Missouri does accept an international driver’s license in the practical sense that matters to visitors: if you hold a valid license from your home country, you can legally drive in Missouri as a nonresident, and an International Driving Permit (IDP) serves as an accepted translation of that license. The IDP is not required by state law, and it is never a license on its own. Your home country license is what grants driving privileges; the IDP just makes that license readable to police and rental agents.
How Missouri Treats Foreign Licenses
Under Missouri Revised Statutes Section 302.080, any nonresident who is at least 16 years old and carries a valid license from their home country is exempt from needing a Missouri driver’s license.1Missouri Revisor of Statutes. You must have the license in your immediate possession while driving.
The exemption lasts as long as you remain a nonresident. Missouri defines residence as the place you are physically present in and regard as your true, fixed, principal, and permanent home, to which you intend to return and remain.2Missouri Revisor of Statutes. What an International Driving Permit Actually Is
An IDP is a standardized translation document created under the 1949 Geneva Convention on Road Traffic, which the United States ratified in 1950.3United Nations Treaty Collection. Convention on Road Traffic – United States Ratification Details It translates your foreign license into ten languages so a Missouri police officer, rental clerk, or insurance agent can read your credentials without guessing. It is valid for one year from the date it is issued.
An IDP has no legal force on its own. If your home license is expired, suspended, or revoked, the IDP is worthless. You need to carry both documents together whenever you drive.
Missouri does not issue IDPs, and you cannot get one after you arrive in the United States as a foreign visitor. Only two organizations are authorized by the U.S. State Department to issue them domestically: the American Automobile Association and the American Automobile Touring Alliance. When the IDP Actually Helps
Nothing in Missouri law forces you to carry an IDP, but it earns its place in your wallet during roadside stops and at rental counters. An officer who cannot read your license may treat you as unlicensed until you can prove otherwise. When You Have to Get a Missouri License Instead
The nonresident exemption ends the moment you become a Missouri resident. Converting a foreign license to a Missouri one is not a paperwork swap. Missouri typically waives the written and skills tests when you surrender a valid license from another U.S. state, but foreign licenses do not receive that treatment.7Missouri Department of Revenue. Renting a Car With a Foreign License
Rental companies layer their own rules on top of state law, and those rules are often stricter. Major agencies typically require both a valid foreign license and a passport at the counter. Age is the other common obstacle. Missouri allows nonresidents to drive at 16 with a valid home license, but most rental companies require drivers to be at least 21, and some add surcharges for anyone under 25. These are company policies, not state law, and it pays to confirm them before you fly.
Penalties If You Get It Wrong
Driving without a valid license in Missouri is a criminal offense, and the penalties escalate with each conviction:

A driver who shows only an IDP without the original foreign license can be treated as unlicensed, because an IDP is not a license. Officers can impound the vehicle if they conclude no valid credentials exist.
Fake IDPs are widely sold online, and using one is a separate crime. Presenting an altered or fraudulent IDP, foreign license, or any other identification can result in forgery charges. Carrying Your Documents
Missouri law requires every driver to carry a license and display it on demand to any law enforcement officer. Failing to produce it creates a legal presumption that you are unlicensed.12Missouri Revisor of Statutes. A photo on your phone will not satisfy the requirement.
If either document is lost or stolen while you are in Missouri, replacing the IDP means contacting the issuing authority in your home country, which can take weeks. Your foreign license can generally be replaced through your country’s consulate or embassy, though times vary. Until replacements arrive, driving without them carries real legal risk.
