Utah Code on Expired Registration: Fines, Impound, and Dismissal

Driving with expired registration in Utah is an infraction under Utah Code 41-1a-1303, with a suggested fine of $50. If you renew within 14 days of the citation and your registration had been expired for less than two months when you were stopped, a judge can dismiss the ticket entirely. If your registration has been expired more than three months, an officer can have your vehicle towed on the spot, and you’ll owe an administrative penalty equal to your full registration fees on top of the court fine.1Utah Legislature. Registration in Utah runs 12 months, starting the first day of the month you register and ending the last day of that month the following year. If that final day lands on a weekend or holiday, you get until midnight of the next business day. There is no built-in grace period for driving. The moment your registration lapses, you’re technically in violation the next time you use the vehicle on a public road.2Utah Legislature. The $50 Fine and the 14-Day Dismissal

Utah’s Uniform Fine Schedule sets the suggested fine at $50. Because expired registration is a non-moving infraction, no surcharge is added on top.3Utah Courts. 2025 Uniform Fine Schedule

The schedule also builds in a way out. A judge may dismiss the citation if two conditions are met:

  • The citation was issued within two months of your registration expiring.
  • You renew your registration within 14 days of receiving the citation.

Miss either window and dismissal is off the table. Meet both, bring proof of renewal to court or submit it as directed on the citation, and a $50 problem can turn into a $0 problem.3Utah Courts. 2025 Uniform Fine Schedule

The Doubled-Fee Penalty

Separate from the court fine, Utah Code 41-1a-1307 hits anyone caught driving without having paid registration fees with an administrative penalty equal to the full title and registration fees they owe. Effectively, you pay the state twice. This penalty stacks on top of the infraction fine and any other fees required under the registration chapter.1Utah Legislature. The Three-Month Impound Line

Utah Code 41-1a-1101 lets any peace officer seize a vehicle without a warrant once registration has been expired more than three months. The same authority covers vehicles never properly registered by the current owner and those with suspended or revoked registration.4Utah Legislature. Three months is a hard line. Two months and 29 days expired, you get a ticket and drive home. Three months and one day, the officer can call a tow truck. All towing and storage costs fall on the owner, and you can’t get the vehicle back until the registration issue is resolved and every impound-related cost is paid.5Utah Legislature. How Officers Spot It

Expired registration is one of the easier violations to catch. Officers read the decal on the plate, run tags during routine stops, and use automated license plate readers mounted on patrol vehicles that scan plates continuously and flag expired registrations in real time against the state database.

An expired sticker is probable cause on its own; no other reason is needed to pull you over. Once the stop starts, the officer checks your license, insurance, and registration paperwork, and anything else that surfaces gets handled separately.

What to Do With the Citation

A mandatory court appearance isn’t required for expired registration. The Uniform Fine Schedule lets you pay the $50 fine without seeing a judge.3Utah Courts. 2025 Uniform Fine Schedule If you want to fight the ticket or ask for a dismissal because you’ve already renewed, you can appear and make that case.

Ignoring it is the worst option. If you don’t appear or pay, the court can issue a bench warrant.6Utah Legislature. Utah Code 77-7-19 – Procedure on Citation A $50 infraction turning into an arrest warrant is entirely avoidable.

The Insurance Problem That Often Comes With It

Expired registration frequently exposes lapsed insurance, because insurance verification is a standard part of any traffic stop. Driving without insurance in Utah is a Class C misdemeanor under Utah Code 41-12a-302, with a minimum fine of $400 for a first offense and at least $1,000 for a second offense within three years.7Utah Legislature. If your registration lapsed because you dropped insurance first, get the insurance back in place before you renew. Otherwise a routine registration stop becomes a misdemeanor with a $400-plus floor.

Will Your License Be Suspended?

Not for this alone. Under Utah Code 53-3-221, the Driver License Division may not revoke, deny, suspend, or disqualify a license based only on a failure to appear, a failure to pay a fine, or a bench warrant issued for either.8Utah Legislature. There’s a caveat. Under Utah Code 53-3-218, courts can still notify the Driver License Division about failures to appear when the underlying charge is a moving violation, no insurance, or certain other offenses. Expired registration on its own is a non-moving violation, so it shouldn’t reach your license through this channel. An unpaid fine can still be sent to collections, which affects credit and creates friction the next time you deal with the courts.

How to Renew

You can renew online, by mail, or in person at a county DMV office. Total cost depends on the vehicle type, fuel type, age, and county. Several counties add a $10 highway corridor fee, some add an air pollution control fee of $2 to $3, and every registration includes a $2.50 driver education fee and a $1 uninsured motorist identification fee.10Utah State Tax Commission. Some counties require a current emissions or safety inspection before renewal. The DMV runs an online tool that tells you whether your specific vehicle needs one.11Utah State Tax Commission. Renew Your Registration If yours has lapsed and an inspection is required, you’ll need to pass it before the DMV will process the renewal.

Already been cited? Renew within 14 days to preserve the dismissal option, and bring proof to your court date or send it to the court as the citation directs.

A Different Rule for New Residents

If you recently moved to Utah and are still on out-of-state plates, this isn’t the rule that applies to you. Under Utah Code 41-1a-202, new residents must register within 60 days of establishing residency.12Utah Legislature. A court cannot dismiss the charge just because you eventually registered, though if you show up with proof of current registration and the violation lasted less than a year, the judge may reduce the fine to $200.13Utah Legislature.
