Does NJ Have an Enhanced Driver’s License or REAL ID?

New Jersey does not issue an enhanced driver’s license. Only five states currently offer EDLs — Michigan, Minnesota, New York, Vermont, and Washington — and New Jersey is not one of them.¹ What New Jersey offers instead is a REAL ID, which works for domestic flights and federal facilities but will not get you across the Canadian or Mexican border. For that, you still need a passport or passport card.

What an EDL Would Have Done

An Enhanced Driver’s License is a state license that doubles as a limited travel document. It carries an RFID chip that lets U.S. Customs and Border Protection pull up a traveler’s information at land and sea border crossings, so residents of the five issuing states can drive into the U.S. from Canada, Mexico, or certain Caribbean nations without a passport.¹

Ohio passed legislation in 2023 to begin issuing EDLs but had not received federal approval as of early 2025. For New Jersey residents, there is no state-issued equivalent and no pending program to create one.

New Jersey’s Federal-Compliant Option: REAL ID

New Jersey’s Motor Vehicle Commission issues REAL ID driver’s licenses and identification cards that meet the federal security standards set by the REAL ID Act of 2005.² Enforcement kicked in on May 7, 2025. Since that date, a standard New Jersey license without the REAL ID star is no longer accepted at TSA airport checkpoints for domestic flights or at certain federal facilities.³

You can identify a compliant card by the star printed at the top. A standard license without the star is marked “NOT FOR REAL ID PURPOSES” on its face.³ Getting a REAL ID is not mandatory. You can still drive on a standard New Jersey license. But you will need a REAL ID or another accepted federal ID to fly domestically or enter federal buildings that require one.

Why a REAL ID Is Not an EDL

This is the part that catches New Jersey residents off guard. A REAL ID, even with the star, is not a border-crossing document. It cannot substitute for a passport at land or sea entries from Canada or Mexico. That capability belongs to EDLs and passports, and New Jersey does not issue the former.

If you live near the northern border, or you were counting on the REAL ID to let you drive into Canada without a passport, it will not.

What Works at the Border for New Jersey Residents

Since a New Jersey REAL ID stops at the airport, here are the documents that actually cross international borders:

A U.S. passport book, valid for land, sea, and air travel to any country.
A U.S. passport card, a wallet-sized plastic card valid for land and sea crossings between the U.S. and Canada, Mexico, and the Caribbean. It does not work for international air travel, but it does count as a REAL ID at domestic TSA checkpoints. A first-time adult passport card costs $65 — a $30 application fee plus a $35 acceptance fee.⁴⁵
Trusted traveler cards issued by the Department of Homeland Security, including NEXUS, SENTRI, and FAST. These are accepted at land and sea border crossings and at TSA checkpoints.⁶

For a New Jersey resident who drives into Canada regularly and wants the closest thing to what an EDL would provide, the passport card is the practical answer. It fits in a wallet, doubles as a REAL ID for domestic flights, and actually gets you through the border booth.

Cost of a New Jersey REAL ID

A standard New Jersey driver’s license costs $24. The REAL ID version costs $35, which is the base fee plus an $11 REAL ID surcharge.⁷ The same $11 applies if you are upgrading an existing standard license.⁸ Licenses run four years, so the fee comes around again at renewal. Drivers 70 and older can choose a two-year cycle instead.

Documents You Need

New Jersey uses a “6 Points of ID” system for its licenses, and REAL ID adds federal requirements on top. The MVC describes the formula as “2 + 1 + 6 = REAL ID”:⁷

Two proofs of your New Jersey address. A current NJ license, a utility or credit card bill from the past 90 days, or a bank statement from the past 60 days each qualify. Applicants under 18 can use a signed statement from a parent or guardian.⁹
One proof of your Social Security number. Your Social Security card, a W-2 or 1099 from the past year, or a pay stub showing the full number all work. You can also let the MVC verify the number electronically from the one you enter.⁹
Identity documents totaling six points. An unexpired U.S. passport is worth 4 points; a certified birth certificate is also 4. Secondary documents fill the remainder. The MVC’s online document selector shows the combinations that reach six.⁹

One warning worth taking seriously: the name on your primary document, your Social Security record, and any secondary documents has to match. A mismatch, common after a marriage or divorce, forces you to bring a court-ordered name change document to the appointment or update Social Security first.¹⁰ Fix this before you book, or you will be making a second trip.

How To Apply

REAL ID applications are in-person only at an MVC Licensing Center, by appointment scheduled through the MVC website.⁷ Staff verify and scan your documents, photograph you, and take your signature. You will not leave with your card. New Jersey has not printed licenses in person since a 2020 security change; the finished REAL ID is mailed to your address.¹¹ Time the appointment around any upcoming travel.
