If you’re buying or driving an electric vehicle in New York, the main money on the table is a state rebate worth up to $2,000 at the dealership, toll discounts on the Thruway and Port Authority crossings, and cash from your utility for charging overnight. The federal $7,500 purchase credit is no longer available for vehicles bought in 2026, which makes these electric vehicle rebates and incentives in New York the core of what a buyer can actually claim today. The Federal Purchase Credit Is Gone
Before getting into what New York offers, clear this off the table. The Drive Clean Rebate: Up to $2,000 at the Dealer
New York’s main purchase incentive is the Drive Clean Rebate, run by the New York State Energy Research and Development Authority (NYSERDA). The rebate is tied to the vehicle’s all-electric range:
- More than 200 miles of electric range: $2,000
- 40 to 199 miles: $1,000
- Less than 40 miles: $500
Watch the price cap. If the vehicle’s manufacturer’s suggested retail price is above $42,000, the rebate drops to $500 no matter how far the car can go on a charge.2NYSERDA. To qualify, you need a valid New York driver’s license showing residency. An outdated address on the license can be backed up with a utility bill or lease. If you’re leasing rather than buying, the lease must run at least 36 months.3NYSERDA. How the Rebate Shows Up on Your Paperwork
You don’t file anything with the state. The dealership must be enrolled in the program, and it handles the reimbursement with NYSERDA on the back end. At closing you’ll sign an acknowledgment form covering the residency and registration requirements, and the rebate should appear as its own line on the final invoice, reducing what you finance or your upfront lease cost. Keep the acknowledgment and the invoice.
Thruway E-ZPass Green Discount

To enroll, you need a private E-ZPass account issued by the New York State Thruway Authority (the Thruway logo appears on the tag). You’ll submit vehicle registration proving the car qualifies, and the Authority issues a green tag that must stay mounted on the windshield of that specific vehicle. Port Authority Green Pass

The savings are bigger here than on the Thruway. For a Class 1 passenger vehicle in 2026, the Green Pass rate is $16.79 per peak trip and $11.29 per off-peak trip.5Port Authority of New York and New Jersey. One thing to guard against: the Port Authority now applies a Mid-Tier rate of $19.55 per trip when an E-ZPass tag is improperly mounted, which wipes out the Green Pass benefit. SmartCharge New York: Get Paid to Charge Overnight
Con Edison and Orange & Rockland customers can earn money for charging when the grid isn’t stressed. Bonuses stack on top of the per-kWh earnings:
- $25 per vehicle or charging station after three months of participation
- $35 per month for each vehicle or station if you avoid charging on weekdays from 2:00 PM to 6:00 PM, June through September
- $25 for each friend you refer who enrolls
- $25 for completing the annual satisfaction survey
Enrollment means connecting your car’s telematics or a smart charging station to the program’s platform. Home Charger Installation: The Federal Credit Ends June 30, 2026
A Level 2 charger runs on a 240-volt circuit, the same kind that powers a clothes dryer. The unit itself is a few hundred dollars, but installing a dedicated circuit can run considerably more depending on your panel and existing wiring.
Section 30C of the federal tax code still offers a credit for 30% of the cost of a home charging station, capped at $1,000 per port, at your primary residence. It applies to property placed in service through June 30, 2026.9Internal Revenue Service. Alternative Fuel Vehicle Refueling Property Credit After that date the credit is gone. If installation is on your list, getting the work finished and the equipment operating before that deadline is worth real money.
New York also supports charging infrastructure through NYSERDA programs, including Charge Ready NY 2.0 for workplaces and multi-unit buildings, and a state tax credit of up to $5,000 or 50% of cost for businesses installing public or workplace chargers.10NYSERDA. No EV Surcharge on Registration
Some states tack an annual surcharge onto EV registrations to make up for lost gas tax. New York does not. Electric vehicles use the same weight-based passenger vehicle fee schedule as everything else, with a minimum two-year registration fee of $32.50.11New York State Department of Motor Vehicles. Clean Pass HOV Access Has Ended
If you’ve read older guides suggesting EV owners can drive solo in the HOV lanes on the Long Island Expressway, that no longer applies. The Clean Pass program expired on September 30, 2025. Starting October 1, 2025, vehicles with Clean Pass stickers can no longer use HOV lanes without meeting standard occupancy rules, and a single-occupant EV in the HOV lane can be ticketed.12New York State Department of Transportation.
