Financial assistance for California grandparents raising grandchildren falls into two tracks, and which one you’re on depends on a single question: is the grandchild under the juvenile dependency court, or are you raising them informally? Informal caregivers can get monthly cash aid through CalWORKs without any court involvement. Grandchildren in the child welfare system unlock much larger payments through ARC, Kin-GAP, or adoption assistance. On top of either track, Medi-Cal, CalFresh, tax credits, and sometimes Social Security add up to real money.
CalWORKs When There’s No Court Case
California Work Opportunity and Responsibility to Kids (CalWORKs) is the most accessible program for grandparents who stepped in without Child Protective Services or a court order. You apply through your county welfare office or online at BenefitsCal.com.
The Child-Only Grant
Most grandparents apply as a non-needy caretaker relative and request a “child-only” grant. Only the grandchild is in the assistance unit. Your income, assets, and employment don’t factor into eligibility at all. The child must meet a deprivation requirement, meaning at least one parent is absent, incapacitated, or deceased. As of late 2024, the maximum monthly grant for a child-only case with one child was $809, with higher amounts for additional children.2Los Angeles County Department of Public Social Services. Because it’s a child-only grant, you face no work requirements, and the 60-month lifetime clock on adult cash aid doesn’t run.
Including Yourself
If your own income is low enough, you can add yourself to the grant. That raises the total payment but pulls your income and assets into the eligibility test. As of 2025, the resource limit for CalWORKs households is $12,552, or $18,829 if anyone in the household is 60 or older or disabled.3Santa Clara County Social Services Agency. The Child Support Wrinkle
CalWORKs generally requires you to cooperate with the county’s efforts to collect child support from the parents. For many grandparents that means going after their own son or daughter. You can claim a “good cause” exemption if cooperation would put the child at risk of physical, sexual, or emotional harm, if the child was conceived through rape or incest, or if adoption proceedings are underway.5California Department of Social Services. Higher Payments When the Child Is in the Dependency System
If the grandchild is under juvenile court jurisdiction and placed with you by the county, two programs pay at the foster care rate rather than the CalWORKs rate. The basic California foster care rate for fiscal year 2025–2026 is $1,301 per month at the lowest level of care, with higher rates for children with more intensive needs.6Santa Clara County Social Services Agency. 2026 Foster Care Rates
Approved Relative Caregiver (ARC)
ARC exists for children placed with a relative through the child welfare system who don’t qualify for federal foster care funding. Without ARC, those relatives would only get a CalWORKs grant despite doing the same work as licensed foster parents. ARC brings the payment up to the basic foster care rate.7California Department of Social Services. Approved Relative Caregiver ARC Funding Option Program You must be approved by the county and meet health and safety standards similar to licensed foster parents, and your county must have opted into ARC. Payments continue during the placement and transition to Kin-GAP or adoption assistance once a permanent plan is finalized.
Kin-GAP
The Kinship Guardian Assistance Payment Program pays after you become the child’s legal guardian through the juvenile court and dependency jurisdiction ends. Core requirements: the child was a dependent (or ward) of the juvenile court, lived in your approved home for at least six consecutive months during that jurisdiction, you were appointed legal guardian, and a written Kin-GAP agreement was signed with the county before the guardianship order was finalized.8California Legislative Information. Kin-GAP normally ends at 18, but California extends it up to 21 for youth whose Kin-GAP agreement began after they turned 16, if the young adult is in school, in a training or employment program, working at least 80 hours a month, or medically unable to do those things. Children with a physical or mental disability may qualify for continued payments to 21 regardless of when Kin-GAP started.10California Department of Social Services. One boundary worth stating: ARC and Kin-GAP both require juvenile court involvement at some point. If you’re raising a grandchild informally with no case, these aren’t available. CalWORKs is.
Adoption Assistance for Grandparents Who Adopt
Grandparents who adopt a grandchild out of the public child welfare system can receive ongoing monthly payments through the Adoption Assistance Program (AAP). The monthly payment is negotiated between you and the county adoption agency based on the child’s needs and your family circumstances. There is no means test. The rate is capped at what the child would have received in a foster family home, including any specialized care increment.11Cornell Law Institute. Health Coverage and Food Assistance
Children receiving Kin-GAP, ARC, or AAP are automatically eligible for Medi-Cal, covering medical, dental, and mental health services with little or no out-of-pocket cost.13LA County DCFS Policy Institute. Medi-Cal Benefits Children in CalWORKs households also qualify. Even if you’re not receiving any cash aid, a grandchild in your care may independently qualify for Medi-Cal based on household income.
CalFresh, California’s food assistance program, is separate. It’s income-tested, and your income counts even when it doesn’t count for a CalWORKs child-only grant. CalFresh allows generous deductions for housing, medical expenses for elderly household members, and dependent care, which helps many grandparent-headed households qualify. Tax Credits Worth Claiming
The IRS treats grandchildren as qualifying children for the main family tax breaks, and no court order is needed. You just have to meet the dependency rules.
Child Tax Credit
You can claim the Child Tax Credit for a grandchild who lived with you more than half the year, is under 17, didn’t provide more than half of their own support, has a valid Social Security number, and is claimed as your dependent.14Internal Revenue Service. Child Tax Credit For 2026, the credit is expected to be roughly $2,000 to $2,200 per qualifying child, with a portion refundable. Confirm the current amount before filing, since Congress has adjusted it repeatedly.
Federal EITC and CalEITC
The federal Earned Income Tax Credit can be worth several thousand dollars for working grandparents with qualifying grandchildren. Grandchildren count as qualifying children, with the same residency and support rules as the CTC.15Internal Revenue Service. Head of Household
Filing as head of household gives you a larger standard deduction and better brackets than filing single. You must be unmarried (or considered unmarried) at year-end, pay more than half the cost of maintaining your home, and have a qualifying person, such as your dependent grandchild, living with you more than half the year.17Internal Revenue Service. Social Security and SSI
If you’re receiving Social Security retirement or disability benefits, your grandchild may qualify for dependent benefits on your record, but the rules are stricter than for your own children. Generally, the grandchild’s natural parents must be deceased or disabled, or you must have legally adopted the grandchild. A grandchild with a disability may qualify for Supplemental Security Income on their own. What Legal Guardianship Costs
Several programs above require legal guardianship, and many grandparents need it anyway to enroll a grandchild in school, consent to medical care, or add the child to health insurance. The California court filing fee for guardianship of the person is $225. Add guardianship of the estate (managing property or money for the child) and the fee is $435. California courts offer fee waivers for people receiving public benefits or with household incomes below certain thresholds. You may also face costs for background checks, a court investigator’s report, and possibly an attorney. Many counties run self-help centers that walk you through the paperwork without one. For grandparents on the Kin-GAP path, guardianship is set up through the juvenile court as part of the dependency case, and the county typically covers the legal costs.

The right program depends on your situation, and the dollar differences are large.
