Hawaii does not offer reciprocity for professional licenses in the way most people mean the word. If you hold a license in another state, you generally cannot transfer it to Hawaii automatically. Instead, Hawaii uses a system called licensure by endorsement for most professions, which requires a full Hawaii application, fees, and proof that your out-of-state credentials meet or exceed Hawaii’s own standards. A few narrow pathways exist for military spouses and specific attorney categories, and one major profession, real estate, has no out-of-state pathway at all.
Reciprocity vs. Endorsement
The distinction is more than semantic. True reciprocity would mean Hawaii automatically recognizes another state’s license. Endorsement means you apply, pay Hawaii’s fees, and let a Hawaii board decide whether your credentials qualify. Nearly every regulated profession in the state follows the same principle. The endorsement process runs on a “substantially equivalent” standard: the licensing board reviews your education, examination history, and experience and decides whether the state that licensed you holds standards equal to or greater than Hawaii’s. That determination is discretionary, and two applicants with similar records from different states can get different answers.
Physicians
The Hawaii Medical Board licenses out-of-state physicians by endorsement. To qualify, you must hold a current, active, unrestricted license in a jurisdiction whose requirements match or exceed Hawaii’s.2Hawaii Department of Commerce and Consumer Affairs. Accepted examinations include the USMLE, the former NBME or FLEX examinations, or, for Canadian-trained physicians, the MCCQE. Physicians originally licensed through a state-produced examination may qualify by passing the SPEX. Total costs depend on where you land in Hawaii’s biennial licensing cycle, ranging from $221 to $392 for the initial license.
Engineers, Architects, Surveyors, and Landscape Architects
Hawaii calls the out-of-state pathway for these professions “endorsement,” not reciprocity or comity, and the board is explicit that a current NCEES, NCARB, or CLARB record does not substitute for a Hawaii application.1Department of Commerce and Consumer Affairs. EASLA Board Frequently Asked Questions and Guidance You must show that your education, experience, and examination results are substantially equivalent to Hawaii’s requirements. Under Hawaii Administrative Rules, the application fee is $75, plus a $50 original license fee. Applications go to the DCCA’s Professional and Vocational Licensing Division in Honolulu, online or by mail.
A common mistake is assuming the national council record handles the whole process. It does not. Starting the Hawaii-specific application early, even before your record transmittal is complete, saves weeks.
Teachers
Hawaii participates in the NASDTEC Interstate Agreement, which covers educator licensing across participating states and jurisdictions. NASDTEC itself notes that the agreement is not full reciprocity and does not guarantee that all certificate types will transfer; Hawaii may require additional coursework, assessments, or classroom experience before issuing a full professional certificate.3National Association of State Directors of Teacher Education and Certification. Hawaii offers three tiers of licensure for out-of-state teachers:
- A Standard License, if you completed a state-approved teacher education program or hold a valid license from another state and have at least three of the last five years of full-time teaching experience.
- A Provisional License, if you meet the educational requirements but do not yet have three of the last five years of full-time teaching experience.
- An Emergency Hire Permit, valid for up to three years of employment while you work toward full licensure, requiring at least a bachelor’s degree.
Nurses
Hawaii is not a member of the Nurse Licensure Compact. A multistate license from a compact state does not authorize you to practice in Hawaii.4National Council of State Boards of Nursing. NLC States Map You need a separate Hawaii nursing license through the state Board of Nursing’s endorsement application.
Travel nurses accustomed to moving freely between compact states are often caught off guard by this. If you are considering an assignment in Hawaii, build extra weeks into your planning for the licensing process. There has been no recent legislative movement toward joining the compact.
Attorneys
Hawaii does not offer general reciprocity or admission on motion for attorneys. The standard path for a licensed attorney from another state is sitting for the Hawaii bar exam, which costs $500.
The Rules of the Supreme Court of Hawaiʻi do carve out limited admission without examination for a few specific categories, each capped in duration and scope:

- Attorneys employed by a qualifying 501(c)(3) legal services organization serving economically disadvantaged populations, under Rule 1.16, for up to two years.7Hawaii State Judiciary. Rules of the Supreme Court of the State of Hawaii – Rule 1.16
- Spouses of active-duty military members stationed in Hawaii, under Rule 1.17, through provisional admission without a written examination.8Hawaii State Judiciary. Rules of the Supreme Court of the State of Hawaii – Rule 1.17
Every category requires an active license from another U.S. jurisdiction and good standing everywhere the applicant is licensed. Outside these categories, the bar exam is the only route.
Real Estate
Real estate is one of the few professions where Hawaii offers no reciprocity pathway of any kind. If you are a licensed agent or broker elsewhere, you must meet all of Hawaii’s licensing requirements from the ground up, including pre-licensing education and examinations. The state’s real estate market and legal framework differ significantly from the mainland, and Hawaii has made a deliberate choice to require full local credentialing.
Military Service Members and Spouses
Hawaii’s substantial military presence has produced the state’s most generous accommodations for out-of-state credentials. These provisions go further than the general endorsement process.
Licensing agencies must issue expedited temporary licenses to military spouses who hold a current, active, unrestricted license in another U.S. jurisdiction, provided the sending state’s requirements match or exceed Hawaii’s. The applicant must be married to an active-duty service member accompanying them on a permanent change of station to a Hawaii military installation.9U.S. Department of Labor. A temporary license lasts as long as a regular license in that profession, but the total time a military spouse can hold one is capped at five years or the duration of the service member’s orders in Hawaii, whichever is shorter. The applicant submits a signed affidavit covering education, examinations, experience, and criminal history. A false affidavit is grounds for revocation. Applicants cannot have had a license suspended, revoked, or voluntarily surrendered while under investigation, and cannot have a disqualifying criminal history. Separately, HRS §436B-14.6 lets nonresident military spouses demonstrate professional competency in place of meeting a specific time-in-practice requirement, and requires licensing boards to expedite both review and issuance of endorsement or reciprocity licenses for qualifying spouses.10Justia Law. What to Expect From the Process
The “substantially equivalent” standard is the biggest source of uncertainty. Boards have wide discretion, and two applicants with identical national council records from different states can have different experiences if their home states structured education or experience requirements differently.
Processing times run longer than most mainland professionals expect. Hawaii’s licensing boards are smaller than those in populous states, and endorsement application volume, particularly in healthcare, produces waits of several weeks to several months. If you have a target start date, apply well before it.
Budget beyond the application fee itself. Most licenses require fingerprinting and a criminal background check, typically $30 to $100 depending on the profession and processing method. Credential verification sent directly from other licensing boards may carry additional fees. Biennial renewal fees apply once you hold a Hawaii license, so the initial cost is not the end of the commitment.
Hawaii has shown little appetite for lowering its standards to increase professional mobility, even with persistent workforce shortages in healthcare, education, and engineering. The tradeoff is deliberate, and out-of-state professionals planning a move should build their timeline and costs around it.
