Flexible Gas Line Code in California: CSST, Connectors, Permits

Flexible gas line code in California is set by Chapter 12 of the California Plumbing Code (CPC), Part 5 of Title 24, with the 2025 edition in force since January 1, 2026. The code caps appliance connectors at six feet, bans concealment, requires an accessible shutoff valve, and adds bonding, framing protection, and training rules for corrugated stainless steel tubing (CSST). A certified seismic gas shutoff valve is also required on customer-owned piping, and the work must be permitted, pressure-tested, and inspected before gas is turned back on.

Which Code Applies to Your Project

The CPC is Part 5 of the California Building Standards Code, Title 24 of the California Code of Regulations.1California Department of General Services. Local jurisdictions adopt the CPC as a floor. Los Angeles, San Francisco, and other cities layer their own ordinances on top, particularly around seismic protection. Check with your local building department before you start, because the amendment in your city may be stricter than the state minimum.

Flexible Appliance Connector Rules

A flexible appliance connector is the short, listed line that runs from a fixed gas outlet to a single appliance such as a stove, dryer, or water heater. Under Chapter 12, that connector cannot exceed six feet and must be sized for the appliance’s BTU demand. If the appliance label doesn’t state the demand, the CPC gives the sizing method.

Three rules govern how the connector is placed and controlled:

  • Connectors cannot be concealed inside walls, floors, ceilings, or partitions, and cannot pass from one room to another.
  • An accessible manual shutoff valve must sit upstream of the connector, within six feet of the appliance. The valve must have a nondisplaceable member so it can’t be opened by accident.
  • Each appliance gets its own connector and its own shutoff.

The six-foot cap and the concealment ban exist so a homeowner, inspector, or responder can find and isolate an appliance without tools or demolition. If gas has to travel farther than six feet, that run must be rigid pipe or approved semi-rigid tubing like CSST, not a flexible connector.

CSST Bonding, Framing Protection, and Training

CSST is semi-rigid tubing used for longer gas distribution runs inside buildings. Unlike an appliance connector, it functions as building piping and can run through walls and framing, but it comes with rules that rigid black iron pipe doesn’t have.

Electrical Bonding

Bonding is the requirement inspectors fail most often. Lightning and electrical faults can energize gas piping, and CSST’s thin corrugated wall is more vulnerable to arc damage than rigid pipe. Any gas piping system that contains CSST must be bonded to the building’s electrical service grounding electrode system at the point where gas service enters the building. The bonding jumper must be at least 6 AWG copper, and it must attach to a metallic pipe or fitting in the CSST system, never to the corrugated tubing itself.3IAPMO. 2022 California Plumbing Code The jumper’s total length between the grounding electrode system and the attachment point on the gas piping cannot exceed 75 feet.

Framing Protection

Where CSST passes through wood framing, a steel striker plate must be installed to keep nails or screws from puncturing the tubing. The plate has to extend at least 1½ inches past the outside diameter of the tubing on each side. Where CSST passes through metal framing, a protective sleeve or grommet is required so the sharp edge of the framing doesn’t cut the tubing.

Manufacturer Training

CSST isn’t a material anyone can buy and install freely. Major manufacturers require installers to complete a product-specific training course and carry a qualified installer card.4Gastite. Skipping the training voids the product warranty and gives the inspector grounds to reject the work.

Seismic Gas Shutoff Valve

California requires an earthquake-sensitive gas shutoff device on customer-owned gas piping. The valve stops gas flow automatically when it senses shaking above a set threshold, cutting the risk of post-earthquake fires. The valve itself must be a model certified by the Division of the State Architect (DSA), which handles certification for both excess flow valves and earthquake-sensitive shutoff valves.5California Department of General Services. DSA certifies the valve; the local building department sets and enforces the installation rules.5California Department of General Services. Gas Shutoff Valve Certification for Residential Structures Most jurisdictions require the valve to be installed downstream of the utility meter on customer-owned piping and rigidly mounted to the structure. Some go further. Los Angeles, for example, requires a 30-year warranty on every installed seismic valve. Ask your local building department for the mounting, location, and warranty specifics that apply to your property.

All gas piping, flexible lines included, must be supported and braced so it doesn’t move excessively during shaking. Unsupported runs are a common failed-inspection item and a real rupture risk in a quake.

Who Can Legally Do the Work

Gas piping falls under the C-36 plumbing contractor classification. A C-36 license covers gas piping from the customer’s side of the utility meter to the structure, all appliance connections, and safety devices like the seismic shutoff valve.6California Contractors State License Board. California does allow homeowners to permit and perform certain work on their own primary residence without a contractor’s license, under the homeowner exemption in Business and Professions Code Section 7044. Some cities, like San Diego, issue simple no-plan permits for minor gas line repairs. If you pull a homeowner permit, your work faces the same inspection standards as a licensed contractor’s.

Permits, Pressure Testing, and Inspection

Every new installation, alteration, or repair needs a permit from the local building department before work starts. The application usually asks for a piping layout diagram, sizing calculations, and the BTU load of the appliances that will be connected. Fees vary, but residential gas line permits generally run a few hundred dollars.

Before piping is concealed, it must pass a rough inspection and a pressure test. A typical test pressurizes the system to at least 10 psi for a minimum of 15 minutes with no drop on the gauge. Any drop, however small, points to a leak, and the inspector will not sign off until the reading holds.

Once the piping is concealed, a final inspection verifies materials, connections, and installation methods against the CPC. The inspector confirms shutoff locations, connector accessibility, CSST bonding, and correct installation of the seismic shutoff valve. Gas service is not turned on until the final inspection is approved.

Older Homes: Uncoated Brass Connectors

If your home was built or remodeled before the early 1980s, the connectors behind older appliances may be uncoated brass. That material hasn’t been manufactured in more than 30 years, but it’s still in service in many older homes. Do not move the appliance to look at the connector. Even a slight shift can cause a weakened connector to fail. When to Replace a Flexible Connector

Flexible connectors are not lifetime components. Industry guidance is to replace any flexible connector more than 10 years old, because vibration, movement, and gradual corrosion weaken the tubing. When you replace one, confirm the new unit is certified by the American Gas Association and conforms to the applicable ANSI standard for gas connectors. On the wider system, watch for corrosion on exposed pipe, listen for hissing near joints, and check whether the seismic valve has tripped, since some models need a manual reset after an earthquake.
