS transcript. If you’re not required to file, Social Security benefit letters or pay stubs generally work. Residency is established with a current utility bill or a California driver’s license showing your address inside the qualifying area. For the vehicle being scrapped, you’ll need the title in your name and registration showing continuous California operation. Missing paperwork is the most common reason applications stall.
Stacking With the Federal EV Tax Credit
State grants and the federal credit are separate programs with separate eligibility rules. Nothing prevents you from using both on the same purchase.
New Clean Vehicle Credit
The federal credit under Section 30D is worth up to $7,500 on a qualifying new EV or plug-in hybrid. The vehicle’s sticker price cannot exceed $55,000 for sedans or $80,000 for SUVs, vans, and pickup trucks.6Internal Revenue Service. You can transfer the credit to the dealer at the time of purchase, converting it into an immediate price reduction rather than waiting until you file. The dealer applies the amount to the sale price or pays you the equivalent in cash. Used Clean Vehicle Credit
The federal used EV credit provided up to $4,000 on qualifying vehicles priced at $25,000 or less, with income caps of $150,000 for joint filers and $75,000 for others.8Internal Revenue Service. Used Clean Vehicle Credit It is not available for vehicles acquired after September 30, 2025. If you purchased an eligible used EV on or before that date but haven’t placed it in service yet, you may still claim it. For 2026 purchases, the federal used credit is no longer an option.
Utility Rebates
Several California utilities run their own EV programs independent of state grants. Amounts and rules vary by provider and funding cycle, but they can add another layer of savings on the vehicle or on home charging.
Eligibility generally requires an active residential account with the utility. Southern California Edison requires an active residential electric service account both when you submit for pre-approval and when the rebate is issued.9Southern California Edison. Residential EV Charger Rebate Program The name on the utility account typically has to match the name on the vehicle registration or rebate application. For a home charger rebate, expect to provide a paid invoice from a licensed electrician and a permit from your local building department.
How to Apply
Clean Cars 4 All applications run through centralized online portals where you upload scanned documents. After submitting, you receive a tracking number. Review timelines vary with application volume and available funding. If something’s missing, administrators send a request for the specific document, and responding quickly matters because delays push your file behind others in the queue.
Once approved, funds arrive either as a direct check or a point-of-sale voucher usable at participating dealerships. Vouchers are applied directly to the purchase or lease agreement; checks are typically mailed within several weeks after the vehicle purchase is verified.
Utility programs often work differently. SCE, for example, uses pre-approval: you reserve your rebate before buying the vehicle, and the pre-approval is valid for 60 days. Ownership Rules and Repayment Risk
Clean Cars 4 All is run through local air districts, and each may set its own minimum ownership period for the subsidized vehicle. Confirm the retention requirement with your specific district before signing paperwork. Selling too soon can turn a grant into a debt.
For anyone still receiving CVRP funds from an approved application, the original rule required keeping the vehicle for at least 30 consecutive months from the purchase or lease date, with leases also needing a minimum 30-month term. The HOV Lane Perk Is Gone
If you’re buying an EV partly for solo carpool-lane access, that benefit has ended. California’s Clean Air Vehicle decal program expired on September 30, 2025, when federal authorization ran out. DMV stopped accepting new decal applications in August 2025, and previously issued decals became invalid after the cutoff.12California State Department of Motor Vehicles.
