Who Has to Get Inspected
The requirement covers cars, trucks, SUVs, vans, motorcycles, trailers, and semitrailers operated on Virginia highways. Your sticker expires on the last day of the month printed on it, and a new one is required every 12 months. The Superintendent of State Police oversees the program.4Virginia State Police. A handful of vehicles are exempt under Virginia Code § 46.2-1158.01:
- Antique vehicles registered with antique plates under § 46.2-730.
- Four-wheel vehicles weighing under 500 pounds with less than 6 horsepower.
- Boat, utility, and travel trailers that are not equipped with brakes.
- Vehicles being delivered from a manufacturer to a dealer, or between dealer locations.
- Vehicles whose inspection expires while out of state, being driven directly home or to an inspection station.

What the Inspection Covers and What It Costs
A Virginia safety inspection is a hands-on review of the vehicle’s core safety systems: brakes and parking brake, all exterior and interior lighting, steering and suspension components, tires and wheels, windshield and glass, exhaust system, horn, mirrors, and wipers and defroster. - Cars, SUVs, light trucks, trailers, and motor homes: up to $20.
- Motorcycles: up to $12.
- Autocycles: up to $12.
- Heavy trucks (26,000+ pounds), tractor trucks, and large passenger vehicles seating 16 or more: up to $51.
A portion of each fee funds the State Police inspection program.
If Your Vehicle Fails
A vehicle that fails gets a rejection sticker, and that sticker stays valid for 15 calendar days from the date issued.6Virginia Code Commission. Virginia Code 46.2-1158 – Frequency of Inspection; Scope During that window you will not be cited for the specific defects that caused the failure, which gives you time to arrange repairs.
If you return to the same station within 15 days, the reinspection is limited to the previously failed items (unless the inspector spots an obvious new problem), and the reinspection fee is capped at $1. Go to a different station, or let the rejection sticker expire, and the station must run a full inspection and charge the full fee.1Virginia Code Commission. Penalties for Driving Without a Valid Sticker
Operating a vehicle on a Virginia highway without a current inspection sticker is a traffic infraction. The uniform fine is $50 plus a $51 processing fee, totaling $101 per offense.2Virginia’s Judicial System. There is real leniency built in. A court can dismiss the summons if you appear with proof that the vehicle has since been inspected or that the defects have been corrected. If you are cited for an expired inspection, the officer cannot also cite you for individual equipment violations on that vehicle, and no equipment citation can be issued for it during the 15 days after the inspection citation.7Virginia Code Commission. No penalty applies when you are driving directly from where the vehicle is kept to an inspection station by the most direct route, provided you have a prior appointment.5Virginia Code Commission. Virginia Code 46.2-1157 – Inspection of Motor Vehicles Required
The Four-Month Rule on Traffic Stops
Virginia law prevents an officer from stopping your vehicle solely because of an expired inspection sticker until the first day of the fourth month after the expiration date.3Virginia Code Commission. Virginia Code 46.2-1157 – Inspection of Motor Vehicles Required If your sticker expired in January, the sticker alone cannot be used as the basis for a stop until May 1.
This is not permission to drive uninspected for four months. You are in violation the day after the sticker expires and can still be cited if an officer stops you for another reason and notices the expired sticker. What the statute restricts is using the sticker as the sole justification for the stop. Evidence obtained during a stop that violates this rule, including evidence obtained with your consent, is inadmissible in court.3Virginia Code Commission. Emissions Testing Is a Separate Program
The annual safety inspection applies statewide. Emissions testing is a different program on a two-year cycle, and it only applies to vehicles registered in certain Northern Virginia and Richmond-area localities.8Virginia Code Commission. Virginia Code Article 22 – Emissions Inspections
The enhanced emissions program covers vehicles 10,000 pounds or less and less than 25 model years old registered in Arlington, Fairfax, Loudoun, Prince William, and Stafford counties, and in the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. A basic emissions program covers vehicles 8,500 pounds or less in Chesterfield, Hanover, and Henrico counties and in Colonial Heights, Hopewell, and Richmond.
Motorcycles, vehicles powered by clean special fuels, antique-plated vehicles, and cars from the current model year or the three most recent model years are exempt from emissions testing. Moving to Virginia With a Registered Vehicle
New residents must title a vehicle in Virginia within 30 days of moving. Before the vehicle can be operated on Virginia roads, it needs a Virginia safety inspection and a valid sticker.9Virginia DMV. New to Virginia
If the vehicle will be registered in a locality that requires emissions testing, you also need a Virginia emissions inspection to complete registration, unless you hold a valid emissions certificate from another state issued within the past 12 months. In that case, the out-of-state certificate satisfies the requirement for your initial registration.9Virginia DMV. New to Virginia
Tampering With Stickers Is a Crime
Driving with an expired sticker is a traffic infraction. Tampering with stickers is a criminal offense. Removing an inspection sticker from the custody of an authorized person, possessing a sticker you are not authorized to hold, or using one in any unauthorized way is a Class 1 misdemeanor.10Virginia Code Commission. Virginia Code 46.2-1172 – Unauthorized Taking, Possession, or Use of Inspection Stickers A Class 1 misdemeanor conviction in Virginia can carry up to 12 months in jail, a fine of up to $2,500, or both, and it produces a criminal record rather than a traffic ticket.
