Roblox Lawsuit: MDL, AG Suits, Settlements, and Investigations

Roblox is fighting on several fronts at once. The Roblox lawsuit landscape as of mid-2026 includes roughly 162 family cases consolidated into a federal multidistrict litigation in California, separate enforcement suits from at least seven state attorneys general, a criminal investigation in Florida, civil investigations in South Carolina and Georgia, a Dutch regulatory probe under the EU Digital Services Act, and a securities class action from investors. Three states — Alabama, Nevada, and West Virginia — have settled for more than $35 million combined, while the company disputes the allegations in most of the remaining proceedings.

The Federal MDL Over Child Exploitation

The largest single body of litigation is In re: Roblox Corporation Child Sexual Exploitation and Assault Litigation, MDL No. 3166. The Judicial Panel on Multidistrict Litigation transferred the individual family lawsuits into a single proceeding in the Northern District of California in December 2025, before Chief Judge Richard Seeborg.¹ By June 2026, roughly 162 active cases sat within the MDL.²

The complaints share a pattern. Families allege that predators used Roblox’s private messaging, voice chat, and user-created games to make contact with children, then moved conversations to platforms like Discord or Instagram to groom, solicit explicit images, or arrange in-person meetings. The claims range from online grooming to kidnapping and sexual assault.² One Iowa case involves a 13-year-old girl allegedly groomed on the platform and then abducted from her grandmother’s home and sexually assaulted by a 37-year-old man who had posed as a teenager.³

Judge Seeborg has said he intends to appoint a settlement master to mediate the cases, but no global settlement has been reached.²

Arbitration and Section 230

Two threshold fights will shape the MDL. Roblox is trying to force plaintiffs into private arbitration under its Terms of Service. Plaintiffs argue the 2022 Ending Forced Arbitration of Sexual Assault and Sexual Harassment Act voids those clauses in cases involving sexual assault or harassment, and a group of roughly 800 parents has petitioned the Roblox board to abandon the arbitration strategy.²⁴

The other defense is Section 230 of the Communications Decency Act, which the MDL transfer order flagged as a “cross-cutting issue” across the consolidated cases.¹ Section 230 shields platforms from civil liability for user-created content. Plaintiffs’ attorneys counter that their claims target platform design and allegedly misleading safety promises, not the specific content of any user’s post.⁵ No court has ruled on the defense in the MDL as of mid-2026.

State Attorney General Lawsuits

Separate from the family cases, state prosecutors have filed their own enforcement actions under state consumer-protection statutes. The common allegation: Roblox marketed itself as safe for children while allowing predators onto the platform and failing to verify ages or moderate content meaningfully.

Louisiana. Attorney General Liz Murrill filed the first state suit on August 14, 2025, in the 21st Judicial District Court in Livingston Parish. The complaint called Roblox an “unchecked forum” for predators and cited user-created games with names such as “Escape to Epstein Island” and “Public Bathroom Simulator Vibe.” The state seeks restitution, damages, and attorneys’ fees.⁶⁷

Kentucky. Attorney General Russell Coleman filed a 68-page complaint on October 7, 2025, in Madison Circuit Court, alleging violations of Kentucky’s Consumer Protection Act, unjust enrichment, negligence, and failure to warn. It described the platform as a “hunting ground” for the extremist sextortion group known as “764” and sought civil penalties of up to $2,000 per willful violation along with a permanent injunction.⁸ Roblox called the suit “sensationalized, outdated and out-of-context.”⁹

Texas. Attorney General Ken Paxton sued on November 7, 2025, in the District Court of King County. The petition alleged deceptive trade practices and claimed Roblox violated the federal Children’s Online Privacy Protection Act by failing to obtain verifiable parental consent for users under 13.¹⁰¹¹

Iowa. Attorney General Brenna Bird filed suit on December 16, 2025, in Iowa District Court for Polk County under the Iowa Consumer Fraud Act. The petition alleged Roblox falsely promised “every precaution possible” and seeks injunctive relief that could potentially bar the company from doing business in Iowa.¹²

Tennessee. Attorney General Jonathan Skrmetti filed on December 18, 2025, under the Tennessee Consumer Protection Act, alleging that Roblox lured children into a dangerous environment while cutting safety resources to reduce costs. Skrmetti called the platform “the digital equivalent of a creepy cargo van lingering at the edge of a playground.”¹³ Chief Safety Officer Matt Kaufman said the suit “fundamentally misrepresents” the platform.¹⁴

Los Angeles County. On February 19, 2026, Los Angeles County became the first California governmental entity to sue, filing in Los Angeles Superior Court under the state’s Unfair Competition Law and False Advertising Law. It seeks civil penalties of up to $2,500 per day per violation.¹⁵ Roblox said it would “defend against it vigorously.”¹⁶

Nebraska. Attorney General Mike Hilgers filed on March 4, 2026, alleging Roblox exposed minors to predators and violent content while marketing itself as safe.¹⁷

Oklahoma. Attorney General Gentner Drummond filed a 51-page complaint on May 14, 2026, alleging the platform endangered children and that an “international Satanic cult” had used the site for grooming, sextortion, and violence.¹⁸

The Settlements So Far

Three states have settled. Roblox admitted no wrongdoing in any of them.

Alabama — $12.2 million. Announced April 2026. The four-year agreement requires Roblox to implement facial age-estimation or government ID verification before users can access chat, block private chats between adults and users under 16 (unless the adult is on a parent-approved list), restrict personalized ads for users under 16, and publish annual transparency reports. Payments run $5.7 million in year one, $2.5 million in years two and three, and $1.5 million in year four, into Alabama’s Safe School Initiative Fund. The deal includes a most-favored-nation clause giving Alabama the benefit of any stronger safety terms or larger payments granted to other states during the four-year term.¹⁹
Nevada — $12 million. Announced April 15, 2026, by Attorney General Aaron Ford. $10 million over three years funds non-digital youth activities such as the Boys and Girls Club, $1 million over two years funds an online safety awareness campaign, and $1.5 million creates a law enforcement liaison position. Roblox must implement mandatory age verification, restrict chat between adults and users under 16, remove encryption from communications involving minors to aid law enforcement, and restrict nighttime notifications for young users.²⁰
West Virginia — $11 million. Reported alongside the other settlements, with specific terms not publicly detailed.²

Criminal and Regulatory Investigations

Florida criminal investigation. Attorney General James Uthmeier issued criminal subpoenas to Roblox on October 20, 2025, escalating an inquiry that began with a civil subpoena in April 2025. The investigation focuses on whether the in-game currency Robux has been used to bribe minors for explicit images and whether Roblox failed to report incidents of child victimization to authorities.²¹ Roblox has said it is cooperating.²²

South Carolina and Georgia. South Carolina Attorney General Alan Wilson issued a Civil Investigative Demand on December 16, 2025, under the state’s Unfair Trade Practices Act, seeking information on minor users, content moderation, and ad targeting.²³ Georgia Attorney General Chris Carr followed on February 17, 2026, with a Civil Investigative Demand for documents on abuse reports, internal communications about child harm, and audits of adult-child interactions.²⁴

The Netherlands and the EU. On January 30, 2026, the Netherlands Authority for Consumers and Markets (ACM) opened a formal investigation under the EU Digital Services Act, examining whether Roblox adequately protects children from violent and sexually explicit games, contact with “ill-intentioned” adults, and “misleading techniques to encourage purchases.” The ACM said the probe is expected to last about a year and could result in binding instructions or fines.²⁵ The European Commission is separately weighing whether to designate Roblox a “very large online platform” under the DSA, which would open the door to EU-level enforcement.²⁶

FTC petition. In May 2026, a coalition including the Electronic Privacy Information Center, Fairplay, and the National Center on Sexual Exploitation asked the Federal Trade Commission to investigate Roblox for “manipulative design features” targeting children, including engagement-maximizing designs and a currency system that encourages spending. No FTC enforcement action has been announced.²⁷

The Investor Class Action

Roblox also faces a securities class action, which sits on the opposite side of the safety debate. The complaint alleges that between October 30, 2025, and April 30, 2026, executives made materially misleading statements about growth prospects while failing to disclose that the age-verification rollout begun in November 2025 would slow user growth, hurt app-store ratings, and reduce organic sign-ups.²⁸

On a February 2026 earnings call, CEO David Baszucki told investors the company was “very excited and proud of the way our age verification rollout has gone.” On April 30, 2026, Roblox cut its full-year bookings growth forecast from 24% to 10% and said only 51% of global users had completed age verification, citing “continued friction.” Shares fell 18% the next trading day, erasing more than $6.7 billion in market capitalization.²⁸ The deadline for shareholders to move to serve as lead plaintiff is August 7, 2026.²⁹

What Roblox Has Said and Changed

Roblox has broadly disputed the allegations. Chief Safety Officer Matt Kaufman has said the platform monitors all conversations, takes “aggressive action” against guideline violations, and provides parental controls to limit communication and game access.³⁰ On the Alabama settlement, Kaufman said the agreement “reflects a shared commitment to the safety and wellbeing of Alabama students.”¹⁹

In April 2026, the company announced two new age-based account types set to launch in June 2026. “Roblox Kids” accounts, for ages 5 to 8, restrict access to games with the lowest maturity ratings and disable all communication by default. “Roblox Select” accounts, for ages 9 to 15, allow moderately rated content and include expanded parental controls for blocking specific games, managing chat settings, and granting access to individual titles.³¹ Games in both account types must pass a three-step vetting process that includes developer identity verification and real-time monitoring of user reports. Users who have not completed age verification are limited to the lowest-maturity games with no communication access. As of late March 2026, more than 50% of global daily active users and 65% of U.S. users had completed age checks.³²
