Sidney Mecham: Parade Incident, Sentence, and Security Changes

Sidney Mecham is an Oregon man who was sentenced to five years in state prison on October 1, 2024, after driving his pickup truck through a closed portion of Portland’s Grand Floral Parade route in June 2023 and endangering hundreds of spectators. What Happened at the Grand Floral Parade

On the morning of June 10, 2023, Mecham was driving his silver Chevrolet Avalanche north on Interstate 5 in Portland when he ran into road closures for the Rose Festival’s Grand Floral Parade. Dashcam video from inside his own truck captured him growing enraged, yelling, “They got it all blocked off! The Lloyd Center exit! The Convention Center exit! Every exit!”2The Oregonian. Near the Moda Center, he bypassed Oregon Department of Transportation trucks blocking the Broadway-Weidler exit by driving over a curb, up a hillside, and through ivy along the off-ramp.3Portland Tribune. Mecham drove east on Northeast Weidler Street, turned south onto Northeast Martin Luther King Jr. Boulevard, then turned onto Northeast Wasco Street, heading directly toward spectators. Parents grabbed their children out of the roadway, parade-goers scrambled clear, and a vendor threw an object at the truck as it passed.4KCBY. The truck eventually broke through a final barricade and left the parade route. Portland Police tracked it from the air, and officers arrested Mecham near the intersection of Northeast 24th Avenue and Northeast Clackamas Street. No one was physically injured. Charges and Guilty Plea

A Multnomah County grand jury originally indicted Mecham on 38 counts. Those included second-degree attempted assault, 17 counts of unlawful use of a weapon, 15 counts of recklessly endangering another person, reckless driving, attempt to assault a police officer, attempt to elude police by motor vehicle, and two counts of failing to perform the duties of a driver.6KPTV. He ultimately pleaded guilty to a reduced set: two felony counts of unlawful use of a weapon, 15 misdemeanor counts of recklessly endangering another person, and one count of reckless driving.1The Oregonian. The Sentence

Judge Christopher Marshall sentenced Mecham on October 1, 2024, to five years in prison followed by five years of post-prison supervision.7KPTV. In court, Mecham told victims and the public, “I want to reassure everyone: This was not a planned attack on Portland and the Grand Floral Parade. This was poor planning and impulsive thinking.” He said he would accept the consequences and planned to enroll in anger management and cognitive behavioral therapy while incarcerated. Prior Criminal Record

The Oregon State Police classified Mecham as a “predatory sex offender,” a designation stemming from a 1999 Multnomah County conviction.8Daily Astorian. In 1999, he was convicted of two counts of attempted first-degree rape and one count of attempted first-degree sodomy. He received 36 months in prison on the attempted sodomy count and 120 months of probation on each of the attempted rape counts, entering the Department of Corrections in March 1999 and leaving in August 2001. In April 2003, a Multnomah County judge revoked his probation on the attempted rape convictions and imposed concurrent terms of 38 and 28 months.10FindLaw. Mecham v. Hill

In May 2016, Mecham was sentenced to 28 months in prison in Clatsop County Circuit Court after pleading no contest to charges involving a 16-year-old male victim. Those charges included third-degree sodomy, third-degree sex abuse, unlawful delivery of marijuana, furnishing alcohol to a minor, failure to register as a sex offender, interfering with making a report, menacing, harassment, and endangering the welfare of a minor. Between those cases, Mecham was convicted of failing to report as a registered sex offender in 2009, 2010, and 2014, and he picked up traffic convictions for driving without insurance in 2013 and driving with a suspended license in 2019.9KOIN. Changes to Rose Festival Parade Security

The incident prompted visible changes to how Portland’s Rose Festival parades are secured. For the 2025 Starlight Parade, organizers replaced the traditional dump trucks used as barricades with specialized anti-vehicle barriers designed to be cabled together, then flip, surround, and trap any vehicle that attempts to drive through them. The technology was adopted on the recommendation of the Department of Homeland Security. Organizers also equipped each barricade monitor with a radio linked to the Emergency Operation Center and deployed officers on foot, bicycles, motorcycles, ATVs, and in patrol vehicles, along with undercover security personnel.11KATU.
