Virginia Rejection Sticker Rules: 15-Day Window and Penalties

A Virginia rejection sticker is what an inspection station puts on your vehicle when it fails safety inspection. It stands in for an approval sticker for 15 calendar days after the inspection date, and during that window you can drive the vehicle while you arrange repairs and reinspection.¹ Only one rejection sticker can be issued to a vehicle at a time, and a vehicle that already carries one, or shows evidence of having had one, cannot receive another until it passes.²

The 15-Day Window and What It Protects

The rejection sticker is valid for 15 calendar days after the day of inspection. During those 15 days it takes the place of an approval sticker and puts no travel restrictions on the vehicle.²

The statute also provides a specific legal shield during that window: you cannot be charged with a vehicle equipment violation under Articles 3 through 9 of the motor vehicle code for the defects the inspector documented.¹

That protection is narrower than it sounds. It stops a fix-it ticket for the listed defects. It does not eliminate civil responsibility if a known defect causes a crash, and it does not cover any new problem that develops after the inspection. The 15 days are meant for repairs, not for continued driving on hazardous equipment.

What Happens When the Sticker Expires

Once the 15 days run out, two things change at once. The equipment-violation shield disappears, and you can be pulled over and cited for driving without a valid inspection. Any station that inspects a vehicle bearing an expired rejection sticker must run a complete inspection and may charge the full inspection fee rather than the reduced reinspection rate.¹

Getting Reinspected Before the Sticker Expires

Where you take the vehicle changes both the price and the scope of the reinspection.

Back to the Same Station

Returning to the station that rejected the vehicle is the cheaper path. Within the 15-day window that station only has to recheck the items that originally failed, unless a new obvious defect has appeared. The reinspection fee is capped at $1.³ You get a maximum of two reinspections at that station during the validity period.² If the inspector spots a new defect during reinspection, the sticker won’t clear until that is fixed too, so it’s worth confirming every item is right before you drive back.

Going to a Different Station

You can take the vehicle elsewhere, but the new station has to perform a complete inspection of the whole vehicle, not just the items that failed originally.² Full inspection fees apply: up to $20 for a standard passenger vehicle, and up to $51 for a tractor truck, a truck rated at 26,000 pounds or more, or a bus seating more than 15 passengers.³

Brake rejections carry an extra wrinkle at a new station. If the second inspector can’t tell which wheels the first inspector pulled to examine the brakes, all four wheels must come off to confirm the defects have been addressed.² Bringing repair receipts that identify the wheels serviced can save time.

Do Not Peel the Sticker Off

Neither you nor a mechanic may remove a rejection sticker, valid or expired, unless the vehicle has passed all inspection requirements.² Scraping it off to start fresh at another station doesn’t work either, because the regulation bars any station from issuing a new rejection sticker to a vehicle that shows evidence of having previously received one. The only way to clear the sticker is to fix the problems and pass.

Penalties for an Expired or Missing Sticker

Driving with an expired rejection sticker, or with no sticker at all, is a traffic infraction under Virginia law.⁴ The maximum fine matches a Class 4 misdemeanor at up to $250.⁵

There is a useful out. A court has the discretion to dismiss the summons if you can show the defects have been corrected, or that you have otherwise come into compliance with the inspection requirement after the ticket was issued.⁴ Getting the repairs done and passing inspection before your court date is the strongest position from which to ask for dismissal.

Disputing a Rejection You Think Was Wrong

If you believe the vehicle was rejected improperly, start by raising it with the station’s manager or owner. If that doesn’t resolve the issue, the Virginia State Police supervising trooper assigned to that station is the next level of review and can evaluate whether proper inspection criteria were followed.⁶

Formal complaints go on Form SP-164, the Inspection Station Complaint/Report. It documents the vehicle, the inspection at issue, and the nature of the dispute, and it is reviewed by an Area Supervisor with escalation available inside the State Police chain of command.⁷ If a station is found to have broken inspection regulations, consequences can include suspension of the station’s license, suspension of the individual inspector’s certification, or court action.⁶

Filing a complaint does not extend your 15-day window. If the dispute drags on, the sticker can expire while it’s still pending. A practical parallel step is to take the vehicle to a different station for a fresh complete inspection; if it passes there, the immediate problem is solved regardless of how the complaint ends.
