Katie Johnson Lawsuit: Allegations, Dismissal, and Aftermath

The Katie Johnson lawsuit was a 2016 federal civil case in which an anonymous plaintiff accused Donald Trump of raping her at a Jeffrey Epstein party in 1994, when she was thirteen. It was filed three times in seven months, dismissed once on procedural grounds, refiled in New York with Epstein added as a co-defendant, and voluntarily withdrawn four days before the presidential election. No court ever ruled on whether the allegations were true, the plaintiff has never been publicly identified, and reporting has tied the case’s promotion to a former tabloid television producer with a history of fabricating celebrity stories.

What the Complaint Alleged

The refiled New York complaint, filed September 30, 2016, and amended on October 3, named Donald Trump and Jeffrey Epstein as defendants and alleged rape, criminal sexual acts, assault, battery, and false imprisonment.¹ The plaintiff alleged the abuse occurred at a party hosted by Epstein in 1994 and said Trump threatened to kill her if she spoke about it.²

The complaint was accompanied by sworn declarations from three people identified by pseudonyms. “Tiffany Doe,” described as a former Epstein employee, claimed to have witnessed the alleged abuse. “Joan Doe” said the plaintiff had told her about the events during the 1994–1995 school year.³

The Trump Organization’s general counsel, Alan Garten, called the allegations “completely frivolous and appear to be politically motivated” and warned the plaintiff’s attorneys the organization would seek sanctions if the case was refiled.³

How the Case Moved Through the Courts

The first version was filed on April 26, 2016, in the U.S. District Court for the Central District of California under case number 5:16-cv-00797. The plaintiff filed without a lawyer and asked to proceed without paying fees.⁴

On May 2, 2016, Judge Dolly M. Gee dismissed the case on procedural grounds, finding the complaint failed to state a valid federal claim. One statute the plaintiff relied on was a criminal provision that does not permit civil damages; the other applied only to claims based on racial or class-based discrimination, which did not fit the allegations.⁵ The mailing address on the complaint turned out to be a foreclosed property in Twentynine Palms, California, with a deceased owner, and the court had been unable to reach the filer.⁶

The case was refiled on September 30, 2016, in the Southern District of New York as case number 1:16-cv-07673, this time under the pseudonym “Jane Doe” and assigned to Judge Ronnie Abrams.⁷ Represented by New Jersey lawyer Thomas Meagher, the plaintiff added criminal defense attorney J. Cheney Mason to her team after the Trump Organization’s sanctions warning.³

Why the Case Was Dropped

On November 2, 2016, attorney Lisa Bloom scheduled a press conference at her Woodland Hills, California, offices where the plaintiff was expected to reveal her identity and describe the allegations publicly. It was canceled at the last minute. Bloom told reporters, “Jane Doe has received numerous threats today. She has decided she is too afraid to show her face. She is in terrible fear.”⁸

Evan Goldman, a New Jersey attorney who represented the plaintiff from late September through early November, later added that on the day of the planned event the plaintiff’s car and cellphone were stolen, which “freaked her out” and led her to skip the appearance.⁹

Two days later, on November 4, 2016, Meagher filed a one-page notice of voluntary dismissal in federal court in Manhattan, ending the case against all defendants without explanation. Meagher did not respond to requests for comment, and Bloom declined to comment on the day of the dismissal.⁵

Who Was Behind the Filings

Reporting by The Guardian identified Norm Lubow, a former Jerry Springer Show producer operating under the alias “Al Taylor,” as a central figure in promoting the lawsuit. Lubow admitted he helped the plaintiff file her initial California lawsuit, produced a video of the alleged victim recounting the accusations, and tried to sell that video to media outlets for $1 million.¹⁰

Lubow had a long record of questionable celebrity claims. He had previously alleged that O.J. Simpson bought illegal drugs on the day of Nicole Brown Simpson’s murder and that Courtney Love hired a hitman to kill Kurt Cobain. In 2014, he falsely claimed credit for a Brooklyn Bridge flag stunt. Guests on the Jerry Springer Show alleged in 1998 that Lubow had encouraged them to stage fights and fabricate stories for broadcast.¹⁰ In 2024, Lubow confirmed to Snopes that he was the person behind the “Al Taylor” persona and acknowledged his role in aiding the plaintiff.⁶

Is “Katie Johnson” a Real Person?

Whether the plaintiff exists as described has been in dispute since the lawsuit surfaced. Goldman said in a 2019 interview that “she is and was a real person” who faced “real threats,” but acknowledged he could not disclose her true identity and that she had disconnected her phone, leaving him with no way to reach her. He described her as “very forthcoming and also a very reluctant person” who “only decided to do something when she saw that there was a chance that Trump could become President.”⁹

Reporters who tried to verify her existence hit dead ends. Emily Shugerman of Revelist held a conference call with the accuser and afterward wrote, “I don’t know if the Katie Johnson I spoke to is the same girl who Trump allegedly raped in 1994, or if that girl even exists.” Jezebel and The Guardian flagged what they called red flags, noting that the accuser was never made available for in-person verification by any reporter.⁶ An image that circulated online as a photo of the plaintiff was identified by Snopes as a picture of actress and model Nadia Bjorlin, not the accuser.¹¹

In its September 2024 assessment, Snopes concluded there is “no verified evidence supporting the allegations” and that the claims originated through an aggressive media campaign managed by a “serial fabulist.”⁶

What Later Epstein Documents Showed

In November 2025, Republicans on the House Oversight Committee released thousands of documents from Jeffrey Epstein’s estate. The trove showed Epstein was aware of the Katie Johnson lawsuits in real time. In April 2016, he forwarded a Reuters reporter’s inquiry about the case to associates including Alan Dershowitz, Kathryn Ruemmler, Tom Barrack, and Michael Wolff. To Barrack he wrote, “nuts but i thought you guys should know.” To Wolff he wrote, “here we go.”¹²

Two days after the 2016 election, Epstein forwarded a Daily Mail article about the withdrawal to several associates. When neurosurgeon Melanie Walker asked whether he even knew the “troubled” plaintiff, Epstein replied, “nope.” To attorney Erika Kellerhals he wrote, “its funny, dont lose your sense of humor.” When he told Deepak Chopra the case had been dropped, Chopra responded, “Good.”¹²

The same documents included a January 2019 email from Epstein to Wolff in which Epstein alleged Trump “knew about the girls.” The materials did not resolve whether the specific events in the Katie Johnson complaint occurred.¹²

Where Things Stand Now

Both cases are closed. The California case was terminated in May 2016 after Judge Gee’s dismissal, with no judgment entered.⁴ The New York case was terminated on November 4, 2016, by voluntary dismissal.⁷ No court has ruled on the underlying allegations, no settlement was reported, and no criminal charges were filed based on the complaint.

The plaintiff has never been publicly identified, and none of her former attorneys have been able to reach her in the years since. As the San Francisco Chronicle put it in coverage of the Epstein estate documents, “Katie Johnson has never been seen or heard from” outside the court filings and internet discussion.¹²
