Does VA Disability Count as Income for CalFresh?

Yes, VA disability compensation counts as income for CalFresh. Federal regulations list veterans’ and disability benefits as unearned income, so the full monthly amount you receive from the VA gets added to your household’s gross income when the county runs the numbers.1eCFR. 7 CFR 273.9 – Income and Deductions The better news: receiving VA disability also classifies you as a “disabled” household member, and that status opens the door to deductions and eligibility rules that make CalFresh easier to qualify for and larger when you do.

How VA Disability Gets Counted

CalFresh sorts income into earned (wages, salary, tips) and unearned (everything else). VA disability compensation sits in the unearned bucket alongside Social Security, unemployment, pensions, and workers’ compensation.1eCFR. 7 CFR 273.9 – Income and Deductions Nothing about the VA payment is disregarded; the whole monthly figure counts.

For reference, the 2026 monthly VA disability rates for a single veteran with no dependents:2U.S. Department of Veterans Affairs. Current Veterans Disability Compensation Rates

  • 10%: $180.42
  • 30%: $552.47
  • 50%: $1,132.90
  • 70%: $1,808.45
  • 100%: $3,938.58

Those numbers are the starting point, not the ending point. Whether you qualify depends on what’s left after deductions and how many people live in your household.

Why Being “Disabled” Changes the Math

Veterans who receive VA disability compensation are treated as disabled household members under CalFresh rules.3USDA Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled Three things flow from that classification.

No gross income test. A typical CalFresh household has to pass both a gross income test (130% of the federal poverty level) and a net income test (100% of the poverty level). Households with a disabled or elderly member skip the gross test entirely. Only the net income limit applies.

Uncapped shelter deduction. Standard households can deduct excess housing costs only up to $744 per month. Households with a disabled member deduct the full excess with no cap.4USDA Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions For a veteran with high rent, this often makes the difference.

Medical expense deduction. Disabled and elderly household members can deduct unreimbursed medical costs above $35 per month. That includes prescriptions, over-the-counter medications, medical supplies, transportation to appointments, and accessibility modifications at home.5USDA Food and Nutrition Service. A Guide to the Treatment of Medical Expenses for Elderly or Disabled SNAP Households No one else in the household gets this deduction, so it’s worth documenting carefully.

The Net Income Limit You Need to Clear

Because you skip the gross income test, the only threshold in your path is the net income limit at 100% of the federal poverty level. For fiscal year 2026, the monthly net income limits are:6USDA Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards

  • 1 person: $1,305
  • 2 people: $1,763
  • 3 people: $2,221
  • 4 people: $2,680
  • 5 people: $3,138
  • Each additional person: add $459

Net income is what’s left after CalFresh applies its deductions. A veteran with $1,800 in gross monthly income can still land below the $1,305 single-person net limit once shelter and medical deductions come off the top.

How Deductions Cut Your Countable Income

Every household gets a standard deduction. For fiscal year 2026, that’s $209 for households of one to three, $223 for four, $261 for five, and $299 for six or more.7California Department of Social Services. All County Information Notice I-46-25 – FFY 2026 Cost-of-Living Adjustments If anyone in the household earns wages, 20% of that earned income comes off as well.8California Department of Social Services. CalFresh Outreach Basics Handbook – General Market Chapter 4: Eligibility Basics

After those, CalFresh subtracts dependent care costs, then medical costs above $35 for disabled or elderly members,5USDA Food and Nutrition Service. A Guide to the Treatment of Medical Expenses for Elderly or Disabled SNAP Households then excess shelter costs. Shelter counts as excess when your rent or mortgage plus utilities is more than half of what’s left of your income after the earlier deductions. For a household with a disabled member, that excess is fully deductible with no ceiling.8California Department of Social Services. A Worked Example

Take a single veteran rated at 50% receiving $1,132.90 per month, with rent of $900, $200 in utilities counted through the standard utility allowance, and $80 per month in unreimbursed medical costs.

  • Gross income: $1,133
  • Standard deduction: −$209, leaving $924
  • Medical deduction: −$45 (the $80 in costs minus the $35 threshold), leaving $879
  • Half of that adjusted income is about $440. Shelter costs total $1,100, so the excess shelter deduction is $660, leaving net income of $219
  • Monthly benefit: $298 maximum for one person, minus 30% of $219 ($66), equals $232

The maximum monthly allotments in fiscal year 2026 are $298 for one person, $546 for two, $785 for three, $994 for four, and $1,183 for five. CalFresh calculates your benefit by subtracting 30% of your net income from the maximum for your household size. Zero net income means the full allotment.

California Doesn’t Count Your Assets

Savings, a car, or property will not disqualify you. Through modified categorical eligibility, California disregards resources when determining CalFresh eligibility. Only income counts.9San Francisco Human Services Agency. Check CalFresh Eligibility

Applying

You can apply online at BenefitsCal.com, by mail, in person at your county social services office, or by fax. Have these ready:

  • Photo ID (driver’s license, state ID, or other government-issued ID)
  • Proof of California residency, such as a utility bill or rental agreement
  • Your VA disability award letter, plus any other income documentation for each household member
  • Social Security numbers for each applicant
  • Rent or mortgage statements and utility bills
  • Receipts or billing statements for unreimbursed medical costs — this documentation is what unlocks the medical deduction, so bring everything you have

The county schedules an interview after you file. Standard processing runs up to 30 days.

Expedited Service

Benefits can be issued within three calendar days of filing if your situation is urgent.10California Department of Social Services. All County Information Notice I-14-11 – Application Processing Time Frame Requirements You qualify for expedited processing if any one of the following applies:11eCFR. 7 CFR 273.2 – Office Operations and Application Processing

  • Combined gross monthly income and liquid resources are less than your rent or mortgage plus utilities
  • Gross monthly income is under $150 and liquid resources are $100 or less
  • You are a destitute migrant or seasonal farmworker with liquid resources of $100 or less

A veteran who has just separated from service and is still waiting for the first VA payment often fits the first category.

Reporting VA Rating Changes

California uses Semi-Annual Reporting. The county sets your benefit for six months at a time, and midway through you submit a SAR 7 form so the county can recalculate for the next six months.

Between reports, you only have to notify the county within 10 days in three specific situations:12California Department of Social Services. SAR 2 – Reporting Changes for Cash Aid and CalFresh

  • Gross household income exceeds the income reporting threshold your county gave you (usually 130% of the federal poverty level for your household size)
  • You are subject to the Able-Bodied Adults Without Dependents work requirement and your work hours drop below an average of 20 per week
  • You receive substantial lottery or gambling winnings

If the VA raises your rating and your new payment pushes gross income above the reporting threshold, the 10-day clock starts. A routine cost-of-living adjustment to your VA payment does not require a mid-period report; the county catches that at the next SAR 7.
