Marcos López: Racketeering Charges, Gambling Ring, and Co-Defendants

The Marcos Lopez racketeering case is a Florida state prosecution accusing the suspended Osceola County sheriff of using his office to protect and profit from an illegal gambling enterprise that generated more than $21.6 million across Central Florida. Lopez was arrested on June 5, 2025, suspended from office the same day by Governor Ron DeSantis, and has pleaded not guilty. As of mid-2026 he is the sole remaining defendant, with trial set for October 20, 2026, in Lake County.¹

The Charges

The Florida Office of Statewide Prosecution filed the case in the Fifth Judicial Circuit on June 5, 2025. Lopez faces one count of racketeering under section 895.03(3) of the Florida Statutes and one count of conspiracy to commit racketeering under section 895.03(4). Both are first-degree felonies.² A conviction carries up to 30 years in prison.³

What Prosecutors Say Lopez Did

According to the state, Lopez’s involvement began as early as 2019, when he was still a candidate. Prosecutors say he accepted campaign contributions and personal cash payments from the gambling operation two years before he was elected sheriff.⁴

A 255-page arrest affidavit unsealed in September 2025 includes a text message Lopez allegedly sent to co-defendant Ying Zhang: “No matter what the outcome is, when I win we start the first internet amusement cafe in Osceola County. You will be safe and not have to worry about anything because I will be your sheriff.”³

Once in office, prosecutors say, Lopez played what they described as a “multifaceted role in expanding and protecting” the enterprise: recruiting new members, securing leases for new gambling locations, and using his authority as sheriff to shield the operation from law enforcement scrutiny. Court documents describe him as a “silent partner” in the main casino.¹ The state alleges Lopez personally received between $600,000 and $700,000 in cash payments from the operation since 2020, money the enterprise’s leader told investigators Lopez used to upgrade his car and home.⁵

Investigators built the case using subpoenas, banking records, social media posts, witness testimony, and text messages. Prosecutors have highlighted emoji-laden exchanges, including one involving slot machine and money bag emojis, as evidence tying Lopez to the operation.⁶

The Gambling Operation at the Center of the Case

The enterprise ran across Lake and Osceola counties. Its flagship was the Eclipse Social Club on Irlo Bronson Memorial Highway in Kissimmee, registered in state records as Fusion Social Club, LLC. Prosecutors say the club operated as an illegal gambling house from June 2022 through August 2024, offering slot machines and other gaming devices.⁷

Osceola County deputies responded to the Eclipse Social Club nearly 50 times in the three years before Lopez’s arrest.⁸ Krishna Deokaran, identified as the enterprise’s leader, also ran Player’s Palace and Player’s Club in Lake County.⁹ Altogether, the operation is alleged to have generated more than $21.6 million in illicit proceeds.¹⁰ A multi-agency search warrant on August 27, 2024, effectively shut down the Eclipse Social Club.⁷

Arrest, Bond, and Suspension

Lopez was arrested on June 5, 2025, while still wearing his badge and uniform.³ He spent three weeks in the Lake County Jail and posted a $1 million bond on June 26, 2025. Before he could be released, a judge required verification that the bond funds were not derived from criminal activity. Lopez was ordered to surrender his passport and all firearms and to wear a GPS monitoring device.¹¹

Hours after the arrest, Governor DeSantis signed Executive Order 25-121 suspending Lopez under Article IV, Section 7 of the Florida Constitution, which lets the governor suspend county officers charged with felonies. DeSantis appointed Christopher Blackmon, then Central Region Chief of the Florida Highway Patrol, as interim sheriff.² No special election will be held; the next regularly scheduled election for the position is in 2028.¹²

Co-Defendants Who Will Testify Against Him

Six other people were charged in the enterprise. By late 2025 five of them had resolved their cases through pleas, and several are required under their agreements to testify against Lopez even without a subpoena.¹³

The most consequential cooperator is Krishna Deokaran, the alleged leader of the operation. Arrested on October 6, 2025, he pleaded guilty on November 24, 2025, to a single count of money laundering, capped at five years in prison, in exchange for his testimony. Deokaran told investigators he paid Lopez between $600,000 and $700,000 in cash and described a 2022 incident in which he handed an envelope of cash to Lopez’s wife in the sheriff’s office parking lot, intending the money for the sheriff. He also relinquished $1.1 million across forfeiture cases in Osceola and Orange counties.⁵

Robin Severance-Lopez, the sheriff’s estranged wife, was arrested June 23, 2025, on a conspiracy charge related to investing racketeering proceeds, and arrested again in October 2025 for allegedly lying under oath about her finances during a bail hearing. A judge revoked her bond, citing a complete lack of “basis for trust.” She ultimately pleaded guilty to money laundering and to providing false information on a bail application.¹⁴⁶

Three others resolved their cases in October 2025: Carol Cote, the bookkeeper, pleaded guilty to racketeering; Sharon Fedrick, the business manager accused of laundering proceeds, pleaded guilty to racketeering; and Sheldon Wetherholt, who facilitated property leases and utilities for the gambling locations, pleaded no contest to racketeering.⁶

The seventh defendant, Ying “Kate” Zhang, an investor and co-business owner who allegedly helped fund the operation, remains at large. Former associates say she is living in Wuhan, China, and the United States has no extradition treaty with China. Zhang also faces a separate Orange County forgery investigation.¹⁵¹⁶

The Defense

Lopez is represented by Perez LaSure Law, with Migdalia Perez and Mary Ibrahim as lead attorneys.¹⁷ The case is before Judge Brian Welke in Lake County.¹⁸

In October 2025 the defense moved to dismiss the case, arguing that the Lake County gambling activity was legal under a local ordinance adopted January 26, 2021, which created a permitting process for “Electronic Game Room Facilities” and capped permits at 25. Deokaran’s Lake County locations were licensed under that framework. The Lake County Board of County Commissioners repealed the ordinance in May 2024. The defense has also argued Lake County is the wrong venue because the alleged conduct occurred in Osceola County.⁹

Other motions have included a request to sever Lopez’s case from Sharon Fedrick’s, a motion to change venue to Osceola County, and a motion to compel production of investigative reports and body camera footage. Judge Welke denied the motion to compel.¹⁸

In early 2026, prosecutors raised a possible conflict of interest, noting that Perez LaSure Law had briefly represented two former Osceola County deputies, Kyle Henry and Douglas Ford, who are expected to be state witnesses. Perez said she had never personally represented either deputy and that a partner had withdrawn from one representation as soon as the witness was identified. At a March 31, 2026, hearing, the judge ruled there was no conflict and Lopez kept his chosen counsel.¹⁹

Where the Case Stands

Trial is set for October 20, 2026, before Judge Welke in Lake County, though the defense has said it is still taking depositions and reviewing discovery.¹ A hearing was set for May 19, 2026, and a status hearing for June 16, 2026.²⁰ With every other charged defendant resolved by plea, the prosecution’s case now leans heavily on cooperating co-defendants, most critically Deokaran, whose cooperation prosecutors have called “extensive.”⁵
