Does Florida Offer an Enhanced Driver’s License?

Why Florida Doesn’t Issue One

An enhanced driver’s license (EDL) is a state-issued license that also proves U.S. citizenship at land and sea ports of entry. It was created under the Western Hemisphere Travel Initiative, which tightened document rules for people entering the United States from Canada, Mexico, Bermuda, and parts of the Caribbean. Florida never joined the federal EDL program, and there is no indication it plans to. A Florida driver’s license, even the REAL ID version with the gold star, does not prove citizenship and cannot substitute for a passport at any international border. To cross into Canada, Mexico, or the Caribbean by land or sea, you need a passport book, a passport card, or another document approved by U.S. Customs and Border Protection.

The Passport Card: The Closest Substitute

For a Florida resident who wants border-crossing ability without carrying a full passport book, the U.S. passport card fills roughly the same role an EDL would. It’s a wallet-sized card that proves U.S. citizenship at land and sea ports of entry when traveling to or from Canada, Mexico, Bermuda, and certain Caribbean countries. A first-time adult passport card costs $65: a $30 application fee to the State Department and a $35 acceptance fee to the facility where you apply. Passport Fees If you only cross borders by car, cruise ship, or ferry, the card is the cheaper choice. If there’s any chance you’ll fly internationally, the book is worth the extra money because the card won’t get you through an airport abroad.

The Florida REAL ID for Domestic Travel

Florida has issued REAL ID compliant driver’s licenses since 2010. A compliant card carries a gold star in the upper right corner.5Florida Department of Highway Safety and Motor Vehicles. REAL ID That star signals to federal agencies that the license meets their identity-verification standards.

A Florida REAL ID is a domestic document. It lets you board commercial flights within the United States, enter federal buildings, and access military installations. It does not prove citizenship and cannot be used at any international border. Since May 7, 2025, TSA no longer accepts non-compliant state licenses at airport checkpoints, so if your Florida license lacks the gold star, you need to upgrade it or bring an alternative such as a valid U.S. passport or passport card.6Transportation Security Administration. How to Get a Florida REAL ID

First-time REAL ID applicants have to appear in person at a Florida Department of Highway Safety and Motor Vehicles service center or a county tax collector’s office. Many locations require appointments, so check before you go.7Florida Department of Highway Safety and Motor Vehicles. Proof of Identity

One original document that proves your identity and U.S. citizenship. The common options are a certified U.S. birth certificate, a valid U.S. passport or passport card, a Consular Report of Birth Abroad, a Certificate of Naturalization, or a Certificate of Citizenship. Puerto Rico birth certificates must have an issue date after July 1, 2010.

Proof of Social Security Number

One original document showing your full Social Security number. A Social Security card is the simplest choice, but a W-2, a pay stub, an SSA-1099, or another 1099 works as long as it shows the complete number and isn’t handwritten.

Proof of Florida Residency

Two separate documents showing your name and Florida residential address. Acceptable items include:

  • A deed, mortgage statement, or residential lease
  • A valid Florida vehicle registration or title
  • A water, gas, electric, cell phone, or cable bill dated within the last 60 days
  • Mail from a federal, state, county, or city agency dated within the last 60 days

Printouts and faxes are accepted for residency documents, though not for identity documents.

Name Change Documents

If the name on your identity document doesn’t match the name you use now, bring original or certified copies of every marriage certificate, divorce decree, or court order that traces the change. A current U.S. passport showing your current legal name lets you skip this step.

At the Office

You’ll submit your documents and take a vision test. If you’ve never held a Florida license, expect a written knowledge exam and possibly a driving skills test.5Florida Department of Highway Safety and Motor Vehicles. Other IDs TSA Will Accept

If you’re weighing options, TSA accepts a range of documents beyond a REAL ID license: a U.S. passport or passport card, a Department of Defense military ID, a permanent resident card, DHS trusted traveler cards like Global Entry or NEXUS, a valid foreign passport, certain tribal identification cards, and a Transportation Worker Identification Credential.4Transportation Security Administration. TSA is also testing digital IDs from Apple, Google, and Clear at select checkpoints, and it will accept mobile driver’s licenses from states that issue them to REAL ID standards, provided you still carry the physical card. Florida offered a digital license through its Smart ID app but removed it in 2024, and the status of a replacement remains unclear.10Transportation Security Administration.
