EBT in California delivers two different kinds of help on one plastic card called the Golden State Advantage card: CalFresh food benefits for groceries, and CalWORKs cash aid for families with children. Benefits load automatically each month, and the card works at most grocery stores, many farmers’ markets, and a growing list of online retailers.
Two Programs, One Card
CalFresh is California’s version of the federal Supplemental Nutrition Assistance Program. The money can only be spent on food.1California Department of Social Services. CalFresh CalWORKs is a separate cash-aid program for families with children, and those funds can be withdrawn at ATMs or spent on non-food necessities like rent and utilities.2California Department of Social Services. Which balance you’re spending matters at checkout, because the purchase rules are different for each.
Who Qualifies
You must live in California and be either a U.S. citizen or a qualified noncitizen such as a lawful permanent resident.3BenefitsCal. CalFresh Details Income is the main gatekeeper. California uses a gross income limit set at roughly 200 percent of the federal poverty level, and the dollar thresholds update each October. For the period running October 2025 through September 2026, a single-person household can earn up to $2,610 per month in gross income, and a four-person household can earn up to $5,360.4County of San Diego. Asset limits almost never apply. If your household income falls under 200 percent of the federal poverty level, there is no cap on savings, vehicles, or other resources. A resource test of $4,250 in countable resources still exists for households above that income threshold that include someone 60 or older or a person with a disability, but that combination is uncommon.
College Students
Full-time college students between 18 and 49 face an extra hurdle. Federal rules generally make them ineligible for SNAP unless they meet an exemption. The common ones in California include working at least 20 hours per week on average, participating in federal or state work-study, caring for a child under six, or receiving CalWORKs. Students in certain community college programs that increase employability, like EOPS or DSPS, also qualify.5County of Fresno. How Much You Can Receive
Your CalFresh amount depends on household size, income, and allowable deductions for costs like rent and dependent care. The maximum monthly allotments for federal fiscal year 2026 are:
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789

Most households receive less than the maximum, because CalFresh reduces the allotment based on countable income after deductions. A household with zero countable income gets the full amount. CalWORKs cash amounts are calculated separately and depend on the county, household size, and other factors.
How to Apply
The primary online portal is BenefitsCal.com, which has replaced GetCalFresh.org for new applications.6GetCalFresh. The application asks about everyone in your household, your income, your housing costs, and your assets.
You’ll need:
- Social Security numbers for each household member applying for benefits
- Photo identification, such as a driver’s license, state ID, or passport
- Proof of income for the past 30 days, like recent pay stubs or a letter from your employer
- Housing costs documented by a rental agreement, mortgage statement, or utility bills

Timeline After You Apply
Once your application is received, the county assigns an eligibility worker who schedules an interview, almost always by phone. The standard processing window is 30 days from the date you apply. If approved, you’ll get a notice in the mail with your benefit amount and the length of your certification period.
Households in an immediate food crisis can qualify for expedited processing. You’re eligible if your gross monthly income is $150 or less and you have $100 or less in liquid assets like cash and bank balances, or if your rent and utilities exceed your combined income and savings. In those cases the county must get benefits to you within a few days rather than 30.
Once approved, benefits load on a staggered schedule based on the last digit of your case number. CalFresh deposits hit during the first 10 days of each month: case numbers ending in 1 deposit on the 1st, those ending in 2 on the 2nd, and so on through 0 on the 10th. What the Card Buys
CalFresh covers food for your household: fruits, vegetables, meat, dairy, bread, cereal, snacks, and non-alcoholic beverages. It also covers seeds and plants that produce food. It does not cover alcohol, tobacco, vitamins and supplements, pet food, or non-food household items like cleaning supplies.8Food and Nutrition Service. What Can SNAP Buy?
Hot prepared foods meant for immediate consumption are generally off-limits for CalFresh. The exception is the Restaurant Meals Program, which lets adults 60 and older, people with disabilities, and individuals experiencing homelessness buy prepared meals at approved restaurant vendors. CalWORKs cash has fewer restrictions since it functions like a regular debit card. You can withdraw cash at ATMs and spend it on rent, clothing, or other necessities. Both CalFresh and CalWORKs transactions are prohibited at casinos, liquor stores, and adult entertainment venues.
Online Grocery Shopping
California participates in the USDA’s online purchasing program, which lets you use CalFresh food benefits at approved online retailers.10California Department of Social Services. Delivery fees, service charges, and tips must be paid with another method.
Using and Protecting Your Card
When your card arrives, set a four-digit PIN by calling EBT customer service at (877) 328-9677. You enter that PIN with every purchase. You can check your balance on the receipt from your last transaction, through the ebtEDGE mobile app, or by calling customer service.
If your card is lost or stolen, report it immediately to freeze the account and request a replacement. California uses centralized card issuance, so a new card typically arrives in about five business days excluding Sundays and holidays.11BenefitsCal. EBT FAQs There is no fee for a replacement.
California became the first state to roll out chip-and-tap-enabled EBT cards, starting in February 2025. The embedded microchip makes it much harder for thieves to skim your card information at point-of-sale terminals. By early 2026, the state reported an 83 percent reduction in EBT theft after the chip rollout and forced PIN resets for compromised accounts.12Governor of California. A locked card can’t be used at all, so even someone with your number can’t drain the account.
Never share your PIN or card number with anyone. Neither the state nor your county will ever call or text asking for that information.2California Department of Social Services. You have 90 calendar days from the date of the theft to file and be eligible for replacement. Keeping Your Benefits
CalFresh doesn’t renew automatically. Your certification period typically lasts 12 months, and midway through you’ll get a Semi-Annual Report form (SAR 7). It’s due by the 5th of the sixth month of your certification period and is considered late if the county hasn’t received it by the 11th. If it isn’t submitted by the first business day of the following month, your case will be discontinued. On the form you report all income for the prior month, any changes in household composition, and any income changes you expect going forward.
You also need to report certain changes within 10 days, outside the SAR 7 cycle, such as a significant jump in income.
Before your certification period expires, the county sends a recertification application. Submit it and complete another interview before the period ends, or your benefits will lapse. If you’re more than 30 days late returning the recertification form, the county treats it as a brand-new application. If You’re Denied or Cut Off
If the county denies your application, reduces your benefits, or cuts you off, you can request a state fair hearing. The deadline is 90 days from the date on the notice of action.15California Department of Social Services. Timing matters. File your hearing request within 10 days of when the county mails the notice and your benefits continue at the current level until an administrative law judge decides your case. Miss that 10-day window and the county will reduce or stop your benefits while the appeal is pending, though you may be able to argue good cause for filing late. Hearings can be conducted by phone, and you have the right to bring evidence, witnesses, and a representative.
