Illinois does not impose a personal property tax on vehicles. Unlike some states that bill owners every year based on a car’s value, Illinois taxes vehicles once, at the time of purchase or transfer, and then charges a flat annual registration fee to keep the plates current. There is no county or municipal personal property tax added on top of that.
What trips people up is that Illinois still collects a fair amount of tax on vehicles. It just does it differently. The money comes out at the sale, through sales tax, use tax, or a flat private-party tax, and then through registration renewal each year.
What Illinois Taxes Instead
The taxes you actually owe on a vehicle depend on who you buy it from.
Buying From an Illinois Dealer
A purchase from a licensed Illinois dealer is taxed under the Retailers’ Occupation Tax Act at a base state rate of 6.25% of the selling price.1Illinois General Assembly. In parts of Chicago and Cook County, combined rates can push above 9%. Buying From a Private Party
Private sales work on a flat-fee schedule instead of a percentage. You pay when you apply for title at the Secretary of State’s office using Form RUT-50.3Illinois Department of Revenue. Private Party Vehicle Use Tax
If the purchase price is under $15,000, the tax is set by model year, ranging from $100 for vehicles 11 years old or older up to $465 for vehicles one year old or newer.4Illinois Department of Revenue. RUT-5 Private Party Vehicle Use Tax Chart for 2026 If the price is $15,000 or more, the tax is based on the purchase price and starts at $850, climbing to $10,100 for vehicles priced at $1 million or more. Motorcycles, motor-driven cycles, and ATVs are taxed at a flat $25 regardless of age or value.
Buying From an Out-of-State Seller
If you buy a vehicle out of state and bring it into Illinois, you owe use tax at the 6.25% state rate.5Illinois General Assembly. 35 ILCS 105 Use Tax Act You file Form RUT-25 within 30 days of bringing the vehicle into Illinois.2Illinois Department of Revenue. Illinois Tax Requirements for Cars, Trucks, Vans, Motorcycles, ATVs, Trailers, and Mobile Homes Sales tax already paid to another state counts as a credit against your Illinois use tax, but you cannot go below zero. If the other state’s rate was higher, Illinois does not refund the difference.6Illinois General Assembly. 35 ILCS 105/3-55 Use Tax Act Exemptions
The Yearly Cost: Registration, Not Property Tax
The only recurring vehicle cost the state charges is registration. Annual renewal for a standard passenger vehicle is $151.7Illinois Secretary of State. Fees – Vehicle Services Motorcycle registration is $41 per year. Personalized plates add $7 to the renewal cost, and vanity plates add $13. An original title costs $165 when a vehicle changes hands, and a duplicate or corrected title runs $50.
None of these fees vary by the car’s market value. A ten-year-old sedan and a new luxury SUV pay the same $151 to renew. That flat structure is what makes Illinois different from states with an annual ad valorem tax on vehicles.
Ways the One-Time Tax Can Shrink
Two situations reduce what you owe at purchase or transfer.
A trade-in at a dealership lowers the taxable selling price. If your new car costs $35,000 and the dealer credits $10,000 for your trade, you pay sales tax on $25,000.8Illinois General Assembly. 86 Illinois Administrative Code 130.455 – Motor Vehicle Leasing and Trade-In Allowances The traded vehicle has to be of “like kind and character,” meaning a motor vehicle for a motor vehicle. The trade-in credit currently has no dollar cap for Illinois purchases.9Illinois General Assembly. Revenue 35 ILCS 120 Retailers’ Occupation Tax Act – Section 120/1 Note that the credit only applies to dealer sales. Private-party purchases use the flat-fee chart and allow no trade-in deduction.
Certain family transfers pay a $15 flat tax instead of the normal amount. That reduced rate covers transfers between spouses (including civil union partners), parents and children (including adopted children), and siblings.10Illinois Department of Revenue. RUT-50 Instructions for Private Party Vehicle Use Tax Transaction Step-relatives, in-laws, and grandparent-to-grandchild transfers do not qualify and get taxed at the standard private-party rates. The $15 rate also applies to a vehicle passing to an estate beneficiary who is not the surviving spouse, and to transfers as part of a business reorganization.4Illinois Department of Revenue. RUT-5 Private Party Vehicle Use Tax Chart for 2026 Transfers to a qualifying charitable, religious, educational, or governmental organization with an active Illinois Department of Revenue exemption number are fully exempt.
What Happens If You Skip or Understate the Tax
Missing the deadline is expensive. Unpaid vehicle tax accrues simple interest daily at a rate tied to the federal underpayment rate.11Illinois General Assembly. 35 ILCS 735 Uniform Penalty and Interest Act A late-filing penalty of 2% of the tax due, capped at $250, applies once you miss the due date. If you still have not filed 30 days after the Department mails a nonfiling notice, an added penalty of the greater of $250 or 2% of the tax kicks in, capped at $5,000. When the Department issues a notice of tax liability, it can tack on a 30% penalty on the assessed amount.12Illinois General Assembly. Understating a purchase price on the RUT-50 to reduce your tax is treated as evasion, which Illinois classifies as a felony at every dollar amount. The felony class scales with the amount evaded, from Class 4 for under $500 up to Class 1 for $100,000 or more. Being late on a payment, by itself, is not evasion; evasion requires a knowing attempt to avoid the tax combined with an affirmative act like concealing facts or destroying records.13Illinois General Assembly. So while Illinois will not send you a personal property tax bill every year for the car sitting in your driveway, it does expect the right tax to be paid the one time it applies. Get that right at purchase, keep the registration current, and there is nothing further owed to the state on the vehicle itself.
