Roblox Lawsuit Response: AG Cases, MDL, and Settlements

The Roblox lawsuit landscape has expanded rapidly since August 2025: at least ten state attorneys general have sued the gaming company over alleged child-safety failures, more than 160 families have joined a federal multidistrict litigation, three states have settled for a combined total exceeding $35 million, and advocacy groups have petitioned the Federal Trade Commission to open a formal investigation. Roblox denies the core allegations and has rolled out a new age-tiered account system, but active cases remain in at least seven jurisdictions as of mid-2026.

What the Lawsuits Allege

The state cases differ in the statutes they invoke, but the underlying accusations line up. Attorneys general allege that Roblox deceived parents about how safe the platform is, failed to implement meaningful age verification, allowed sexually explicit games to be labeled as suitable for all ages, and let predators contact and exploit minors. Several complaints tie their claims to specific criminal cases, including a July 2025 arrest in Livingston Parish, Louisiana, in which a suspect allegedly used Roblox to lure and sexually exploit young players.¹

Some suits also target the platform’s virtual currency, Robux, arguing that gift cards make the currency a tool for grooming and extortion. Kentucky named both Roblox Corporation and Roblox Prepaid Company, LLC, the Kentucky entity that issues those gift cards, on that theory.²

The State Attorney General Cases

Louisiana Attorney General Liz Murrill opened the wave on August 14, 2025, filing in the 21st Judicial District Court in Livingston Parish. The complaint accused Roblox of facilitating the distribution of child sexual abuse material and allowing “open trading of child pornography among gamers,” and sought restitution, damages, and attorney’s fees.¹

Kentucky Attorney General Russell Coleman followed on October 7, 2025, filing in Madison Circuit Court. His 68-page complaint called the platform a “playground for predators” and sought a permanent injunction and civil penalties up to $2,000 per willful violation.² Roblox called the filing “sensationalized, outdated and out-of-context.”³

Texas Attorney General Ken Paxton sued on November 7, 2025, invoking the Texas Deceptive Trade Practices Act and seeking civil penalties, injunctive relief, and fees.⁴⁵⁶

Tennessee Attorney General Jonathan Skrmetti and Iowa both filed suit in December 2025. In Iowa, a judge denied Roblox’s motion to dismiss in May 2026, letting the case proceed.⁷⁸ Nebraska Attorney General Mike Hilgers filed on March 4, 2026, alleging the company “refused to implement reasonable, common-sense, and feasible safety precautions.”⁹ Oklahoma Attorney General Gentner Drummond announced his suit in May 2026. Indiana has an active suit, and South Carolina’s attorney general announced a formal investigation in December 2025.¹⁰

Los Angeles County joined the wave on February 19, 2026, becoming the first California governmental entity to sue Roblox over child safety. County Counsel Dawyn R. Harrison filed in Los Angeles Superior Court on behalf of the People of the State of California, alleging violations of California’s Unfair Competition Law and False Advertising Law, and seeking civil penalties of up to $2,500 per violation per day.¹¹ Roblox said it “strongly” disputed the claims and would “defend against it vigorously.”¹²

The Settlements So Far

In April 2026, three states resolved their claims for a combined total above $35 million. None of the published agreements record any admission of wrongdoing by Roblox.

Alabama settled for $12.2 million on April 21, 2026. The state’s document is titled an “Assurance of Voluntary Compliance,” and the funds are earmarked for school resource officers under the Attorney General’s Safe School Initiative. The agreement contains a “most favored nation” clause giving Alabama the benefit of any better terms Roblox reaches with other states.¹³
Nevada settled for $12 million on April 16, 2026.¹⁰
West Virginia settled for $11 million on April 21, 2026, payable over several years. Allocations include $1.5 million for a three-year public safety campaign, $500,000 for safety education workshops, and $2.4 million over six years for a dedicated in-state internet safety specialist.¹⁴

All three settlements require Roblox to implement or maintain age verification using facial estimation and government IDs, restrict adult-to-minor chat, default minors to safe content modes, and cooperate with state law enforcement.¹⁴

The Federal MDL and the Arbitration Fight

Outside the state actions, families have brought their own claims. In December 2025, federal cases alleging that Roblox enabled sexual assault, grooming, trafficking, and exploitation of children were consolidated into multidistrict litigation before Judge Richard Seeborg in California federal court. As of June 3, 2026, 162 cases were active in the MDL.¹⁰

A defining battle in the MDL is whether individual claims must go to private arbitration under Roblox’s Terms of Service. Plaintiffs’ lawyers point to the Ending Forced Arbitration of Sexual Assault and Sexual Harassment Act, a 2022 federal law that carves sexual assault and harassment claims out of arbitration agreements. In November 2025, a California Superior Court judge denied Roblox’s arbitration motion in one such case. Roblox said it disagreed and would appeal.¹⁵ In April 2026, the MDL judge signaled intent to appoint a settlement master to mediate between the parties. No global settlement has been reached.¹⁰

How Roblox Is Responding

Roblox has publicly rejected the accusations. The day after the Louisiana filing, the company published a rebuttal addressing what it called “erroneous claims and misconceptions” about platform safety.¹⁶ A spokesperson told Louisiana media that “the assertion that Roblox would intentionally put our users at risk of exploitation is categorically untrue,” saying bad actors “try to circumvent our systems to try to direct users off the platform, where safety standards and moderation platforms may differ.”¹⁷

The company points to more than 40 safety features rolled out in the prior year, including stricter defaults for users under 13, content maturity labels, selfie-video age estimation, and updated parental controls. It also cites Roblox Sentinel, an AI risk-detection system released as open source in August 2025 and in production since late 2024, which the company says contributed to about 1,200 of its 2025 reports to the National Center for Missing and Exploited Children. Roblox submitted 24,522 reports to NCMEC in 2024.¹⁶¹⁸

The most significant product change launched globally in early June 2026 under the names “Roblox Kids” and “Roblox Select,” creating three age tiers:

Roblox Kids covers ages 5 to 8. Chat is fully disabled unless a linked parent grants permission, and access is limited to games rated “Minimal” or “Mild” that pass an expanded safety review.
Roblox Select covers ages 9 to 15. Access extends to “Moderate”-rated games, communication is tiered, and users may interact with designated “Trusted Friends.”
The standard Roblox account is for ages 16 and up, with full game access except restricted 18+ content and chat enabled.

Users who have not completed an age check cannot use chat at all. Linked parents can block individual games, manage chat access, and set spending or screen-time limits.¹⁹ Games available to users under 16 must clear a continuous vetting process, and their developers must complete ID verification, enable two-step authentication, and hold an active Roblox Plus subscription.²⁰ Several state complaints have characterized earlier rounds of updates as “too little, too late.”

Section 230 and the Pending FTC Request

Roblox has had success invoking federal immunity in adjacent litigation. In Angelilli v. Activision Blizzard, Inc., a game-addiction case in the Northern District of Illinois, a federal court ruled in April 2025 that Section 230 of the Communications Decency Act bars claims that turn on user-generated content and social features, treating Roblox as an interactive computer service that provides “neutral tools.” The court also held that video games are protected expression under the First Amendment. It dismissed all nineteen counts, though it granted leave to amend, and noted that some Roblox-created elements like specific character skins could support narrower claims.²¹ Whether those same defenses reach the child sexual exploitation theories at the heart of the state and MDL cases is a separate question that has not been resolved.

No federal enforcement action has been taken against Roblox as of mid-2026. On May 20, 2026, a coalition led by the Electronic Privacy Information Center, Fairplay, and the National Center on Sexual Exploitation filed a formal request urging the FTC to investigate the company. The groups allege violations of Section 5 of the FTC Act and the Children’s Online Privacy Protection Act, and state that roughly 40 percent of Roblox’s more than 130 million daily users are under 13, with children as young as five able to create accounts.²²

The MDL, active state lawsuits in at least seven jurisdictions, the South Carolina investigation, and the FTC coalition request all remain open.
