Florida 2-40 Insurance License: Course, Exam, and Appointment

The Florida 2-40 insurance license is the state’s resident health agent credential, issued by the Florida Department of Financial Services. It authorizes you to sell health-related products such as major medical plans, Medicare Supplement and Medicare Advantage, disability income, long-term care, and supplemental policies like cancer or critical illness coverage. What the 2-40 License Lets You Sell

Florida defines health insurance as coverage against loss through sickness or accidental bodily injury, and the 2-40 lets you solicit and negotiate contracts in that category.1Florida Department of Financial Services. 2-40 Resident Health Agent License In practice, that covers:

  • Individual and group major medical plans, including hospital, physician, prescription, and preventive coverage
  • Medicare Supplement and Medicare Advantage plans
  • Short-term and long-term disability income insurance
  • Long-term care insurance
  • Supplemental products such as critical illness, cancer, and accident policies
  • Products offered by health maintenance organizations (HMOs)

You cannot hold a 2-40 at the same time as certain other license types, including credit life and disability or motor vehicle physical damage and mechanical breakdown insurance.1Florida Department of Financial Services. 2-40 Resident Health Agent License

What It Does Not Cover

The 2-40 does not authorize the sale of life insurance, annuities, or variable contracts. Those products fall under the 2-15 (Life, Health, Including Annuities and Variable Contracts) license, which requires a longer 60-hour pre-licensing course. You cannot convert a 2-40 to a 2-15 later without completing the additional education and passing the corresponding exam, so pick the one that matches the products you actually plan to sell.

Who Qualifies

  • At least 18 years old
  • U.S. citizen or a legal alien with valid work authorization from U.S. Citizenship and Immigration Services
  • Bona fide Florida resident who does not currently hold a resident insurance license in another state (existing out-of-state resident licenses must be cancelled or converted to nonresident status)
  • Judged trustworthy and competent by the Department
  • Not employed by the U.S. Department of Veterans Affairs or a state service office, under Sections 626.788 and 626.833 of Florida Statutes

Criminal History That Can Disqualify You

Certain convictions carry waiting periods, and some bar licensure permanently regardless of when the offense occurred or whether adjudication was withheld:2MyFloridaCFO. Applicants with Criminal Histories

  • Permanent bar for any capital or first-degree felony, any felony directly related to financial services, embezzlement, money laundering, false statements in financial transactions, or the sale of unregistered securities
  • 15-year bar for any other felony involving moral turpitude, measured from final release from supervision
  • 7-year bar for all other felonies and for misdemeanors directly related to financial services

Even after a waiting period expires, the Department will not issue a license until all court-ordered restitution, fines, and fees have been paid. A pardon or restoration of civil rights can remove a bar but does not guarantee approval.2MyFloridaCFO. Applicants with Criminal Histories

The 40-Hour Pre-Licensing Course

You must complete a Department-approved 40-hour health insurance course, and that course has to have been finished within four years of your application date.1Florida Department of Financial Services. 2-40 Resident Health Agent License Classroom and online formats are both available from registered providers, and pricing generally starts around $200. The provider reports your completion directly to the Department, so you don’t upload a certificate yourself.

A few applicants can skip the course. Holding a Registered Health Underwriter, Chartered Healthcare Consultant, Certified Employee Benefit Specialist, Health Insurance Associate, or Registered Employee Benefits Consultant designation satisfies the education requirement. Applying Through MyProfile

All applications go through the Department’s MyProfile portal. You create an account, enter your personal information, answer the background disclosure questions, and pay the fees. Fingerprints are captured separately at an authorized IdentoGO location. Your application does not move forward until those results reach the Department. MyProfile tracks your file and shows any outstanding deficiencies.

Passing the State Exam

Once your education and background clear, the Department authorizes you to schedule the exam with Pearson VUE.5MyFloridaCFO. General License Examination Information Florida insurance exams are only offered at physical testing centers; remote proctoring is not available.

The 2-40 exam has 100 questions, of which 85 are scored and 15 are unscored pretest items mixed in throughout. You need 60 correct scored answers to pass, roughly a 70% threshold. If you fail, you can reschedule and retake as soon as the next day if a seat is open. Florida caps you at five attempts within any rolling 12-month window; after that, you wait for one of those attempts to age out before trying again. When you pass, the Department completes a final review and emails the license notification to the address on your MyProfile account. That digital notification is your official proof of licensure.

Get Appointed Before You Sell Anything

Holding the license alone does not let you sell insurance. Florida law also requires an active appointment from at least one insurance carrier before you can solicit or transact business.6The Florida Legislature. The insurer files the appointment through the Department’s eAppoint system and pays a $60 fee per appointment; a late initial appointment costs $250.4MyFloridaCFO. Keeping the License Active

The 2-40 renews on a two-year cycle ending on the last day of your birth month. Your continuing education requirement depends on how long you have been licensed:7The Florida Legislature. Florida Code 626.2815 – Continuing Education Required

  • Licensed fewer than 6 years: 24 hours every two years, made up of a 4-hour law and ethics update plus 20 elective hours
  • Licensed 6 years or more: 20 hours every two years, made up of the 4-hour law and ethics update plus 16 elective hours

The 4-hour law and ethics course must be specific to your license type and is mandatory every renewal period. Miss the deadline and your license lapses, meaning you cannot legally transact insurance until you complete your hours and pay any renewal fees through MyProfile.
