The Mossad allegations against Ghislaine Maxwell, her father Robert Maxwell, and Jeffrey Epstein rest on a mix of documented relationships, one FBI informant’s uncorroborated claims, a civil plaintiff’s sworn account, and decades of investigative reporting — but no government has ever confirmed that any of the three worked for Israeli intelligence, and Israeli officials have categorically denied it. Ghislaine herself has not publicly addressed the claims, and in February 2026 she invoked her Fifth Amendment right rather than answer congressional questions about the Epstein case.
What the Allegations Actually Say
The theory has three linked parts. Robert Maxwell, the British media baron and Ghislaine’s father, was long accused of spying for Israel and was buried in a near-state ceremony in Jerusalem after his 1991 death. Jeffrey Epstein, according to a confidential FBI source, was a “co-opted Mossad Agent” trained under former Israeli Prime Minister Ehud Barak. And Ghislaine Maxwell, according to a 2024 lawsuit, told at least one alleged victim that Epstein was a Mossad agent “just like Maxwell’s father, Robert.”
None of these threads has been substantiated by any official investigation. What follows is what the file supports, and what it doesn’t.
Robert Maxwell’s Ties to Israel
The father is where the theory has the most factual ground. During his lifetime Robert Maxwell faced repeated accusations of spying for Israel, which he answered with “furious denials and legal threats.”1The Guardian. Journalist Seymour Hersh, in his 1991 book The Samson Option, alleged that Maxwell and his Daily Mirror foreign editor Nicholas Davies acted as Mossad agents, and that Davies identified the London hotel where Israeli nuclear whistleblower Mordechai Vanunu was hiding in 1986, enabling his abduction.3The New York Times. Later authors went further. Gordon Thomas and Martin Dillon, in Robert Maxwell, Israel’s Superspy, argued Maxwell worked directly for Mossad, helped the agency steal American intelligence software, and was ultimately killed by Mossad operatives after trying to extort the agency to cover his debts.6Publishers Weekly. Robert Maxwell died on November 5, 1991, at age 68, after falling from his yacht off the Canary Islands. An inquest recorded heart attack and accidental drowning, though three pathologists disagreed on specifics.1The Guardian. What followed the death fueled the intelligence speculation as much as anything in his life. The FBI Informant Memo on Epstein
The most-cited piece of documentary evidence tying Epstein to Israeli intelligence is a 2020 FBI memo from the Los Angeles field office, released in the mass disclosure of Epstein files by the U.S. Department of Justice in late 2025 and early 2026. The memo recorded a confidential source who said they had “became convinced” Epstein was a “co-opted Mossad Agent” who had been “trained as a spy” under Ehud Barak.9Al Jazeera. The record itself notes that the material was raw, unverified, and unevaluated intelligence. The FBI’s function was to log the source’s claims, not endorse them.11Times of Israel (Blogs). What Epstein’s Own Emails Show
The same document release included Epstein’s correspondence, which cuts against the informant’s claims as often as it supports them. In a 2018 message, Epstein wrote, “I do not like Israel. AT ALL.” In an exchange with Barak about an upcoming meeting, Epstein told the former prime minister, “You should make clear that I don’t work for Mossad,” followed by a smiley face.12Times of Israel. In a separate 2018 email, Epstein claimed Robert Maxwell had been an informal operative for intelligence agencies and had threatened to “expose all he had done for them” unless paid £400 million. The Jane Doe 200 Lawsuit
The only sworn allegation directly implicating Ghislaine Maxwell in the intelligence claims comes from a June 2024 lawsuit filed in Manhattan federal court by a California woman identified as “Jane Doe 200” against the executors of Epstein’s estate. The suit alleged that Epstein and Ghislaine Maxwell told the plaintiff that Epstein was a Mossad agent “just like Maxwell’s father, Robert.” The plaintiff said she feared reporting the 2001 rape she alleged she suffered at Epstein’s Manhattan home because she “genuinely believed that any reporting of the rape by what she believed to be a Mossad agent with some of the most unique connections in the world, would result in significant bodily harm or death to her.”13Yahoo News. The allegation is that Epstein and Maxwell said this, not that it was true. What the plaintiff described is a boast used as intimidation. Whether the boast reflected reality is a separate question the file does not resolve.
Epstein’s Documented Ties to Senior Israeli Figures
Even without the Mossad label, Epstein’s relationships with senior Israeli political and military figures were real and extensively documented.
Ehud Barak
Former Prime Minister Ehud Barak acknowledged visiting Epstein “numerous times,” flying on his private plane, and staying at his New York apartment and his private island.14NBC News. Barak has not been implicated in Epstein’s sexual crimes. In February 2026 he apologized for the friendship and said he regretted ever knowing Epstein.
Yoni Koren
More granular is the case of Yoni Koren, a lieutenant colonel in the Israeli Military Intelligence Directorate (AMAN) who had previously participated in covert operations with Mossad, and who served as Barak’s longtime aide and bureau chief. According to Drop Site News, Koren stayed at Epstein’s Manhattan apartment on at least three documented occasions: February 2013, two weeks in October 2014, and ten days in September 2015.16Drop Site News. According to the same reporting, Koren acted as an intermediary between Barak, the American intelligence community, and AMAN after Barak left government, helped arrange meetings with former CIA Director Leon Panetta, and assisted Epstein and Barak in sourcing cybersecurity startups from AMAN’s technology units. Barak and Koren reportedly used coded language for routine communications because they knew they could be targets of NSA counter-intelligence surveillance.16Drop Site News. What Officials Say
Israeli and American officials have consistently denied that Epstein worked for Mossad. Former Prime Minister Naftali Bennett called the claims “a vicious wave of slander and lies” and said he had “100% certainty” that Epstein had no ties to Mossad or Israel.18TIME. Analysis by the Times of Israel of the released documents noted that “Israel” appeared in thousands of pages, but less frequently than references to Russia, China, Canada, and France, and often only in news articles Epstein received by email. The outlet concluded the sheer volume of released material enabled cherry-picking to fuel conspiracy theories, and that direct evidence of an Israeli intelligence connection was absent.12Times of Israel. Will Ghislaine Maxwell Ever Answer the Question
Ghislaine Maxwell is serving a 20-year sentence following her December 2021 conviction on sex trafficking conspiracy, sex trafficking of a minor, and related counts. In 2025 she was transferred from a low-security federal prison in Tallahassee to a minimum-security camp in Bryan, Texas.20PBS NewsHour. In July 2025 she was interviewed over two days by Deputy Attorney General Todd Blanche about the Epstein case. In February 2026 she appeared before the House Oversight and Reform Committee and invoked her Fifth Amendment right, refusing to answer questions. Her lawyers said she would testify only if granted clemency. As of May 2026, Blanche testified he would not recommend a pardon, and committee members remained divided on whether to offer one in exchange for cooperation.21The Guardian. She has never publicly addressed the Mossad allegations. Whether she knows anything about intelligence operations tied to her father or Epstein, and whether she would ever say so, are the open questions driving continued congressional and public interest in her case.
