Florida Fishing License Military Discounts and Exemptions

Florida offers three tiers of military fishing license benefits. Active duty and retired military members who qualify as Florida residents can buy the Military Gold Sportsman’s License for $20 a year instead of the $100 civilian rate, which is the standard Florida fishing license military discount.¹ Florida-resident service members stationed outside the state pay nothing while home on leave for 30 days or less. And honorably discharged veterans with a service-connected disability rating of 50 percent or greater qualify for a free five-year license. Which one applies to you depends on your duty status, where you’re stationed, and whether you have a qualifying VA rating.

Who Counts as a Florida Resident

Every military fishing benefit here requires Florida residency, but the state’s definition is broader than a driver’s license. Active duty military stationed in Florida with orders count as residents even if their home of record is elsewhere. Spouses and dependent children in the household qualify under the same rule.² An airman stationed at MacDill whose license still reads Georgia can buy the same military license as a lifelong Floridian.

If Florida is your primary residence, you qualify regardless of where you’re currently stationed. That covers retired military living in the state and reservists or National Guard members who call Florida home.

The $20 Military Gold Sportsman’s License

This is the benefit most military members will actually use. For $20 a year, the Military Gold Sportsman’s License covers the same activities as the regular Gold Sportsman’s License, which costs $100.¹

The license bundles freshwater fishing, saltwater fishing, and hunting privileges. It also folds in every add-on permit that would otherwise cost extra: snook, spiny lobster, deer, turkey, Florida waterfowl, wildlife management area, archery, crossbow, and muzzleloading gun permits.¹ Buying those individually would run far more than $20. Even if you only fish saltwater and hunt occasionally, this is the best deal on the board.

Who Qualifies

You can buy the Military Gold Sportsman’s License if you are a Florida resident (including under the military residency rule above) and fall into one of these groups:³

Active duty members of the U.S. Armed Forces, Armed Forces Reserve, Florida National Guard, U.S. Coast Guard, or Coast Guard Reserve.
Retired members of any of those same branches who are Florida residents.

Veterans who neither retired from service nor are currently serving do not qualify for the Military Gold license. FWC’s online portal verifies status electronically, and the check is tied to active duty or retired status, not general veteran status.¹ If you separated without retirement, you’d buy a standard resident license unless the disabled veteran exemption below applies.

What to Bring

Buying online at GoOutdoorsFlorida.com is usually the fastest route because the system runs an automated military verification. At a tax collector’s office, the documentation depends on your status:

Active duty stationed in Florida: current military ID card and a copy of your orders showing you’re stationed in the state.
Retired, Florida resident: a Florida driver’s license and a military ID showing retired status. The white Next Generation Uniformed Services ID card works, as do the older red or blue military ID cards.¹

Free While Home on Leave

If you’re a Florida resident serving in the military but stationed outside the state, you don’t need any license or permit while home on leave for 30 days or less.⁴ The exemption covers recreational freshwater fishing, saltwater fishing, and hunting, along with the associated permits for snook, spiny lobster, deer, turkey, waterfowl, and management areas.⁵

One requirement: carry your leave orders while you fish or hunt. A wildlife officer has no way to verify leave status on the spot without them, and the orders are your proof.

Free License for Disabled Veterans

Florida offers a separate no-cost license for disabled veterans, but the eligibility bar is specific. You must meet all three:

Florida resident.
Honorably discharged veteran of the U.S. Armed Forces.
Certified by the U.S. Department of Veterans Affairs (or a branch of the military) as having a service-connected disability rating of 50 percent or greater.⁶

The 50 percent threshold matters. A veteran with a 40 percent VA rating does not qualify under the disabled veteran provision, though they may still qualify under one of the other disability categories the same license covers.

The license runs for five years and must be renewed at the end of each five-year period.⁴ It gives you the same coverage as the leave exemption: no license or permit fees for recreational freshwater fishing, saltwater fishing, or hunting, including the associated permits.

Organized Veteran and Service Member Events

Florida also grants a temporary exemption for organized outdoor events aimed at disabled veterans and active or reserve duty service members. When FWC issues a Military/Disabled Veteran Event License Exemption Permit to an event organizer, everyone participating is exempt from license and permit requirements for the duration.⁴ The exemption reaches the service members, their immediate family (parent, spouse, or child), and one designated assistant for any disabled veteran who needs help. The event organizer obtains the permit; you don’t apply for this one yourself.

How to Buy or Apply

You have three options for the Military Gold Sportsman’s License:

Any Florida county tax collector’s office, with your documentation. A $1.00 processing fee applies.⁷
A licensed retail agent, such as a sporting goods store or bait shop. Agents charge a $0.50 processing fee.⁷

The disabled veteran license only goes through the online portal because FWC has to review your uploaded VA documentation before issuing it.⁶

Whichever license you get, you can carry it on your phone through FWC’s Fish|Hunt FL mobile app, which lets you purchase, renew, and show proof without a paper copy.⁸

What Happens Without Proof

Fishing without a valid license in Florida is a Level One wildlife violation. A first offense carries a $50 civil penalty plus the cost of the license you should have had. A repeat within 36 months raises the penalty to $250 plus the license cost.⁹

If you actually had a valid license but weren’t carrying proof, you can avoid conviction by producing it before or at your court hearing. The clerk may charge a $10 fee for processing the verification.⁹

For service members counting on the leave exemption, this is the practical reason to carry your orders. “I’m on leave” without paperwork puts you in the same position as someone fishing without a license.
