Google Play Store Class Action Lawsuit: $700M Settlement Payouts

If you bought an app or made an in-app purchase on an Android phone between August 16, 2016, and September 30, 2023, you are part of the Google Play Store class action lawsuit settlement, a $700 million deal that received final court approval on April 30, 2026. Most eligible consumers will be paid automatically through PayPal or Venmo, with a guaranteed minimum of $2 and no claim form to fill out.¹²

Who Qualifies for a Payment

Eligibility is broad. You qualify if you lived in any U.S. state, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands and paid for something through the Google Play Store, or made an in-app purchase using Google Play Billing, at any point between August 16, 2016, and September 30, 2023.¹

Qualifying purchases include:

Paid app downloads
In-app content and gaming purchases
Subscriptions billed through Google Play
Ad-free upgrades bought through Google’s billing system

Free apps and purchases made outside Google Play Billing are not part of the deal.¹

The class is unusually clean. When Judge James Donato held the fairness hearing, not a single class member had objected and fewer than 500 people had opted out.²

How Much You’ll Get

Every eligible consumer is guaranteed at least $2. The actual amount scales with how much you spent on qualifying Google Play purchases relative to other class members, so heavier spenders receive more.¹

Of the $700 million total, $630 million is set aside for consumer restitution (minus administrative costs and attorney fees), while $70 million goes to the states for civil penalties, enforcement costs, and litigation expenses.³ The states have estimated that, after fees and expenses, the average consumer will recover more than 47 percent of a reasonable measure of their damages — an unusually high recovery rate for a consumer antitrust case.⁴

How the Money Reaches You

Most people will not have to do anything. Payments are being sent automatically through PayPal or Venmo, using the email address or phone number tied to your Google Play account.⁵

If your Google Play contact information already matches an existing PayPal or Venmo account, the funds land there directly. If it doesn’t, you can open a new account with the matching contact information or redirect the payment to a different email or phone number. Consumers who prefer Zelle or a direct electronic transfer can request that instead.²

Once the first wave of automatic payments finishes, a supplemental claims process will open. That process is designed for people who:

Don’t want to use PayPal or Venmo
No longer have access to the email or phone number linked to their Google Play profile
Expected a payment based on their Google Play history but did not receive one

You can register at the official settlement website to be notified by email when that supplemental claims window opens.⁶

What You Need to Do Now

For most people the answer is: nothing. But two small steps make the automatic payment work smoothly. First, check that the email address and phone number on your Google Play account are current and still under your control. Second, if that contact information isn’t tied to a PayPal or Venmo account, decide whether you want to open one, redirect the payment elsewhere, or wait for the supplemental process and request Zelle or an electronic transfer.

You do not need to file a claim form for the antitrust settlement, and no one from the settlement administrator will ask you to pay a fee to receive your money. Communications will come through the official settlement website.⁵

What Google Was Accused of Doing

The case, formally titled State of Utah et al. v. Google LLC et al., was brought by the attorneys general of all 50 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. They alleged Google ran an illegal monopoly over how Android users get their apps and how they pay inside them.⁷

The Play Store accounted for more than 90 percent of Android app downloads, and the states argued Google preserved that share through exclusionary contracts rather than a better product.⁸ Specifically, the complaint alleged Google:

Required device manufacturers to sign agreements barring modified Android versions and forcing pre-installation of Google’s apps in prominent home-screen positions
Paid manufacturers, carriers, and large developers to keep them from building or promoting rival app stores, including specific incentives to Samsung to prioritize the Play Store over its own Galaxy store
Displayed alarming security warnings and imposed multi-step friction when users tried to install apps from outside the Play Store
Forced developers into Google Play Billing for in-app purchases, which carried a commission of up to 30 percent — a “tying” arrangement in the states’ view

The result, the coalition said, was that consumers paid inflated prices for apps and in-app purchases.⁹¹⁰

What Else Google Has to Change

The settlement also forces changes to how the Play Store operates. These are the reforms consumers will notice on their own phones over the coming years:

For at least five years, Google must let developers offer their own in-app payment systems next to Google Play Billing, with a neutral choice screen so users can pick. Developers can offer discounts through cheaper billing options.¹¹
For at least seven years, sideloading — installing apps or app stores from outside the Play Store — must be permitted, and Google must tone down the security warnings that previously deterred users from doing so.¹¹
For at least five years, Google cannot pay manufacturers to make the Play Store the only pre-installed app store, cannot require developers to match their Play Store prices to prices elsewhere, and cannot require developers to launch on the Play Store first or simultaneously.⁹¹¹
An independent monitor will oversee compliance for at least five years.²

Other Google Play Settlements You May Also Qualify For

Two smaller Google Play class actions are moving through the courts on separate tracks. They are not part of the $700 million antitrust deal, and eligibility is different.

California Subscription Auto-Renewal — $5 Million

In Uzair et al. v. Google LLC, filed in California state court, plaintiffs alleged Google failed to clearly disclose auto-renewal terms for Google Play subscriptions in violation of California’s Automatic Renewal Law. Google denied wrongdoing. The $5 million settlement covers California residents who paid for at least one subscription renewal through a Google Play checkout screen between May 30, 2014, and October 27, 2019. Google Drive subscriptions, subscriptions canceled during a free trial, and fully refunded subscriptions are excluded. No claim form is required, and class members are estimated to receive about $5.85, paid as Google Play credit or through PayPal or Zelle. A final approval hearing is set for July 23, 2026, in Santa Clara County Superior Court.¹²¹³

Children’s Privacy — $8.25 Million

In A.B. et al. v. Google LLC et al., plaintiffs alleged Google and its AdMob advertising subsidiary collected personal information from children under 13 through Google Play apps for targeted advertising without parental consent, in violation of the federal Children’s Online Privacy Protection Act. Google denied the allegations. The proposed $8.25 million settlement, which received preliminary approval on May 1, 2026, covers U.S. residents who were under 13 when they downloaded or used a Google Play app at any point from April 1, 2015, to the present. Unlike the antitrust case, this one requires a claim form, and the deadline is September 14, 2026. Estimated payouts range from $40 to $200 per person. A final approval hearing is scheduled for September 24, 2026.¹⁴¹⁵
