Keith Warren Case: Private Autopsy, Anonymous Photos, and 2025 Reopening

The Keith Warren case is the 39-year fight over the death of a 19-year-old Black man found hanging from a tree in Silver Spring, Maryland, on July 31, 1986. Montgomery County police ruled it a suicide the same day after an investigation that lasted about 21 minutes, ordered no autopsy, and sent the body to a funeral home before Warren’s mother was notified. In November 2025, the Maryland Office of the Chief Medical Examiner changed his death certificate from “suicide” to “undetermined,” and the Montgomery County Police Department reopened the investigation.¹

What Happened on July 31, 1986

Warren was found in a wooded area near his family’s townhouse. He was hanging from a small sapling bent under his weight, with a rope running from a larger tree about 25 feet away, extended to the sapling, and arched through a fork in its trunk. Officers looked at the scene, called it a suicide, and closed the case that day. No medical examiner came to the scene. No autopsy was ordered. The lead detective directed that the body be taken to a funeral home of his own choosing, where it was embalmed before the family learned Warren was dead.² The death certificate listed the cause as “hung self.”³

About a month after the burial, the same detective returned to the scene and cut down the tree, saying he was collecting evidence. The case had already been closed.⁴

The Anomalies the Family Kept Pointing To

In April 1992, on what would have been Warren’s 25th birthday, an anonymous package of crime scene photographs arrived at his mother’s doorstep. The photos showed Warren wearing clothes the family did not recognize, including white sneakers. Police had returned only a jacket and brown boots. A private investigator, Joe Alercia, noted leaves on the back of Warren’s shirt in the photos, which suggested the body had been on the ground before being placed in the hanging position. Evidence at the scene also indicated Warren’s feet could have touched the ground while the rope was around his neck.²¹

Sherri Warren later filed requests under Maryland’s public information laws seeking any 1986 policy that would have allowed police to release a body to a funeral home and skip an autopsy without notifying next of kin. The department reported that no such policy manual existed, even though a succession of police chiefs had said for years that officers followed proper procedure.⁴

What the Private Autopsy Found

Warren’s mother, Mary Couey, arranged to have her son’s body exhumed. The independent autopsy, completed in October 1994 by Dr. Isidore Mihalakis of Lehigh Valley Hospital in Bethlehem, Pennsylvania, found lethal levels of 1,1,1-trichloroethane in Warren’s body. Trichloroethane is a chemical found in paints and industrial solvents. Mihalakis concluded that at that concentration, Warren would have been physically unable to hang himself.⁵

No paint cans, rags, or other sources of the chemical were found at the scene. The state medical examiner’s office argued the substances could have come from embalming, but the embalmer did not report using them, and the distribution of the chemical in Warren’s tissue was consistent with inhalation rather than post-mortem introduction. Mihalakis wrote that Warren “may have been dead and subsequently hung by other(s) to make it look like a suicide” or “may have been near death, unconscious and hung by other(s),” and he recommended the case “should be investigated as a homicide until proved otherwise.”⁵

Mark Finley and the Anonymous Photos

A friend of Warren’s, Rodney Kendell, reported that unfamiliar men had been asking around for Warren shortly before his death. Among them was Mark Finley, a high school acquaintance who seemed to be searching for Warren with unusual urgency.²

One of the anonymous crime scene photos that arrived in 1992 carried a note reading, “Don’t worry, Mark Finley will be next.” Police confirmed the images were copies of official crime scene photographs but said they did not know how they had reached the family. About two months later, Finley left a voicemail for Warren’s family saying he “needed to unload.” Roughly a month after that he was dead, in what police described as an accidental bicycle crash after he struck a curb.⁶ No public reporting indicates Finley’s death was ever formally investigated in connection with Warren’s.

The Family’s 39-Year Fight

Mary Couey spent 23 years challenging the suicide ruling. She funded the exhumation and private autopsy, hired investigators, and pressed authorities for answers until her death in 2009. Her daughter Sherri Warren took over and has led the effort since. Sherri Warren also founded The Keith Warren Justice Foundation, based in Greenbelt, Maryland, which provides advice, legal assistance, and resources to families who believe a loved one’s death was mishandled.⁷

The case reached a national audience through Unsolved Mysteries episodes hosted by Robert Stack and later Dennis Farina,² and through the three-part docuseries Uprooted, directed by Avril Z. Speaks and produced by NowThis for Discovery+, which premiered on February 18, 2022. Its producers said the series uncovered previously unreported evidence supporting the conclusion that Warren did not die by suicide.⁸ Speaks summarized her view of the case: “A Black 19-year-old in a white suburb hanging from a tree and rule it a suicide — that makes no sense to me.” Montgomery County Council member Hans Riemer called the case “a vivid example of a justice system that doesn’t work for everyone.”⁹

Maryland Laws That Came Out of the Case

In March 2023, Sherri Warren testified before the Maryland General Assembly in support of House Bill 863, which extended the window for families to challenge death certificate findings from 60 days to 180 days. It was signed into law on May 3, 2023, and took effect October 1, 2023.¹⁰

The following year, House Bill 969, the Katherine Morris Death Reclassification Act, passed unanimously in both chambers and was signed on May 16, 2024. It requires that when a death certificate is amended to “undetermined” or “homicide,” local law enforcement reopen or reinvestigate the case and keep it open for at least 20 years. It also requires an assistant state’s attorney to meet with a family member within 20 days of a request to discuss the investigation’s status.¹¹

Reclassification and Reopening in 2025

In November 2025, attorneys from Sheppard Mullin, working pro bono for Sherri Warren, successfully petitioned the Maryland Office of the Chief Medical Examiner to correct Keith Warren’s death certificate. The office determined that the cause and manner of death must be changed to “undetermined.” With that change on file, the legal team convinced the Montgomery County Police Department to formally reopen the investigation. Partner Steve Hollman said the effort was meant “to show that all lives matter and that all families suffering the grievous loss of a loved one deserve to be treated with dignity and respect.”¹

The case is now open with the Montgomery County Police Department. Nearly four decades after Warren was found dead, what happened to him has not been established.
