The Bob Menendez corruption case ended with the longtime New Jersey Democrat convicted in July 2024 on 16 federal counts — bribery, extortion, honest services wire fraud, acting as a foreign agent of Egypt, and obstruction of justice — after FBI agents found $486,461 in cash and 13 gold bars hidden in his home. He was sentenced to 11 years in federal prison and surrendered on June 17, 2025.1Roll Call. Former Sen. What the FBI Found in His Home
The physical evidence became the case’s signature. On June 16, 2022, agents searched the Menendez residence in Englewood Cliffs, New Jersey, and recovered nearly half a million dollars in cash stuffed into coat pockets, envelopes, and men’s boots. So much money turned up that investigators needed an automated cash counter because it was “too much to count by hand.”2New Jersey Monitor. From a closet, agents pulled 13 gold bars: two weighing one kilogram each, 11 weighing one ounce each. One was wrapped in a paper towel, dropped in a Ziploc bag, and left on the floor. Prosecutors traced the serial numbers to co-defendant Fred Daibes, a New Jersey real estate developer. Four bars matched gold Daibes had reported stolen in a 2013 armed robbery and later reclaimed from police, signing property release forms that tied his name to specific serial numbers.4NBC News. What He Did for the Bribes
Prosecutors laid out three separate schemes, each tied to a different businessman.
The Egyptian Halal Monopoly
Wael Hana, a close friend of Nadine Menendez, ran IS EG Halal, a New Jersey start-up with no prior experience in halal certification. In April 2019, the Egyptian government revoked the authorization of the four U.S. companies that had been certifying halal meat exports and designated IS EG Halal as the sole certifier. Certification costs jumped from roughly $200 to $400 per shipping container to far higher rates.6Courthouse News Service. When senior USDA official Ted Mckinney tried to push back, Menendez called him directly. Mckinney testified that the senator was “serious” and “curt,” telling him to “stop interfering with my constituent,” and cutting him off before he could explain his concerns.8Politico. In return, prosecutors said, Hana funneled bribes through a shell company Nadine created called Strategic International Business Consultants LLC, and his company paid $23,000 toward Nadine’s mortgage to prevent foreclosure.
Prosecutors also alleged Menendez acted as an unregistered agent of Egypt more broadly. He shared non-public information about staff at the U.S. Embassy in Cairo with Egyptian officials and ghostwrote a letter to fellow senators urging them to lift a hold on $300 million in military aid to Egypt.9VOA News. The Qatar Investment and Fred Daibes
Fred Daibes was the source of the gold. Prosecutors alleged that Menendez used his position to help Daibes secure a multimillion-dollar investment from a fund linked to the Qatari government. Menendez made public statements supportive of Qatar and passed them to Daibes to share with a Qatari investor who was a member of the royal family. After a May 2022 meeting among Menendez, Daibes, and the investor, the Qatari fund invested “tens of millions of dollars” into a Daibes project.10NBC News. Robert Menendez Hit With New Indictment
In exchange, Daibes provided gold bars — including at least one after the Qatari deal closed — cash in envelopes bearing his fingerprints and DNA, Formula One Grand Prix tickets, and luxury watches valued at up to $23,990.11BBC News. While interviewing candidates for U.S. Attorney for New Jersey, he initially rejected Philip Sellinger because Sellinger would have to recuse from the Daibes case. After another candidate fell through, Menendez recommended Sellinger anyway, and once the case was reassigned, he allegedly badgered both Sellinger and the new prosecutor about how it was being handled.12WHYY. The Mercedes and Jose Uribe
Jose Uribe, a New Jersey insurance businessman, bribed Menendez through a different route. In exchange for help suppressing state criminal investigations into his trucking and insurance companies, and into the insurance fraud prosecution of his associate Elvis Parra, Uribe bought a Mercedes-Benz convertible worth more than $67,000 for Nadine Menendez. He put down $15,000 and kept making monthly payments totaling roughly $30,000 through June 2022.13New Jersey Monitor. Uribe testified that Hana had arranged the deal, saying that for $200,000 to $250,000, Hana could leverage Nadine Menendez to get the senator to “kill and stop all investigation.” Menendez contacted then-New Jersey Attorney General Gurbir Grewal directly about the case. The Trial and Verdict
Menendez was first indicted in September 2023 in the Southern District of New York. Superseding indictments added the foreign agent charge and, in March 2024, conspiracy to obstruct justice and obstruction charges tied to alleged efforts to disguise bribe payments as loans.15JURIST. The trial began May 13, 2024, in Manhattan federal court and ran nine weeks. On July 16, 2024, after about 12 hours of deliberation, the jury convicted Menendez on all 16 counts.16ABC News. Sen. Bob Menendez Federal Corruption Trial Verdict His defense argued that his contacts with foreign officials were routine for the Foreign Relations Committee chairman and that the cash in his home reflected a lifelong habit of keeping savings on hand, rooted in his family’s experience with confiscation in Cuba. The jury was not persuaded.
Sentence and Prison
On January 29, 2025, U.S. District Judge Sidney H. Stein sentenced Menendez to 11 years. Prosecutors had asked for 15; the defense had sought no more than eight. Stein told Menendez, “You stood at the apex of our political system. Somewhere along the way, you lost your way,” and rejected the argument that 50 years of public service could justify “liquidating his office to businessmen stuffing his pockets.”17Politico. The Appeal
Menendez appealed his conviction and asked to remain free on bail during the appeal. A federal judge denied the request in April 2025. He then turned to the Second Circuit, which ruled 2-1 against him on June 11, 2025, with one judge dissenting.20The Hill. Resignation From the Senate
Within days of his conviction, Menendez faced pressure from Democratic colleagues to resign. Senate Majority Leader Chuck Schumer, Senator Cory Booker, and New Jersey Governor Phil Murphy all called for his departure, and the Senate Ethics Committee moved to fast-track an expulsion vote that would have made him the first senator expelled since the Civil War.21The New York Times. What Happened to the Others
Four other people were charged in the federal case.
- Nadine Menendez, tried separately after her case was severed due to a stage 3 breast cancer diagnosis, was convicted in April 2025 on all 15 charges. She was sentenced on September 11, 2025, to 54 months in prison and ordered to pay $922,188.10 in forfeiture. - Wael Hana was convicted at trial and sentenced to eight years and one month in prison plus a $1.25 million fine.

The 2015 Case That Didn’t Stick
This was not Menendez’s first federal corruption indictment. In 2015, he and Florida ophthalmologist Salomon Melgen were indicted on 18 counts of bribery and fraud, with prosecutors alleging Menendez had acted as a “personal senator” to Melgen in exchange for luxury trips, private jet flights, and more than $750,000 in campaign contributions. The 11-week trial ended on November 16, 2017, when U.S. District Judge William Walls declared a mistrial after the jury deadlocked.
