Florida LCSW Reciprocity: Endorsement Eligibility and Timeline

Florida does not offer true LCSW reciprocity. What it offers is licensure by endorsement under the MOBILE Act, and for a clinical social worker already licensed in another state, that pathway is the closest thing to it. If your out-of-state license is active and clean, you’ve passed the ASWB clinical exam, and you’ve practiced clinical social work for at least two of the last four years, you can apply in Florida without resubmitting graduate transcripts or documenting supervised hours. You still owe Florida a few specific things: verification from every state that has ever licensed you, three Florida-required courses, fingerprints, and fees.

Who Qualifies for Endorsement

The eligibility rules live in Florida Statute 456.0145, and Statute 491.006 routes clinical social workers to them.1Florida Senate.   • An active, unencumbered out-of-state license in a profession the board considers similar in scope to Florida’s LCSW, with no restrictions, probation, or suspension.
  • A passing score on the ASWB clinical-level examination. Florida still requires this exam as of 2025.3Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensed Clinical Social Worker
  • At least two years of active clinical practice during the four years immediately before you apply.
  • No disciplinary action against your license in any state during the five years before your application.
  • No disciplinary proceedings currently pending against you anywhere.
  • No adverse National Practitioner Data Bank report, unless the report was removed on appeal or the underlying conduct would not violate Florida law.
  • A criminal history check based on submitted fingerprints.

The two-year practice requirement is the one that surprises people. An extended leave, a stretch in a non-clinical role, or a move that put your license into inactive status can put you below the threshold. If that’s you, the endorsement door is closed and you’d apply through Florida’s standard licensure pathway instead.

What Endorsement Skips, and What It Doesn’t

Standard Florida LCSW applicants under Statute 491.005 submit official transcripts from a CSWE-accredited program, document at least 24 semester hours of clinically oriented coursework including psychopathology, and prove two years of post-graduate supervision under a board-approved supervisor.4The Florida Legislature. The Florida-specific pieces still apply. Endorsement is a faster route, not a shortcut past every requirement.

Documents to Gather

Five categories of paperwork carry the endorsement application:

  • License verification from every state where you currently hold or have ever held a license. Each state completes Florida’s Certification/License Verification Form showing license type, issue date, current status, and any discipline. Some states provide online verification that includes discipline records, which Florida accepts in place of the paper form.
  • ASWB clinical exam scores, transferred directly from the ASWB or another state board. Scores you send yourself will not be accepted.
  • An eight-hour Florida laws and rules course from a board-approved provider listed on CE Broker.
  • A three-hour HIV/AIDS course from a CE Broker provider, or a completed HIV/AIDS Affidavit in place of the course.
  • A two-hour domestic violence course from a board-approved CE Broker provider. This one runs on a different clock: you have six months after your license is issued to complete it, and you keep the certificate rather than submit it with the application.

Start the verification requests early. State boards can take weeks to process them, and your Florida file cannot advance without every one of them on hand. If you answer “yes” to anything in the criminal history, health, or disciplinary sections, upload a personal statement with supporting documents.

Applying and Paying

Applications go through the FL HealthSource portal at flhealthsource.gov, which replaced the older MQA Online Services system.5Florida HealthSource. Home – FL HealthSource You create an account, complete the application, upload supporting documents, and pay by card.

The upfront cost is $175: a $100 non-refundable application fee and a $75 initial licensure fee.6Cornell Law Institute. Florida Administrative Code 64B4-4.002 – Application and Initial Active Status Licensure Fees The initial licensure fee is refundable in writing if the board finds you ineligible. Examination fees, where applicable, are separate.

Veterans have a real financial edge here. If you apply within 60 months of an honorable discharge, you may qualify for a waiver of the application fee, initial licensure fee, and initial unlicensed activity fee, which can zero out the $175.7Florida Department of Health. Licensing for Military Veterans (VALOR) Applications filed within six months before or after discharge also get expedited processing. The Florida Department of Veterans’ Affairs separately reimburses licensing exam costs up to $2,000 per test. Apply through the VALOR portal or by mail using the Military Veteran Fee Waiver Request form.

Fingerprints and Background Check

After you file, complete a fingerprint-based background check through an FDLE-approved Livescan provider. The Department of Health cannot issue your license until the screening clears.8Florida HealthSource. Florida Department of Health – Background Screening The steps:

  • Create a profile in the Clearinghouse Applicant Initiated (CHAI) system.
  • Find an FDLE-approved Livescan provider that participates in the Clearinghouse and captures a photograph.
  • Bring your profession-specific ORI number, valid photo ID, and Social Security number or ITIN to the appointment.
  • Get your Transaction Control Number from the provider before you leave. You’ll use it to track results.
  • Complete the Privacy Policy Affirmation. Without it, the Department cannot access your results.

The Livescan provider bills you directly, and fees vary. Results usually reach the Department within five days.

Timeline and the One-Year Trap

Florida law requires an initial application review within 30 days of submission, and the board works files in the order received.9Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensing and Renewals Anything missing triggers a deficiency letter sent to the email on your application, or the mailing address if none is listed, explaining exactly what’s needed.

An incomplete application expires one year after initial filing. That deadline is statutory, and the board cannot extend it. If a verification form gets lost or your ASWB scores never make it over, the clock keeps running. Respond to deficiency notices immediately. Once your file is complete and approved, you receive a license number and can confirm your active status through the Department of Health’s license verification search.

If You’re Not Moving to Florida

If your goal is treating Florida-based clients remotely rather than practicing in-state, you may not need a Florida LCSW at all. Statute 456.47 lets out-of-state clinicians register as telehealth providers without full licensure.10Florida Senate. Florida Code 456.47 – Use of Telehealth to Provide Services The registration requires an active, unencumbered out-of-state license in a substantially similar profession, no disciplinary action in the past five years, no pending investigations, a Florida-based registered agent for service of process, and professional liability coverage for Florida telehealth clients at least equal to what Florida licensees carry.

One boundary matters: the registration covers synchronous and asynchronous telehealth but excludes audio-only phone calls, email, and fax. A practice built on phone therapy needs the full license.

After You’re Licensed

Florida LCSW licenses renew every two years on odd-numbered years, with the next renewal deadline of March 31, 2027. Active-to-active renewal costs $155.11Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Fees Each cycle requires 30 CE hours, with several mandatory topics rotating in: ethics and boundaries alternates with telehealth every cycle (3 hours), medical errors is required every cycle (2 hours), and Florida laws and rules (3 hours) and domestic violence (2 hours) are each required every third biennium. Fingerprints must be retained every five years. The retention window opens 75 days before your fingerprint expiration and closes 15 days before it. Miss it and you need a full new screening rather than a retention.8Florida HealthSource. Florida Department of Health – Background Screening

Planning to accept Medicaid? That’s a separate application through the Agency for Health Care Administration’s FLMMIS portal after you’re licensed, requiring a Type 1 NPI, your active Florida license, and liability coverage. The agency processes complete applications within 60 days but gives you only 21 days to fix any deficiency before denial.12Agency for Health Care Administration.
