Does TennCare Cover Dental for Adults? Coverage, Costs, and Eligibility

Yes. TennCare covers dental care for adults, and it has since January 1, 2023, when Tennessee’s Medicaid program added comprehensive adult dental benefits for roughly 600,000 enrollees aged 21 and older.¹ Covered, medically necessary services are provided at no cost to the member: no premiums, no copays.²

What Adult Dental Covers

The benefit spans nearly 20 categories of dental care. Covered services include diagnostic exams and x-rays, cleanings, fluoride treatments, fillings, root canals, crowns, scaling and root planing, full mouth debridement, tooth extractions, palliative treatment, and nitrous oxide sedation. Full and partial dentures are covered, including immediate dentures and relines. Oral surgery procedures such as alveoloplasty and removal of bony growths are included as well.³

What’s Not Covered

Several categories fall outside the benefit. Bridges are generally excluded; the plan covers removable dentures instead. Dental implants are not covered except in rare trauma or cancer-surgery cases, and even those require extensive prior authorization. Orthodontic treatment is not available to adults regardless of medical necessity. Cosmetic procedures such as tooth whitening and veneers are also excluded.⁴ If a dentist recommends something not covered or not deemed medically necessary, the member may be asked to sign a waiver accepting financial responsibility before treatment.⁵

What It Costs

Nothing, for covered services. There are no premiums and no copays for medically necessary dental care under TennCare.² Cost comes into play only if a member agrees in advance to pay for a service that isn’t covered.⁵

Who Qualifies

Any adult enrolled in TennCare automatically receives dental benefits at age 21 or older.¹ Before the 2023 expansion, adult dental was limited to pregnant and postpartum women and certain adults receiving long-term services and supports. The expansion added everyone else.³

Pregnant and postpartum enrollees get the same dental benefits as other adults. Tennessee extended postpartum TennCare coverage from 60 days to 12 months after the end of pregnancy, effective April 1, 2022, so dental coverage continues through that full year.⁶ Members in Employment and Community First (ECF) CHOICES or 1915(c) waiver programs receive the standard adult benefit plus wraparound services such as behavior management and sedation, including anesthesia from mobile providers contracted through the Department of Disability and Aging or managed care organizations. Standard dental benefits do not count against a waiver member’s expenditure cap.⁷

Medical Necessity and Prior Authorization

Coverage is limited to services deemed medically necessary. A treatment qualifies when it is recommended by a licensed provider, required for a diagnosed condition, safe and effective, and the least costly appropriate option.⁸ Certain major services also require prior authorization before the dentist can proceed. Root canals, crowns, and dentures are among them.⁴

Renaissance, the dental benefits manager, reviews those requests against clinical criteria. A crown requires structural loss too extensive for a filling. A denture requires that any existing denture no longer be serviceable, with untreated disease addressed before fabrication. A root canal requires that the tooth be restorable with an acceptable prognosis.⁹ Emergency dental services do not require prior authorization.⁵

Finding a Dentist

TennCare dental works through an in-network system managed by Renaissance, which took over the contract from DentaQuest on November 1, 2025.¹⁰¹¹¹

Each member is assigned a Dental Home, meaning a primary dentist. Most dentists who participated under DentaQuest moved to the Renaissance network, but members are advised to confirm participation before scheduling.⁴ Specialist care such as endodontics or oral surgery may require a referral, and out-of-network care must be approved by Renaissance in advance to be covered, with emergencies as the exception.⁵

Emergency and Urgent Dental Care

Members can get emergency dental care around the clock, at any provider or emergency department, without prior authorization. Emergencies include care needed to control bleeding, relieve pain, treat acute infection, prevent tooth loss, or address injuries. If a member sees a non-network dentist for an emergency, the member is not responsible for the cost.⁵

For urgent needs that aren’t full emergencies, the plan standard is an appointment within 48 hours. Virtual visits are also available through TeleDentistry.com for after-hours or travel situations.¹¹

Appealing a Denial

If Renaissance denies a dental service, the first step is to call Renaissance at 866-864-2526 to try to resolve it. If that doesn’t work, file a formal dental appeal by calling TennCare Member Medical Appeals at 800-878-3192. Appeals must be filed within 60 days of the denial letter, and the process allows the member to request a fair hearing before a judge. Members are protected from retaliation by Renaissance, providers, or TennCare for filing an appeal or complaint.⁵
