EBT in Hawaii: Eligibility, Kokua Card, and Deposit Dates

In Hawaii, SNAP food assistance and TANF cash benefits are delivered through the Kokua EBT card, issued by the Department of Human Services’ Benefit, Employment and Support Services Division (BESSD). You apply online through the PAIS portal or at a local BESSD office, and if approved, your card is loaded each month with an amount based on household size and net income. Hawaii’s SNAP allotments run roughly 70% higher than those in the contiguous 48 states because of the islands’ food prices.

Who Qualifies for SNAP in Hawaii

Hawaii uses Broad-Based Categorical Eligibility (BBCE) to widen SNAP access. Under BBCE, gross monthly income can go up to 200% of the federal poverty level, and there is no asset test. As of February 2025, BBCE households are also exempt from the net income test.¹

Effective October 1, 2025, the BBCE gross income limit is $3,000 per month for one person and $6,164 per month for a household of four. Households with an elderly or disabled member are subject only to the net income test.¹ Households that don’t qualify under BBCE fall back to the standard federal rules: 130% gross income limit, 100% net income limit, and a resource test.

You also need to live in Hawaii, be a U.S. citizen or qualified non-citizen, and provide a Social Security number for each household member applying.¹

Two groups face extra rules. Adults 18 to 54 who are able to work and have no dependents (ABAWDs) must work or train at least 80 hours a month to keep SNAP beyond three months in any three-year period.² Students enrolled at least half-time must meet a federal exemption on top of the normal rules, such as working 20 hours a week, participating in work-study, or caring for a child under six; students who get most of their meals through a campus meal plan are ineligible regardless of income.³

Your final allotment depends on net income after deductions, so document expenses. Rent, mortgage, and utilities lower countable income. Households with a member who is 60 or older or has a disability can also deduct medical expenses that exceed $35 per month and aren’t covered by insurance.⁴

TANF Cash Assistance

TANF pays monthly cash to families with children. Gross monthly income must fall below 185% of the 2006 federal poverty level, and net income below 100% of that baseline. For a family of three, that’s $2,941 gross and $1,590 net.⁵ Hawaii doesn’t impose an asset limit for TANF, so savings and vehicles aren’t counted.

How to Apply

Submit your application online through the PAIS portal at pais-benefits.dhs.hawaii.gov. The portal is open 6:30 a.m. to 5:45 p.m. Hawaii Standard Time, Monday through Saturday, excluding state holidays.⁶ Paper applications can be mailed or hand-delivered to a local BESSD office.

You don’t need every document in hand to file. Submitting the application locks in your benefit start date, and you can send verification afterward. Gather what you can early:

Government-issued photo ID for the head of household
Proof of Hawaii residency, such as a lease or utility bill
Pay stubs from the last 30 days, Social Security award letters, or self-employment records
Rent or mortgage statements, utility bills, child care receipts, and medical bills for elderly or disabled members
Social Security numbers for everyone in the household

After you file, BESSD schedules a mandatory eligibility interview, usually by phone.

Standard and Expedited Timing

Standard processing takes up to 30 days from the date the application is received.⁷ If your household is in immediate need, you may qualify for expedited service within seven calendar days. You’re entitled to expedited processing if:⁸

Your household’s gross monthly income is under $150 and liquid resources are $100 or less
Your combined gross monthly income and liquid resources are less than your rent or mortgage plus utilities
You are a destitute migrant or seasonal farmworker with liquid resources at or below $100

Benefit Amounts and Deposit Dates

For fiscal year 2026 (October 2025 through September 2026), the maximum monthly SNAP benefits in Hawaii are:⁹

These are ceilings. A household with zero net income receives the full amount; for every dollar of net income, the benefit drops by about 30 cents.

SNAP is loaded once a month based on the first letter of the cardholder’s last name. Last names starting with A through I receive benefits on the 3rd; J through Z on the 5th.¹⁰ If the deposit date falls on a weekend or holiday, benefits are typically available the business day before.

Using the Kokua EBT Card

Your Kokua EBT card arrives by mail after approval. Set a four-digit PIN before your first purchase. You can change or reset your PIN through the ebtEDGE website at ebtedge.com, the ebtEDGE mobile app, or by calling customer service.¹¹ Check your balance through the same portal or app, by calling customer service, or by looking at your last transaction receipt.

SNAP covers fruits, vegetables, meat, poultry, fish, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food.¹² It doesn’t cover:

Alcohol and tobacco
Hot food sold ready to eat at checkout
Vitamins, medicine, and supplements (anything with a Supplement Facts label)
Live animals other than shellfish or fish removed from water
Non-food items like cleaning supplies, paper products, pet food, and hygiene products
Cannabis or CBD products

TANF and other cash benefits loaded onto the same card work differently. Cash can be withdrawn from ATMs or used for non-food essentials SNAP doesn’t cover.

Stretching Benefits at Farmers Markets and With Da Bux

Many farmers markets in Hawaii accept SNAP through a token system. You swipe your EBT card at the market’s information booth, choose how much to withdraw, and receive $1 or $5 tokens to spend on eligible food with participating vendors.

The Da Bux program adds a discount on top. SNAP recipients who sign up for a free Da Bux Access Card get 50% off Hawaii-grown fruits and vegetables at participating grocery stores and food hubs through December 31, 2026.¹³ At checkout, present both cards before items are scanned. A minimum of one cent in SNAP-EBT must apply to the transaction, and only one discount applies per SNAP card per day.¹⁴ Qualifying items carry the Da Bux logo near the price tag.

At farmers markets, Da Bux runs as a dollar-for-dollar match instead of a percentage discount: spend $10 in SNAP and receive an additional $10 in Da Bux tokens for Hawaii-grown produce.

Keeping Your Benefits

Once you’re receiving benefits, you must report certain household changes within 10 days. For SNAP, that includes gross income exceeding 130% of the federal poverty level, and for single employed adults, stopping work or dropping below 20 hours per week. For TANF and other cash aid, report gross income above 100% of the poverty level and any change in who lives in the home. Change-reporting households must report all changes in earned income, unearned income shifts of more than $50, household composition changes, and changes in residence or shelter costs.¹⁵ Missing a report can trigger an overpayment the state recoups from future benefits, or end eligibility.

SNAP isn’t permanent. You recertify periodically, typically annually or semi-annually. BESSD sends a renewal notice before your certification period ends, and you can complete recertification through PAIS starting the month before the deadline.⁶ You’ll also submit a Six-Month Report Form (SMRF) during your certification period. The SMRF is due by the 7th of the report month, and submitting it late or incomplete can reduce or suspend benefits.¹⁵

Lost, Stolen, or Damaged Cards

Call customer service toll-free at 1-888-328-4292. Your current card is deactivated on the call, and a replacement arrives by mail in about five to seven days. If you need one sooner, visit your designated BESSD processing center to request an over-the-counter replacement.¹¹
