The fire hydrant color code in California follows the national NFPA 291 standard: the body of the hydrant tells you who owns it, and the caps and bonnet on top tell you how much water it can deliver. Public hydrants have chrome yellow bodies, private hydrants are typically red, and the cap colors run light blue, green, orange, and red from highest flow to lowest.
What the Cap Colors Mean
The caps and bonnet carry the information firefighters need most. Each color corresponds to a tested flow rate in gallons per minute (GPM), grouped into four classes:
- Light blue caps: 1,500 GPM or greater (Class AA)
- Green caps: 1,000 to 1,499 GPM (Class A)
- Orange caps: 500 to 999 GPM (Class B)
- Red caps: less than 500 GPM (Class C)
A crew arriving at a green-capped hydrant knows before anyone touches a wrench that the hydrant delivers somewhere between 1,000 and 1,499 GPM, enough to support most structure fires without supplemental water. Red caps signal the opposite: the hydrant is the weakest class available, and a working fire may need tanker support. Orange sits in between. The point of the code is that this decision happens at a glance, not after a flow test on scene.
What the Body Color Means
The hydrant barrel shows ownership. Chrome yellow is the standard for public hydrants connected to a municipal water system. Private hydrants, the kind you see on commercial properties, apartment complexes, and mobilehome parks, are painted red or another color that clearly sets them apart from public units. The separation matters because private hydrants sit on private water lines, and pressure or reliability may differ from the public system next door.
Where the Rules Come From
The color scheme comes from NFPA 291, “Recommended Practice for Fire Flow Testing and Marking of Hydrants.” Section 5.2.1.1 recommends chrome yellow for public hydrant barrels, and Section 5.2.1.2 sets out the four cap colors tied to flow classes.
California doesn’t have a single statewide statute that dictates hydrant paint colors. The California Fire Code sets fire-flow requirements for buildings, and the color-coding details are handled by local jurisdictions. Fire departments, water districts, and municipal codes across the state adopt NFPA 291 as the operative standard, sometimes layering their own requirements on top. The result is strong uniformity across California, even though enforcement lives at the local level.
When Cap Colors Don’t Match Actual Flow
Hydrants are flow-tested periodically, and the results can change. Aging pipes, altered demand on the water system, or a repaired main can push a hydrant into a different flow class. When that happens, the caps have to be repainted to match. A hydrant that once tested at 1,100 GPM with green caps but now flows at 900 GPM should be wearing orange.
Outdated colors are arguably worse than no color coding, because they create false confidence. This is the whole reason the system exists, so a hydrant painted years ago and never retested may not be telling the truth about what it can deliver today. Paint also fades. UV exposure in California degrades finishes faster than in cooler climates, and coastal salt air adds corrosion. Municipalities and water districts repaint on rotating cycles, and owners of private hydrants carry the same responsibility for their own equipment.
Some California communities add reflective coatings so hydrants show up at night, in heavy smoke, or through fog, and reflective curb or pavement markers serve as backup locators. These aren’t universally required, but fire departments in wildfire-prone or fog-heavy areas increasingly recommend or mandate them.
Parking Near a Fire Hydrant
The color code is one thing; keeping the hydrant reachable is another. Three exceptions apply. An attended vehicle with a licensed driver seated in front who can move it immediately is allowed. A city or county can adopt an ordinance shortening the distance, but if the reduced zone drops below 10 feet it has to be marked with signs or curb paint. Fines vary by city, typically $70 to $100, with some jurisdictions charging more. A vehicle blocking a hydrant during a fire can be towed, and the driver could face civil liability for damage tied to delayed firefighting.
