What Can You Get Arrested for in Dubai? Drugs, Posts, Customs

The list of things that can get you arrested in Dubai is longer than most visitors realize, and it includes behavior that is unremarkable almost everywhere else: a rude tweet, a kiss on a public street, a CBD gummy in your carry-on, a bar tab that leaves you unsteady on the sidewalk, poppy seeds in a bag of groceries, or an unpaid credit card from a job you left two years ago. Dubai’s law draws on Islamic Sharia principles and Emirati statute, and “I didn’t know” is not a defense. The categories below cover the offenses that most often catch foreign nationals off guard.

Public Behavior That Crosses the Line

The federal penal code criminalizes any “lewd act” that violates public decency, with a minimum of six months in jail. In practice, that captures a wide band of conduct. Dressing immodestly in malls, government offices, and mosques can draw police attention. Swimwear is fine at beaches and hotel pools; nudity and topless sunbathing are criminal.

Public displays of affection are a common trap. Holding hands usually passes without comment, but kissing, prolonged embracing, or openly romantic behavior can trigger fines or arrest. Loud music in the street, aggressive conduct, swearing, rude gestures, and insults directed at another person can all generate a complaint and a prosecution.

Ramadan Hours

Eating, drinking, or smoking in public during daylight hours in Ramadan is illegal for everyone, regardless of religion. The penalty is a fine of up to AED 2,000 or up to one month in jail, and police do issue citations.

Preaching to Muslims

Non-Muslim worship in designated places is legal. Attempting to convert Muslims, preaching against Islam, or distributing religious materials aimed at Muslims carries up to five years in prison.1U.S. Department of State. Alcohol and Intoxication

Alcohol itself is legal in Dubai within licensed hotel bars, restaurants, and clubs. Buying from a retail store to take home requires a personal liquor license.2Gulf News. Do I Need an Alcohol Licence? A Guide to UAE’s Emirate-by-Emirate Alcohol Regulations

What gets people arrested is public intoxication. Being visibly drunk anywhere public, including inside a taxi, is a criminal offense carrying fines up to AED 5,000 or up to six months in jail. Drunk driving brings heavier consequences. If you’ve been drinking, go straight from the venue to your accommodation in a licensed taxi or rideshare and keep your behavior quiet along the way.

Drugs, CBD, and Prescription Medication

Drug laws are where Dubai is at its most unforgiving. Possession of any amount of an illegal substance, including residues detectable only in a lab, is grounds for arrest. Travelers have been detained over microscopic quantities found on shoes or clothing after airport screening. A conviction for personal possession typically brings a minimum of two years in prison, followed by deportation.

Trafficking can carry the death penalty. Under the federal narcotics law, importing or selling controlled substances with intent to traffic is punishable by death or life imprisonment, particularly where organized crime is involved. Lesser trafficking offenses start at five years in prison and AED 100,000 in fines.3UAE Legislation. Federal Decree by Law on Combating Narcotics and Psychotropic Substances

CBD and Hemp

A December 2025 federal decree opened a narrow path for medicinal CBD and certain industrial hemp uses. It did not legalize the products you find at a Western gas station. Hemp-infused foods, smoking products, dietary supplements, and most cosmetics containing hemp remain banned, and recreational cannabis in any form is treated like any other illegal drug. Legality where you bought the product is irrelevant to UAE authorities.

Prescription Medications

Many common prescriptions are controlled substances under UAE law, including certain painkillers, ADHD medications, anti-anxiety drugs, and sleep aids. You can bring up to a three-month supply, but only with a valid prescription and medical report. Electronic pre-approval through the Ministry of Health and Prevention’s online portal before you travel is strongly recommended.4Ministry of Health and Prevention – UAE. MoHAP Urges Customers to Utilise Online Services to Import Personal Medicines and Medical Equipment Arriving with undocumented controlled medication is treated the same as arriving with illegal drugs.

What You Post, Photograph, and Share

UAE cybercrime law reaches into your phone, and it applies to activity carried out on personal devices.

Using any digital platform to insult, defame, or spread false information about another person is criminal. Negative reviews, angry posts, and forwarded rumors all qualify. Fines for online defamation start at AED 150,000 and can include imprisonment. Spreading false information more broadly can bring up to a year in prison and fines starting at AED 100,000, with penalties doubling during crises.

Mocking or insulting the UAE, its leadership, flag, or national symbols on any electronic platform can bring up to five years in prison and fines up to AED 500,000. Content deemed damaging to the government can carry life imprisonment. Authorities have pursued charges over posts made before a person even entered the country.

Photographing or filming people without their consent is a privacy offense with a minimum of six months in jail and fines starting at AED 150,000. Altering someone’s photo to mock or humiliate them carries up to a year in prison and fines between AED 250,000 and AED 500,000. Photographing government buildings, military installations, and restricted areas is separately prohibited.

Owning or using a VPN is not itself illegal. Using one to commit a crime or to bypass UAE content restrictions is, with fines between AED 500,000 and AED 2,000,000 plus possible imprisonment. Using a VPN to access blocked calling apps or restricted sites falls inside that risk.

Relationships and Sexual Conduct

The UAE reformed its personal conduct laws in 2022, but the changes were narrower than the headlines suggested.

Consensual relationships between unmarried adults over 18 were largely decriminalized, and unmarried couples can now live together without automatic criminal liability. However, if a spouse or legal guardian of either person files a formal complaint, the relationship becomes criminal and carries a minimum of six months in prison. The complainant can withdraw the complaint and halt the case, but criminal exposure exists until they do.

If either person is married to someone else, the situation falls under adultery provisions rather than the cohabitation rules. A spouse’s complaint can trigger prosecution regardless of separation or pending divorce. Until a divorce is legally finalized, the marriage creates criminal risk.

Same-sex sexual activity is illegal throughout the UAE. Dubai’s criminal code sets a maximum of ten years in prison; Abu Dhabi’s code goes up to fourteen. Enforcement occurs, and deportation typically follows any prison sentence for non-citizens. Prostitution is prohibited and actively policed, with penalties including imprisonment and deportation for both solicitation and provision.

Money Problems That Become Criminal Problems

Writing a bad check used to be one of the most common reasons foreign nationals landed in a Dubai jail. A 2022 reform moved most bounced checks into civil court, but criminal charges still apply where fraud is involved: writing a check on a closed account, withdrawing the balance before the check is presented, or signing in a way that deliberately prevents cashing.5Central Bank of the UAE. Unpaid debts carry their own trap. Defaulting on loans or credit cards can lead to a court-imposed travel ban that prevents you from leaving the UAE, usually imposed during the enforcement stage of a civil case after a creditor obtains a judgment. You can check whether a ban has been issued against you through the Dubai Police app or website at no charge, around the clock.6Dubai Police. Fraud, meaning acquiring money or property through deception, is a criminal offense under the federal penal code and can bring imprisonment and fines. Working in the UAE without the correct visa and work permit is a separate offense that leads to arrest, fines, and deportation.

Items at Customs That Lead to Arrest

UAE customs maintains a long list of prohibited imports. These are the ones that most often catch travelers:

  • Pork and pork-derived items, including processed meats, lard, and pork-origin gelatin. Pork is sold inside the UAE at designated supermarket sections, but you cannot bring it through customs yourself.7UAE Legislation. Lists of Prohibited and Restricted Goods in the States of GCC
  • Chocolates, candies, and canned fruits containing alcohol.7UAE Legislation. Lists of Prohibited and Restricted Goods in the States of GCC
  • Poppy seeds. Commonly used in baking and South Asian cooking, they are classified with narcotics in the UAE. Travelers have been arrested and sentenced to years in prison for carrying them.
  • Controlled prescription medications without the required documentation and pre-approval.
  • E-cigarettes and certain vape products. Rules change frequently; check before packing.

Visa Overstays

Overstaying any visa, whether tourist, visit, or resident, accumulates a fine of AED 50 per day. The fine itself is manageable; what follows is not. Prolonged overstays can lead to detention, deportation, and a future entry ban. If you realize your visa has expired, going to an immigration office voluntarily is far better than being stopped at the airport.

If You Are Arrested

Foreign nationals arrested in Dubai have the right to contact their embassy or consulate. For U.S. citizens, the embassy can arrange a consular visit, provide a list of local attorneys, help you contact family, and monitor your treatment. It cannot arrange your release or provide legal advice, and family can send money through the State Department to help with legal fees.8U.S. Embassy & Consulate in the United Arab Emirates.
