Melvin Walker and the Assassination of Derwin Brown

Melvin Walker was one of the gunmen in the assassination of DeKalb County Sheriff-elect Derwin Brown, shot to death in his Decatur, Georgia driveway on December 15, 2000, three days before he was to take office. A former DeKalb County deputy, Walker was recruited into a murder-for-hire plot organized by outgoing Sheriff Sidney Dorsey, who promised him a promotion once Dorsey engineered a return to office through the special election he expected to follow Brown’s death.1Justia. Dorsey v. State, 279 Ga. 534 A DeKalb County jury acquitted Walker of murder in 2002. A federal jury convicted him in 2005, and he is serving life in prison without parole.2Los Angeles Times. Who Melvin Walker Was

At the time of his arrest in December 2001, Walker was 37. He had been a DeKalb County deputy sheriff and had gone on to run his own private security firm.3CNN. Sheriff Slain Probe His path into the plot ran through Sidney Dorsey’s own private security company, Security Investigations Division. Dorsey, who served as DeKalb County’s first African American sheriff from 1996 to 2000, had staffed that firm with on-duty county deputies collecting government pay, an arrangement prosecutors later described as treating the sheriff’s office like his “own personal fiefdom.”1Justia. Dorsey v. State, 279 Ga. 534

After Dorsey lost the 2000 election, he handed a handwritten note to Patrick Cuffy, a former employee of his security firm whom he had placed in internal affairs, instructing him to kill Brown. Cuffy then recruited three other former Dorsey security firm employees: Walker, David Ramsey, and Paul Skyers. Each was promised a desirable position in the sheriff’s department. Walker was promised a promotion to deputy sheriff; Ramsey was promised a job as a detention officer.2Los Angeles Times. Two Get Life Terms in Murder-for-Hire Case

The Ambush on December 15, 2000

Derwin Brown, a 22-year veteran of the DeKalb County Department of Public Safety, had defeated Dorsey in a contentious runoff on an anti-corruption platform and was scheduled to be sworn in on December 19, 2000.4Fox 5 Atlanta. Walker, Cuffy, Ramsey, and Skyers spent roughly three months surveilling Brown’s home. On one occasion police stopped Cuffy outside the house, and Dorsey called to vouch that Cuffy was doing undercover work for the sheriff’s office.1Justia. Dorsey v. State, 279 Ga. 534

On the evening of December 15, 2000, Brown returned home from a celebration with family and friends after completing a sheriff’s orientation course. As he walked up his driveway, the conspirators ambushed him. He was shot twelve times with a TEC-9 semi-automatic handgun fitted with a homemade silencer. Skyers had supplied the weapon and stayed in the getaway car. The group drove to Cuffy’s home afterward and dismantled the gun; Skyers later discarded the pieces in a drain in Gwinnett County. Dorsey paid Skyers $1,000 in cash weeks later.1Justia. Dorsey v. State, 279 Ga. 534 Brown was 46 and left behind his wife and five children.6ODMP. Sheriff-Elect Derwin Brown

Arrest

The investigation ran about fifteen months. Authorities arrested the three principal suspects on December 1, 2001. Dorsey turned himself in around 2:30 a.m. SWAT teams took Walker and Ramsey into custody at separate locations.7New York Times. The 2002 State Acquittal

Walker and Ramsey were tried together first, in DeKalb County state court. On March 25, 2002, after roughly four hours of deliberation across two days, the jury acquitted both men of murder.5CBS News. Verdict in Sheriff Killing Trial The state’s case rested almost entirely on the testimony of Cuffy and Skyers, the two cooperators who had already received immunity. The defense called no witnesses and argued that prosecutors were sacrificing Walker and Ramsey to build a case against Dorsey, and that Cuffy and Skyers were the actual killers steering blame toward the defendants to save themselves.

Cuffy’s credibility suffered on cross-examination, where he admitted he had not always been truthful with investigators.8Los Angeles Times. The 2005 Federal Conviction

The state acquittal did not end Walker’s exposure. Because co-defendant Ramsey was from St. Croix in the U.S. Virgin Islands, the conspiracy crossed state lines and federal murder-for-hire statutes applied.9U.S. Department of Justice. Press Release, Northern District of Georgia

On August 3, 2005, a federal jury in Atlanta convicted Walker and Ramsey of conspiracy to commit murder for hire and murder for hire. On November 21, 2005, United States District Judge Jack T. Camp sentenced each defendant to life imprisonment without the possibility of parole.2Los Angeles Times. Two Get Life Terms in Murder-for-Hire Case Both men appealed. Where Walker Is Now

Walker remains in federal prison serving life without parole for his role in the murder-for-hire plot that killed Derwin Brown three days before he could take office as sheriff. Ramsey is serving the same sentence. The sheriff who ordered the killing, Sidney Dorsey, was convicted of malice murder, two counts of violating the Georgia RICO Act, violation of his oath, and eight counts of theft by taking in July 2002, and was sentenced to life plus consecutive terms.1Justia.
