Jennifer Pandos, fifteen, vanished from her family’s home in the Kingsmill neighborhood of James City County, Virginia, on February 10, 1987. Tobler, then seventeen, attended Lafayette High School two years ahead of her. According to Jennifer’s parents, she became pregnant by Tobler and had an abortion in August 1986, about six months before she disappeared. The Letters
Margie Pandos, Jennifer’s mother, kept a shoebox of correspondence in her attic for thirty-three years before turning it over in May 2020. Two letters carried particular weight. In June 1986, Tobler wrote to Jennifer in the context of possible infidelity: “We love each other and you know I would kill you and whoever it was.”1Dexerto. None of this material was in police hands during the original 1987 investigation. When the case file itself went missing sometime in the 2000s and was rediscovered in 2018, investigators found leads pointing toward Jennifer’s ex-boyfriend.3The New Yorker. The Alleged Confession
The most serious allegation against Tobler came from Charlie May, a former friend whose name appeared in the Jennifer-Tobler correspondence. May told police that Tobler had confessed to him in 1987, saying he had killed Jennifer and dissolved her body in a barrel of acid stolen from a construction site.1Dexerto. What the Forensics Showed
The morning Jennifer vanished, her parents found a handwritten note on her bed. It was written in large, messy block lettering that did not match Jennifer’s known handwriting and read, in part, “Your daughter’s with me. She’s fine.” It then switched into the first person, telling her parents she needed time to think and warning them not to call the police.5Doe Network. Tobler’s Denials
Tobler has consistently denied any involvement in Jennifer’s disappearance. He and his wife Cori sat for interviews during the documentary. In those interviews they minimized the seriousness of his relationship with Jennifer and said the two had broken up during the summer before she vanished.2CinemaBlend. By the end of the docuseries, Tobler had been dropped as a suspect because the evidence was not sufficient to build a case.1Dexerto. Tobler Was Not the Only Theory
Anyone looking at Tobler in isolation is getting half the picture. For years, the primary suspicion — held by police and by Jennifer’s own brother Stephen — pointed at her parents, Ron and Margie Pandos.
Ron and Margie waited three days after finding the note before contacting the James City County Police Department, telling Jennifer’s friends in the meantime that she was sick or away.7NBC News. When the case was reopened, both failed portions of polygraph exams. Stephen described his father, a Vietnam veteran, as “terrifyingly short-tempered and physically and emotionally abusive,” and a friend of Jennifer’s reported an intense argument between father and daughter on the night she disappeared. Margie held onto the original note for over twenty years before disclosing it to investigators in 2007, and she kept the shoebox of letters until 2020.3The New Yorker. Where the Case Stands
The James City County Police Department considers the case open and active, with an investigator assigned.9Daily Press. Stephen Pandos, who began his own investigation convinced his father was responsible, ended the documentary saying, “I don’t know what happened.”8The Guardian. Tobler is one of the last people who might reasonably have known something in 1987, and the reason his name still comes up is that the letters, the claimed confession, and the timing keep it in the frame. The reason he is not charged is that handwriting comparison did not connect him to the note, DNA on the note did not match him, and a claimed 1987 confession relayed by a former friend was not enough on its own. That is where the file sits today.
