California does not have bar reciprocity with any state. It does not accept Uniform Bar Examination scores from other jurisdictions, and it does not offer admission on motion for experienced attorneys. If you are licensed elsewhere and want to practice law in California, you will sit for a California bar exam, with only a few narrow exceptions for limited types of work.1The State Bar of California. That places California among the most restrictive states in the country for attorney mobility. A perfect UBE score transferred from New York or Texas carries no weight here, and neither does twenty years of active practice in another jurisdiction. Everyone takes an exam.
The Attorneys’ Examination: The Shorter Path for Licensed Lawyers
If you have been an active, licensed attorney in good standing in another U.S. jurisdiction for at least four years immediately before the exam date, you qualify for the one-day Attorneys’ Examination instead of the general two-day bar exam.1The State Bar of California. Shorter does not mean easier. The July 2025 pass rate for the Attorneys’ Examination was 43.4 percent, below the 54.8 percent rate on the general exam.3The State Bar of California. State Bar Announces July 2025 Bar Exam Results The essays test California-specific doctrine, including subjects like community property that many attorneys have never encountered in their home state. Attorneys who have not sat for an exam in years routinely underestimate the preparation required.

Ways to Practice in California Without Taking the Bar
A few narrow categories let out-of-state attorneys work in California without full licensure. None substitutes for admission, and each carries strict limits on the kind of work you can do.
Pro Hac Vice Admission for a Single Case
If you need to handle one specific case in California rather than build a practice here, pro hac vice admission lets you appear in that matter without being licensed in the state. It is court-by-court permission for a single proceeding.5The State Bar of California. Pro Hac Vice
You must be licensed and in good standing elsewhere, file a verified application with the California court where the case is pending, and associate a California-licensed attorney as attorney of record. Copies of the application and notice of hearing go to all parties and to the State Bar, which charges a fee for each application. One restriction catches people off guard: California residents cannot use pro hac vice. If you live in California but hold only an out-of-state license, this path is closed. Registered In-House Counsel
Under Rule 9.46, an attorney licensed in another state can register to work as in-house counsel for a single California employer without taking the bar or the MPRE.7Judicial Branch of California. Rule 9.46 Registered In-House Counsel The trade-off is real. You can only practice for that one qualifying institution. No outside clients, no switching employers without updating your registration. You must reside in California, complete the moral character process, and meet the same continuing legal education requirements as regular California licensees.
Registered Military Spouse Attorney
An attorney who is the spouse of an active-duty military member stationed in California can register under Rule 9.41.1 to practice under supervision without taking the bar exam. The status lasts a maximum of five years and requires working under a supervising California attorney throughout.8State Bar of California. Temporary Litigation Practice Under Rule 9.47
Out-of-state attorneys already retained by a client can perform limited work in California connected to litigation, arbitration, mediation, or administrative proceedings. Under Rule 9.47, you must maintain an office in another jurisdiction where you are licensed, already have the client relationship in the matter, and disclose on any website or advertising that you are not a California licensee.9Judicial Branch of California. Moral Character Applies to Every Path
Whether you take the general exam, the Attorneys’ Examination, or register in a limited-practice category, you need a positive moral character determination from the State Bar. The Bar runs an independent background investigation covering criminal history, financial problems, and past disciplinary actions, and you must supply references who can speak to your honesty and fitness.10The State Bar of California. Start early. A positive determination is valid for 36 months, and that clock starts whether or not you have passed the exam. If you have not completed the other admission requirements in that window, you can apply for an extension between months 30 and 36. Budget separately for a bar prep course, MPRE registration through the NCBE, and travel if you do not live near a testing site.
Leaving California for Another State
The lack of reciprocity runs in both directions. Because California does not administer the UBE, you have no portable score to bring with you.15National Conference of Bar Examiners. UBE Jurisdictions Your California license does, however, qualify you for admission on motion in states that offer it, typically requiring four or more years of active practice and a clean disciplinary record. Requirements vary widely, so check your target state directly. A handful of states — Delaware, Florida, Hawaii, Louisiana, and Nevada — do not offer admission on motion at all, and moving your practice to any of them means another bar exam regardless of experience.
