Sherry Ballard’s fight for justice for Crystal Rogers is the eleven-year public campaign the Bardstown, Kentucky mother waged after her 35-year-old daughter vanished in July 2015: pressing a slow-moving investigation, pushing the FBI’s involvement, sitting through the 2025 murder trials, confronting the man convicted of killing Crystal at his sentencing, and lobbying a new state law into existence. Crystal’s body has never been found, and Ballard’s husband Tommy was shot and killed in 2016 while searching for their daughter. She is still fighting.
Keeping the Case Alive After Crystal Vanished
Crystal Rogers was last seen on July 3, 2015, with her then-boyfriend Brooks Houck at his family’s farm near Bardstown. Two days later, on July 5, Sherry Ballard reported her daughter missing. Crystal’s red Chevrolet Impala was found abandoned the same day on the Bluegrass Parkway with a flat tire, her phone, purse, and keys still inside.1WLKY. From that first week on, Ballard became the public face of the search. The early investigation moved slowly and was tangled with interference: Brooks Houck’s brother Nick, a Bardstown police officer, was fired in October 2015 for allegedly interfering with the case.3WDRB. Nick Houck Charged With Perjury Years passed without an arrest for Crystal’s murder. Ballard kept pressing, and in August 2020 the FBI took over the investigation, deploying more than 150 state and federal officers to Bardstown and executing nine search warrants at properties connected to the Houck family.4WLKY. Losing Tommy Ballard
Sherry’s husband, Tommy Ballard, shared her mission. He organized a community search group called “Team Crystal” and looked for his stepdaughter almost daily. Family members later said Tommy was “getting close to a breakthrough” when he was shot once in the chest and killed on November 19, 2016, while preparing for a hunting trip with his 12-year-old grandson on family property near the Bluegrass Parkway.7Lexington Herald-Leader. Sherry has repeatedly said she believes Tommy was killed because he was getting too close to finding Crystal. Losing her husband while still searching for her daughter sharpened rather than ended her campaign. The FBI maintains a reward of up to $10,000 for information in Tommy’s case, and by mid-2025 the Ballard family had privately increased the reward to $50,000.9WBKO. Crystal Rogers Case
In 2023, prosecutor Shane Young revealed in court that the state had obtained a rifle sold by Nick Houck under a fake name. The firearm is the same caliber as the weapon used to kill Tommy and matched four of five forensic criteria investigators were examining, with testing by the ATF’s national lab underway.10WDRB. In Court for the Convictions
The case finally broke in September 2023, when Joseph Lawson was indicted for conspiracy to commit murder and Brooks Houck was indicted for murder and tampering with evidence and arrested on a $10 million bond. In December 2023, Joseph’s father Steven Lawson was also charged.1WLKY. Crystal Rogers Case Timeline
Steven Lawson was tried first. On May 30, 2025, a Warren County jury found him guilty of conspiracy to commit murder and tampering with physical evidence, and he was sentenced to 17 years.12WLKY. Ballard sat through it. On July 8, 2025, after roughly four hours of deliberation, the jury found Brooks Houck guilty of murder and tampering with physical evidence and Joseph Lawson guilty of conspiracy to commit murder and tampering with physical evidence.14Court TV. “Tell Me Where My Daughter Is”

Ballard’s victim impact statement at that hearing was the defining public moment of her decade-long fight. She addressed Houck directly, listing three “mistakes” he had made: failing to fix her daughter’s tire, underestimating the love she and Tommy had for Crystal, and killing her daughter. She called him a “worthless human being” and a “coward,” and recounted years of alleged abuse: removing light bulbs from rooms, taking doors off hinges, and cutting off the water supply as punishment.16WLKY. Her most quoted words were a demand: “Tell me where my daughter is. Pushing the Crystal Rogers Act Into Law
Ballard’s fight did not end in the courtroom. During the trial, prosecutors revealed that the Houck family had used hidden recording devices to secretly capture grand jury proceedings, police interviews, and private conversations. The previous one-year statute of limitations on those offenses had already expired before investigators found the recordings, so no charges could be brought.18WBKO. Ballard took that gap to the Kentucky legislature. In January 2026, Representative Candy Massaroni of Bardstown introduced House Bill 305, the Crystal Rogers Act. The bill extends the statute of limitations for secretly recording grand jury proceedings from one year to ten years, and for unlawfully sharing grand jury testimony from one year to five years. Ballard testified before the House Judiciary Committee in support of the bill, telling lawmakers the old time limit had prevented charges in her daughter’s case. The House passed it 93–0 in February 2026, the Senate passed it 38–0 in March 2026, and Governor Andy Beshear signed it into law on April 13, 2026.19WAVE 3 News. What She’s Still Fighting For
Both Brooks Houck and Joseph Lawson are appealing to the Kentucky Supreme Court. Houck filed on January 21, 2026, arguing the state failed to prove murder given the absence of a body, confession, weapon, or crime scene, and raising objections to the joint trial and to Judge Simms’ refusal to recuse.21WDRB. She is also watching the related prosecutions. Nick Houck was arrested on June 4, 2026, on a Nelson County indictment warrant for first-degree perjury, a Class D felony alleging he made false statements to officials between July 2015 and April 2023. He posted a $25,000 bond that same day and was released with a dusk-to-dawn curfew.24WAVE 3 News. Nick Houck Pleads Not Guilty to Perjury Ballard welcomed the arrest, calling it “the best birthday gift I could have ever got” and saying she hoped it would “lead to bigger things” in the investigations. “I don’t mean to sound vindictive,” she added, “but anything I can do to make that family pay for what they’ve done to my family, I’m 100% going to be right there.”11WAVE 3 News. One fight Ballard has chosen not to wage is over custody of Eli, the 12-year-old son Crystal shared with Brooks Houck. On September 15, 2025, a Nelson County judge granted permanent custody to Houck’s sister, Rhonda McIlvoy, who had held temporary custody since 2023. Ballard had earlier sought custody herself.26WLKY.
