To apply for a Florida EBT card, file a SNAP application with the Department of Children and Families through the MyACCESS portal at myaccess.myflfamilies.com, or submit paper form CF-ES 2337 by mail or fax to a DCF service center.1Florida Department of Children and Families. Supplemental Nutrition Assistance Program Most households get a decision within 30 days. If you’re in a food emergency, you may qualify for expedited processing within seven days.
Who Qualifies in Florida
Florida uses broad-based categorical eligibility, so most households qualify for SNAP consideration if their gross monthly income is below 200 percent of the federal poverty level. That policy also removes the asset test for most applicants, meaning your savings and vehicle values generally don’t count.3Food and Nutrition Service. Each additional person adds roughly $947 per month. A “household” is everyone who lives together and customarily buys and prepares food together. Roommates who shop and cook separately can apply as separate households.
You must live in Florida when you apply, but there’s no minimum residency period. Someone who just moved to the state can file immediately, as long as they aren’t already receiving SNAP in another state.
Non-Citizens
The One Big Beautiful Bill Act of 2025 narrowed non-citizen eligibility. Only lawful permanent residents, Cuban and Haitian entrants, citizens of Compact of Free Association nations, and U.S. nationals remain eligible. Lawful permanent residents generally wait five years after obtaining status, though several groups skip the wait: those under 18, those with 40 qualifying work quarters, blind or disabled individuals, people with a U.S. military connection, and those who were lawfully present and at least 65 on August 22, 1996. Cuban and Haitian entrants and COFA citizens are eligible immediately. Refugees, asylees, parolees, and individuals with deportation withheld are no longer eligible under the 2025 changes unless they also hold lawful permanent resident status.6Food and Nutrition Service. College Students
Students enrolled at least half-time in higher education are generally ineligible for SNAP unless they meet a specific exemption. The most common one is working at least 20 hours per week in paid employment.7eCFR. 7 CFR 273.5 – Students Other exemptions cover being 17 or younger or 50 or older, participating in a federal or state work-study program during the term, being a single parent of a child under 12 (or any parent of a child under 6), receiving TANF, being in on-the-job training or a workforce placement program, or being physically or mentally unfit for work. A catch worth knowing: if your meal plan covers most of your daily meals, you may be classified as an institutional resident and disqualified regardless of any exemption.
Work Requirements
Most adults up to age 64 without dependents must work, volunteer, or participate in a training program at least 80 hours per month. Fall short, and you can get SNAP for only three months in any three-year period.8Food and Nutrition Service. SNAP Work Requirements Adults in households with children under 14, pregnant individuals, and people with disabilities are exempt. If you lose benefits under this rule, you can requalify by hitting 80 hours in any 30-day period.
Documents to Gather Before You Apply
Missing paperwork is the most common reason applications stall. Pull these together first:
- Identity: a Florida driver’s license, state ID, or other government-issued photo ID for the primary applicant
- Social Security numbers for every household member on the application
- Income proof: recent pay stubs, tax returns, or statements for Social Security, disability, unemployment, or any other income
- Housing costs: rent or mortgage statements and utility bills, which feed the shelter deduction that lowers your countable income
- Child support: court orders and payment records if anyone in the household pays court-ordered support (also deductible)
- Immigration documents for any non-citizen household member with qualifying status
Accuracy matters on both ends. Underreporting rent or utilities can mean a smaller benefit than you’re actually owed.
How to File the Application
Online Through MyACCESS
MyACCESS is DCF’s online portal for food assistance, Medicaid, cash assistance, and other programs.1Florida Department of Children and Families. MyACCESS Home Create an account, enter your household and financial information, and submit electronically. You’ll get a confirmation and tracking number right away, and your filing date locks in the moment you submit. This is the fastest option.
Paper Application
The paper form is CF-ES 2337, available at local DCF offices and on the DCF website.9Legal Information Institute. Florida Administrative Code 65A-1.205 – Eligibility Determination Process Watch the number: form CF-ES 2353 is a web-only version and cannot be submitted on paper. Mail or fax the completed CF-ES 2337 to the DCF service center. Faxing gives you an immediate transmission receipt proving your submission date.
Why Your Filing Date Matters
Your first month’s benefits are prorated from the day DCF receives your application. Apply on the 20th and you’ll get roughly a third of the monthly amount for that first month. Applying earlier in the month means more money in your initial deposit, so file as soon as you have your documents ready rather than waiting for a “cleaner” start date.
Expedited Benefits Within Seven Days
If you’re in a food emergency, you may qualify for expedited processing, which requires DCF to load benefits onto your EBT card within seven calendar days of your filing date instead of the standard 30.10eCFR. 7 CFR 273.2 – Office Operations and Application Processing You qualify if any of these apply:
- Your household’s gross monthly income is below $150 and you have less than $100 in cash and savings
- Your rent or mortgage plus utilities exceed your combined monthly income and liquid resources
- You’re a migrant or seasonal farmworker with little or no income and less than $100 in liquid resources
Mention your urgent situation as soon as you start the application. Expedited screening happens during initial intake, and missing that step can push you into the full 30-day timeline even when you would have qualified.
What Happens After You File
Florida must complete the eligibility determination within 30 days of your filing date.9Legal Information Institute. Florida Administrative Code 65A-1.205 – Eligibility Determination Process A caseworker will schedule an eligibility interview during that window, usually by phone. You can ask for an in-person meeting at a local DCF office if phone access is a problem.
The interview is a walkthrough of what you submitted. The caseworker confirms household details and asks about anything that doesn’t line up, and they may request additional documents. Responding quickly keeps your application moving. Applications that get denied for “failure to cooperate” are usually the ones where someone missed the interview or ignored a follow-up request, not where the applicant was actually ineligible.
After the interview, DCF sends a determination notice by mail or through MyACCESS. If approved, the notice states your monthly benefit amount and when benefits begin. The EBT card typically arrives by mail within 5 to 10 business days of approval. A denial notice must explain the specific reason and tell you how to appeal.
How Much You’ll Get
SNAP starts with the maximum allotment for your household size and subtracts 30 percent of your net income, on the theory that you’ll spend about 30 percent of your own money on food.11Food and Nutrition Service. SNAP Eligibility

Getting from gross to net income involves several deductions. Every household gets a standard deduction of $209 for one-to-three-person households (larger households receive more). You can also deduct 20 percent of earned income, out-of-pocket dependent care, court-ordered child support, and excess shelter costs above half your adjusted income. Reporting every deductible expense during the application is the easiest way to raise your benefit. People who skim past the housing and utility sections leave real money on the table.
Using Your EBT Card
SNAP covers food and food products for home preparation, plus seeds and plants that grow food for your household.12Office of the Law Revision Counsel. 7 USC 2012 – Definitions That means bread, produce, meat, dairy, snacks, and non-alcoholic beverages. You cannot use SNAP for:
- Alcohol or tobacco
- Hot prepared foods ready for immediate eating, like deli rotisserie chicken
- Non-food items such as cleaning supplies, paper products, pet food, or medicine
- Vitamins and supplements
SNAP also can’t be used to pay off a grocery tab bought on credit or to prepay for future orders, with a narrow exception for nonprofit food cooperatives. Keeping Your Benefits After Approval
SNAP approval isn’t permanent. Most Florida households get a six-month certification period, after which your case automatically closes unless you recertify. Households made up entirely of elderly or disabled members with no earned income may get 24 months. DCF sends a renewal packet about two months before your period expires; complete the recertification application and interview before the deadline to avoid a gap.
Between recertifications, you have to report certain changes. If your gross income rises above the limit for your household size, report it by the 10th of the following month. Lottery or gambling winnings of $4,500 or more also require a report. Unreported changes that would have reduced your benefit create an overpayment, and the state can recover it by reducing future benefits.
If Your Application Is Denied
If DCF denies your application or reduces your benefits, you have 90 days from the date on the Notice of Case Action to request a fair hearing.14Florida Department of Children and Families. Appeal Hearings Requests can go through any local DCF office, the DCF Customer Call Center, or directly to the Appeal Hearings Section. An independent hearing officer reviews whether DCF applied the rules correctly. If you were already receiving benefits and you file the request before the change takes effect, your benefits may continue at the prior level until the hearing is decided.
