Choosing the lump sum drops the entire prize into one tax year, which pushes any large jackpot squarely into the 37% bracket. The annuity option spreads payments across 30 years, so each year’s installment is taxed on its own. Any resident who expects to owe more than $800 in Delaware tax beyond what’s already withheld from wages must make quarterly estimated payments. A lottery winner clears that threshold immediately. In practice, a non-resident winner pays the 24% federal withholding at claim, then reports the prize on their home state’s return and pays whatever that state charges. Winners from states with no income tax pay nothing on the state side at all.
Delaware residents get no equivalent break for tickets bought elsewhere. Claiming the Prize
