Yes, EBT benefits do roll over in NC. Any Food and Nutrition Services balance you don’t spend by month’s end stays on your card and is added to your next deposit automatically, with no cap on how much can accumulate. The catch is a federal deadline: benefits sitting on an inactive card for 274 days (about nine months) must be removed, and once they’re gone they can’t be restored.
How the Monthly Rollover Works
North Carolina’s FNS program (the state’s name for SNAP) loads benefits onto a plastic EBT card that you use like a debit card at authorized retailers.1North Carolina Department of Health and Human Services. Food and Nutrition Services Food Stamps When you don’t spend the full monthly amount, the leftover sits on the card and stacks on top of the next deposit. You don’t need to call, request a rollover, or take any action. It happens on its own.
There is no ceiling on the accumulated balance. If a single-person household receives $298 a month and only spends $200, the extra $98 carries forward. Do that for several months and the balance climbs. As long as you keep using the card, that stacked balance stays yours.
The 274-Day Expungement Rule
Rollover has one hard limit. Federal regulations require every state, including North Carolina, to remove SNAP benefits from EBT accounts after 274 days of inactivity.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants Purchases always draw from your oldest benefits first, so the newest deposits are the last to be touched. Once benefits are expunged, they’re gone permanently and cannot be put back on the card.
The federal rule actually gives states two ways to measure the 274 days. Under the inactive-account method, the clock runs from either the date benefits were issued or the last time you used the card, whichever is later, and any transaction resets the clock for the entire balance. Under the alternative method, each monthly allotment expires 274 days after issuance regardless of other card activity. The difference matters: under the first, a single small purchase protects everything on the card; under the second, older allotments can expire even on a card you’re actively using.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants
Whichever method applies, North Carolina must send you a written notice at least 30 days before any benefits are scheduled for removal. That notice tells you when expungement is set to happen and what you can do to stop it.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants Treat that letter as urgent when it arrives.
How to Keep Your Balance From Being Expunged
The simplest protection is to use the card at least once every few months. You don’t need to spend much. Buying a loaf of bread or a carton of eggs counts as activity, and under the inactive-account approach it resets the 274-day clock for your whole balance. If you’ve already received an expungement notice and you make a purchase before the deadline, the state must stop the removal and restart the aging clock for whatever benefits remain on the card.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants
A few habits go with that:
- Keep your mailing address current with your local Department of Social Services. The 30-day warning letter is your last safety net, and it can’t help you if it goes to an old address.
- If you know you won’t be able to use the card for an extended stretch, such as a hospital stay, contact your county DSS office before the nine-month window closes to talk through your options.
- Checking your balance online or in the ebtEDGE app does not count as activity. Only an actual purchase or withdrawal resets the inactivity clock.
Checking Your Balance
Watching the balance is how you catch a warning letter’s timing and see exactly how much has rolled over. North Carolina offers several ways to check an FNS balance around the clock:3North Carolina Department of Health and Human Services. Electronic Benefit Transfer
- Call 1-888-622-7328, the number printed on the back of your card.
- Log in at ebtedge.com under the EBT Cardholders section to view your balance and full transaction history.
- Use the free ebtEDGE mobile app from the Apple App Store or Google Play.
- Check the bottom of your receipt after any EBT purchase, where the remaining balance usually prints.
Getting in the habit of a quick monthly check makes it far less likely you’ll be surprised by an expungement notice or miss unauthorized activity on the card.
A Note on Stolen Benefits
A large rolled-over balance is a bigger target for card skimming, and the protection here is thinner than it used to be. The Consolidated Appropriations Act of 2023 temporarily authorized federal funding to replace SNAP benefits stolen through skimming or cloning, but that authority covered only theft occurring through December 20, 2024, and Congress did not extend it.4Congress.gov. Benefit Theft Through Electronic Benefit Card Skimming Under permanent federal SNAP law, there is no federal funding to replace stolen benefits. If you spot unauthorized transactions, call 1-888-622-7328 right away and file a police report, but recovery is not guaranteed. Shielding the keypad when you enter your PIN, giving the card reader a wiggle before you insert your card, and checking your balance often are the practical defenses.
Rollover in North Carolina is generous by design. It stacks month after month without any effort on your part. The only work required to keep that balance safe is the occasional purchase, a current address on file, and a quick response if the 30-day warning letter ever lands in your mailbox.
