EDD Identity Verification: ID.me, DE 1326C, and Timeline

EDD identity verification is the check California’s Employment Development Department runs on every unemployment applicant before releasing payments. It starts automatically when you file through UI Online, and most people clear it in the same session without doing anything extra. When the automated check can’t confirm you, EDD sends you to ID.me for a document-and-selfie check, or mails a Request for Identity Verification (DE 1326C) asking you to submit documents within 10 days.

How the Automatic Check Works

When you file your claim through UI Online, the myEDD portal runs your application information through automated technology from a vendor called Socure. The check happens in the background using what you already entered, and for most applicants it succeeds silently.1Employment Development Department. Small mismatches are what typically kick a claim out of the automatic lane. A transposed digit in your Social Security number, or a name on your ID that doesn’t match the one on your application (Robert on the license, Bob on the claim), is enough to trigger extra review. Enter your information exactly as it appears on your identification.

Failing the automatic check doesn’t deny your claim. You’ll either be routed to ID.me or, if that route also fails, mailed a DE 1326C. Verifying Through ID.me

If you’re routed to ID.me, you’ll create an account (or log into an existing one), upload a photo of a government-issued ID, and take a selfie so the system can compare your face to the photo on your document.2Employment Development Department. After the facial match succeeds, ID.me shows an authorization page. Click “Allow” to send the verified identity back to EDD. If you close the window before that step, EDD never receives the confirmation and the process stalls.

Getting the Photos to Pass

Place your ID on a flat, dark surface and photograph it in natural light without flash. Flash washes out holograms and fine print, which is what the scanner needs. Use the rear camera on your phone for the document; it’s sharper than the front lens.

For the selfie, switch to the front camera and hold the phone at eye level with soft, even light on your face. Backlighting from a window, glare on glasses, or a smudged lens will cause the comparison to fail. Take off hats and sunglasses. If your appearance has changed significantly since your ID was issued, expect a second attempt.

A few technical issues fail uploads silently: VPNs, ad blockers, and Apple’s iCloud Private Relay can all interfere with the connection, so turn them off before you start. Low device storage can destabilize the selfie capture, and weak Wi-Fi can drop the upload after processing completes. Repeated failures can trigger a cooldown before you’re allowed to retry, so get the conditions right before your first attempt.

If You Receive a DE 1326C in the Mail

When the online routes can’t verify you, EDD mails a Request for Identity Verification (DE 1326C) explaining what to send.4Employment Development Department. You may be asked to upload documents through UI Online (look for the “Upload Identity Documents” option on your homepage) or to mail physical copies to the address on the form. If you need an extension, call EDD before the 10 days are up, not after.

What to Send

EDD requires at least two documents: one photo ID plus one additional identity document from a different category.3Employment Development Department. Acceptable Documents for Identity Verification (DE 1326CD)

Photo ID options (name, date of birth, and photo, issued by a government agency):

  • Driver’s license or state ID card
  • U.S. passport or passport card
  • Foreign passport
  • U.S. military card or military dependent’s ID (front and back)
  • Employment Authorization Document (USCIS Form I-766)
  • Certificate of Citizenship or Naturalization
  • Permanent Resident Card

Additional identity document, from any of these categories:

  • Employment data: a W-2 from the previous year, or a pay stub issued within 12 months of your claim date showing your name, at least the last four digits of your SSN or employee ID, employer name, and pay period dates.
  • Address verification: an unaltered utility bill, bank statement, property tax bill, mortgage statement, or a current rental or lease agreement showing your name and current mailing address.
  • Social Security number verification: a complete copy (all three pages) of your Social Security statement from ssa.gov/myaccount. A Social Security card by itself does not satisfy this.
  • Date of birth verification: an official birth certificate issued by a government agency. A certificate marked “information only, not valid to establish identity” is not accepted.

Every document must be current, unexpired, and clearly readable. If you’re mailing copies, make sure nothing is cut off at the edges. For uploads, photograph documents straight on rather than at an angle.

If You’re Not a U.S. Citizen

Non-citizens authorized to work in the United States can file for California unemployment, but verification runs through an additional check called SAVE (Systematic Alien Verification for Entitlements), operated by U.S. Citizenship and Immigration Services.5U.S. Citizenship and Immigration Services. SAVE needs at least one immigration-specific identifier if it moves to manual review: an Alien Registration Number (A-Number), I-94 Arrival/Departure Record number, SEVIS ID, naturalization certificate number, or I-797 receipt number. A Social Security number is enough for the initial automated check, but a driver’s license, U.S. passport, or foreign passport number alone will not verify immigration status.5U.S. Citizenship and Immigration Services. How Long Verification Takes

If the automatic Socure check succeeds, there’s essentially no wait and your claim moves forward. If you verify through ID.me, EDD generally processes the confirmed identity within a few business days, after which payments stuck in “Pending” should shift to “Paid.”

The DE 1326C route takes longer because it involves mail, document review, and manual processing. Watch your UI Online homepage and your postal mail for updates; if EDD needs anything else, that’s where you’ll see it. Check regularly, because benefit claims have expiration dates and an unresolved identity issue doesn’t pause that clock.

If Someone Filed a Claim in Your Name

Receiving an EDD notice for benefits you never applied for usually means someone used your personal information to file a fraudulent claim. Report it to your employer and to EDD, then file a report at IdentityTheft.gov to get a personalized recovery plan from the Federal Trade Commission.6Federal Trade Commission. On taxes, ask EDD for a corrected Form 1099-G so you’re not taxed on benefits you didn’t receive. The IRS treats fraudulent unemployment income as non-tax-related identity theft, so you generally don’t need to file IRS Form 14039, but the IRS recommends getting an Identity Protection PIN at irs.gov/ippin.7Internal Revenue Service. Appealing a Denial Based on Identity

If EDD denies benefits because of an identity verification issue, you have 30 days from the mailing date on the Notice of Determination to file a written appeal.8Employment Development Department. Missing the 30-day window generally makes the denial final, though EDD may grant an extension if you show good cause.
