Raymond Michael Weber is a 34-year-old Sacramento man charged with the January 2021 murders of two people in a Vacaville apartment, a case that drew national attention after he livestreamed himself on social media with the victims’ bodies visible on the floor. The Solano County District Attorney’s Office is seeking the death penalty. Weber faces two counts of first-degree murder with enhancements, human trafficking charges, and other felonies, and his trial is scheduled to begin on October 14, 2026.
What Happened in Vacaville on January 30, 2021
Shortly before 1 a.m., a woman contacted Vacaville police to report a social media livestream showing an armed man inside an apartment with two women lying motionless on the floor. The roughly 36-minute video showed Weber holding a firearm and walking around the two victims. During the broadcast, he claimed the women had “set him up,” said police would be arriving soon, and stated it was the “last people would see of him.”1Fox 32 Chicago. Officers responded to the Rocky Hill Veterans Apartments on Rocky Hill Road, a supportive housing complex for formerly homeless veterans and low-income families.2WSLS. After negotiations failed, police evacuated the building and breached the apartment with distraction devices and chemical agents. An eight-hour standoff ended when officers entered and subdued Weber with a Taser following a brief struggle.3CBS News Sacramento. The Victims
One was Savannah Rae Theberge, 26, Weber’s fiancée. She was born in Georgia, later moved to Utah and then California, and worked for Amazon and FedEx. The other victim was a 15-year-old girl from Elk Grove whose name has not been publicly released. Before the killings, the girl’s mother had tried to stop a man matching Weber’s description from driving away with her daughter in a black sedan.6East Bay Times. The Charges
Weber was initially held without bail on two counts of first-degree murder and one count of being a felon in possession of a firearm. Prosecutors later expanded the case. According to Solano County jail booking records, he faces:

- One additional count of human trafficking

The Trafficking Theory
Prosecutors say Weber exploited his victims for commercial sex. During a multi-day preliminary hearing in July 2023, Deputy District Attorney Eric Charm characterized Weber as a “boyfriend pimp.” The prosecution presented surveillance footage from the Oxford Suites in Rohnert Park and a Super 8 motel in Hayward showing Weber with the victims, along with online advertisements for commercial sex listing rates of $420 per hour. Weber’s cousin, Makayla McCalebb, testified that Weber choked her after she gave a cell phone to the teenage victim, causing her to fear for her safety.6East Bay Times. Prior Criminal Record
Weber had a significant record before 2021. In 2006, he pleaded no contest to felony assault and was sentenced to six years in prison. In May 2014, he served 90 days in jail for a probation violation. That September, he pleaded no contest to second-degree felony assault and received six months of probation. In 2016, he pleaded no contest to possession of a controlled substance.10KCRA. Why the Case Has Taken Nearly Five Years
In June 2021, Judge Jeffrey C. Kauffman ordered a psychiatric evaluation of Weber and suspended criminal proceedings while it was conducted.12The Reporter. The preliminary hearing did not occur until July 2023, roughly two and a half years after the killings. The case then faced repeated continuances. Defense attorneys Tim Pori and Leslie Prince withdrew in December 2024, and Kauffman appointed Chief Deputy Public Defender Tamani Taylor to replace them.13The Reporter. Death Penalty and the 2026 Trial
The Solano County District Attorney’s Office announced in January 2025 that it would seek the death penalty.14Mercury News. California has maintained a moratorium on executions since Governor Gavin Newsom signed Executive Order N-09-19 in March 2019, which granted reprieves to all death row inmates and closed the execution chamber at San Quentin.15CDCR. Weber has chosen to represent himself. The court appointed Fairfield attorney Robert Boyle as standby counsel for the penalty phase.16East Bay Times.
