Progressive does not cover Puerto Rico. The company is not licensed to sell auto insurance in the territory, and its own materials describe personal auto coverage as extending to “all 50 states and Canada,” with no mention of Puerto Rico or any other U.S. territory.1Oficina del Comisionado de Seguros. Where Progressive Policies Actually Apply
Progressive’s personal auto policies follow you across all 50 states and into Canada under reciprocal agreements that let your home limits travel with you.3Progressive. Driving in Canada The road-trip guidance is explicit: “your personal auto insurance policy typically covers you in all 50 states and Canada,” and a U.S. policy “won’t cover you in Mexico.”2Progressive. Car Insurance for Road Trips The multi-state page draws the same line, covering “all 50 states and Canada” but excluding “international travel outside of Canada.”4Progressive. Multi-State Car Insurance Commercial auto is sold in all 50 states, with no territorial coverage mentioned either.5Progressive. Commercial Auto Insurance States

Car Insurance Requirements and Laws by State Even where a mainland policy defines its “coverage territory” to include Puerto Rico, one insurance advisory firm has cautioned that this often works only on a “de facto basis,” because many carriers lack claims adjusters, third-party administrators, and legal counsel on the island.7Holmes Murphy. If You’re Renting a Car in Puerto Rico
Rental agencies in Puerto Rico ask for proof of insurance at the counter. A renter whose personal policy or credit card coverage is valid on the island and includes both liability and collision or comprehensive protection can decline the agency’s damage waiver; otherwise, the renter must buy supplemental coverage at the counter.9Charlie Cars. Car Rental Policies Puerto Rico Because Progressive policies don’t cover Puerto Rico, a Progressive customer renting a car there will need to purchase the rental company’s coverage or arrange separate insurance before the trip.
If You’re Moving to Puerto Rico
New residents must register their vehicle within 30 days of arrival and cannot legally drive on mainland plates after that grace period. A valid Puerto Rico insurance policy is required to complete registration, so contact your current insurer before you move to confirm whether you’ll need a new policy entirely.10AmeriFreight. Can I Take My Financed Car to Puerto Rico For Progressive customers, the answer is that you will.
How Puerto Rico’s Insurance System Works
Puerto Rico runs a no-fault system that doesn’t mirror any mainland state, which is part of why mainland carriers don’t simply extend their policies. It rests on two pillars.
The first is the Autoridad de Carreteras y Automóviles de Puerto Rico (ACAA), a government-run compensation fund every registered vehicle pays into. Injured parties can claim benefits regardless of fault, which provides baseline medical coverage and protects victims of hit-and-run and uninsured drivers.11Insurance Information Institute. Background on No-Fault Auto Insurance
The second is the Seguro de Responsabilidad Obligatorio (SRO), the compulsory liability policy every vehicle owner must carry. The SRO caps coverage at $4,500 per accident regardless of how many people are involved, and it only pays for damage the insured vehicle causes to another vehicle. It does not cover damage to the policyholder’s own car. Under Law No. 245 of 2014, owners can choose their SRO provider freely at tag renewal.12Oficina del Comisionado de Seguros. Compulsory Liability Insurance Because the SRO’s limit is low and doesn’t touch your own vehicle, most drivers add a private policy on top of it.
