Florida 2-15 or 2-40 Insurance License: Coursework and Scope

If you are deciding between the Florida 2-15 and the 2-40 insurance license, the 2-15 is the better choice for most new agents because it covers life insurance, health insurance, annuities, and variable contracts in a single credential, while the 2-40 is limited to health insurance only. The 2-15 effectively absorbs the 2-40, so holding both is unnecessary. The 2-40 is worth considering only if you plan to specialize in health products and want a shorter path to licensure.

What Each License Lets You Sell

The 2-15 is formally the “Health and Life, Including Annuities and Variable Contracts” license. On the life side, that authority covers term life, whole life, universal life, and fixed annuities. The 2-40 is the “Health Agent” license. It authorizes major medical, dental and vision, disability income, long-term care, and qualifying AD&D coverage.3Florida Department of Financial Services. Which One to Choose

For most people entering the industry, the 2-15 is the better investment. The extra coursework and slightly longer exam buy access to a much broader product set, which means more ways to serve clients and more earning potential. Agencies hiring new agents almost universally prefer the 2-15 because it lets them deploy you across both life and health product lines without waiting for you to upgrade later.

The 2-40 makes sense in narrower circumstances. If you work exclusively in employee benefits administration, plan to sell only ACA marketplace plans, or want to get licensed quickly for a health-focused role and genuinely have no interest in life products, the shorter path can be reasonable. Even then, many agents eventually circle back for the 2-15 when their career expands. If you already hold a 2-15, there is no reason to also get a 2-40.

How the Two Paths Differ in Coursework and Exam

The state exams are delivered by Pearson VUE, and both require a 70% passing score. The 2-15 exam (code 0215) runs 2 hours and 45 minutes and covers life, health, annuities, and variable contracts. Certain professional designations, such as the CLU, CPCU, ChHC, or RHU, can exempt you from the pre-licensing course and in some cases the exam. A college degree with at least nine credit hours of insurance instruction, including specific coursework in the relevant line, can also substitute for the course and exempt you from the state exam.3Florida Department of Financial Services. Eligibility for Either License

Before choosing between the two, confirm you qualify at all. You must be at least 18, a bona fide Florida resident, and either a U.S. citizen or a legal alien with work authorization. You cannot be an employee of the U.S. Department of Veterans Affairs or a state service office, and you cannot hold a resident insurance license in another state while applying for a Florida resident license.3Florida Department of Financial Services. A criminal history does not automatically disqualify you, but you must disclose it. The Catch on the 2-15’s Variable Authority

One asterisk on the 2-15 matters when you are weighing the two. The license authorizes variable annuities and variable life insurance under Florida law, but those products are also securities under federal law. Before you can actually sell them you need to pass the FINRA Securities Industry Essentials exam and the Series 6, which covers investment company and variable contracts products. You cannot sign up for those exams on your own. FINRA requires that you be associated with and sponsored by a FINRA member firm, such as a broker-dealer, before you are eligible to sit for the Series 6 or Series 7.6FINRA. If You Plan to Sell ACA Plans

Both licenses qualify you at the state level to enroll consumers in Affordable Care Act plans through the Federally-Facilitated Marketplace, so this is not the factor that should drive your choice. You will also need annual registration and training through CMS on the Marketplace Learning Management System. Keeping Whichever License You Choose

A Florida insurance license is perpetual, so there is no fixed renewal date on the license itself. But being licensed is not the same as being authorized to sell. Florida law requires you to be both licensed and appointed by an insurer or other appointing entity before you can solicit or transact insurance.8Florida Statutes. Continuing education runs on a two-year cycle. Your first cycle starts the day you are licensed, with the deadline falling on the last day of your birth month 24 months later. Agents licensed fewer than six years complete 24 total hours (4 hours of law and ethics update plus 20 elective). The CE hours are the same whether you carry a 2-15 or a 2-40, so this is not a factor in the choice. What is a factor is the breadth of what you can sell during those two years, and that is where the 2-15 keeps paying back its extra 20 course hours.
