What happened to Meek Mill is, at its center, a twelve-year criminal case: the Philadelphia rapper, born Robert Rihmeek Williams, was arrested in 2007 on gun and drug charges, convicted in 2008, and then cycled through probation violations and jail stints under a single judge until a Pennsylvania appeals court overturned the conviction in 2019 and the case closed with a misdemeanor plea and no further penalty. Since then he has co-founded the REFORM Alliance, pushed probation legislation through Pennsylvania and other states, and continued releasing music while building ownership stakes in sports and apparel companies.
The Arrest and Conviction That Started It
Williams was arrested in January 2007 on a South Philadelphia street and charged with assault, drug possession, and gun possession.1NBC Philadelphia. Meek Mill Legal Troubles Philadelphia He was convicted of weapon and drug charges in August 2008 after a nonjury trial, a format he later said he chose because he could not afford a jury trial.2Rolling Stone. Meek Mill’s Legal Troubles: A History In January 2009, Judge Genece Brinkley sentenced him to 11½ to 23 months in jail followed by seven years of probation. He was released on parole and house arrest that June.
The entire case rested on the testimony of a single officer, Reginald Graham. That fact mattered later, because Graham’s credibility would eventually collapse.
Why One Case Lasted Twelve Years
Williams never picked up a new criminal conviction during his probation. He was still hauled back into court again and again on technical violations, each one restarting or extending his supervision.
- December 2011: flagged for opioid use; not jailed.
- December 2012: travel and scheduling violations; ordered to perform community service.
- March 2013: unauthorized travel; ordered to attend etiquette classes.
- July 2014: failure to report and unauthorized travel; sentenced to roughly five months in jail and five more years of probation.
- December 2015: failure to report, travel violations, and a tampered urine test; sentenced in February 2016 to 90 days of house arrest and community service.1NBC Philadelphia. Meek Mill Legal Troubles Philadelphia
The financial damage ran into the tens of millions. Williams later estimated he spent upward of $30 million on legal fees and lost income across the saga.3The Appeal. The 2017 Prison Sentence
On November 6, 2017, Brinkley sentenced Williams to two to four years in state prison for probation violations tied to a failed drug test, popping wheelies on a dirt bike in New York City, and an altercation at a St. Louis airport.4NPR. Why the Conviction Fell Apart
Two problems with the original case surfaced in the years that followed: the officer whose word built it, and the judge who kept enforcing it.
The Officer
Former Philadelphia police officers submitted sworn affidavits alleging that Graham fabricated the claim that Williams pointed a gun at officers during the 2007 arrest and that Graham had lied about Williams fleeing or struggling. One former officer alleged that Graham bragged about beating Williams, saying he “put a two-inch part in that bull’s head he’s gonna remember for the rest of his life.” An internal Philadelphia Police Department investigation, prompted by an FBI probe, sustained accusations against Graham for criminal conduct, theft, and lying during an investigation.3The Appeal. The Trials of Meek Mill
Graham had also been placed on a secret “do-not-call” list the Philadelphia District Attorney’s office maintained of officers deemed too unreliable to testify. Prosecutors never disclosed that to Williams’s defense at trial or during post-conviction proceedings.3The Appeal. The Trials of Meek Mill A board of fellow officers ruled he should be fired, but he retired and moved to Florida before the termination could be carried out.8Philadelphia Magazine. Meek Mill’s Arresting Officer Reggie Graham Graham was part of the Narcotics Field Unit, a squad so tainted that more than 800 convictions tied to its officers have been vacated by Philadelphia courts.
The Judge
Williams’s attorneys described in a November 2017 motion what they called a “pattern of extrajudicial, personal and injudicious conduct” by Judge Brinkley. Among the allegations: Brinkley had asked Williams in chambers to record a cover of a Boyz II Men song and give her a “shout-out,” and when he declined, responded, “Suit yourself.” She allegedly made an unannounced visit to his community service site and scolded him for sorting clothes. She reportedly pressed him to leave Roc Nation for a Philadelphia-based manager, saying there had been “fewer problems” when that individual represented him.5WHYY. The Pennsylvania Superior Court later removed Brinkley from the case, citing her “highly prejudicial” conduct and her reliance on a “now discredited witness.”9Christian Science Monitor. Rapper Meek Mill Granted New Trial, on Crusade for Criminal Justice Reform In 2022, Brinkley was moved from criminal court to civil court and her pending criminal cases were reassigned. The Defender Association of Philadelphia and prosecutors began reviewing roughly 120 of her sentences from the prior 20 years, believing many to be “grossly excessive.”10Philadelphia Inquirer. How the Case Finally Ended
On July 24, 2019, a unanimous three-judge panel of the Pennsylvania Superior Court overturned Williams’s 2008 conviction, finding that the new evidence about Graham was “of such a strong nature and character that a different verdict will likely result at a retrial.”12NBC News. District Attorney Larry Krasner’s office said it would not call Graham as a witness in any retrial.9Christian Science Monitor. Rather than retry the case, the two sides negotiated. On August 27, 2019, Williams pleaded guilty to a single misdemeanor count of possessing a firearm without a license. Prosecutors dismissed the remaining charges, and Judge Leon Tucker imposed no further penalty, telling him, “I know this has been a long road for you and hopefully this will be the end of it.”13NBC Philadelphia. What He’s Done Since: REFORM Alliance
In January 2019, Williams co-founded the REFORM Alliance with Jay-Z, Fanatics CEO Michael Rubin, Van Jones, and others. The nonprofit’s mission is to change probation and parole laws so that technical violations stop funneling people back into prison.14REFORM Alliance. About REFORM Alliance
The group’s biggest win came in his home state. Pennsylvania’s Senate Bill 838, signed by Governor Josh Shapiro in December 2023, limits incarceration for technical probation violations, sets presumed early termination at two years for misdemeanors and four years for felonies, and requires courts to consider a person’s ability to pay fines. The bill passed the state House 178–25 and the Senate 48–2, and is projected to affect more than 300,000 people over five years.15REFORM Alliance. The organization has also supported reform in California, where AB 1950 capped probation terms at one to two years for most offenses, as well as in Maryland and Virginia.14REFORM Alliance. About REFORM Alliance As of 2026, REFORM reports helping pass 23 bills across 12 states, creating pathways for nearly 850,000 people to exit the supervision system.17REFORM Alliance. Music and Business

A Note on the Diddy Lawsuit
In February 2024, Williams’s name appeared in a footnote to a $30 million civil lawsuit filed by producer Rodney “Lil Rod” Jones against Sean “Diddy” Combs, which alleged that Combs claimed to have had sexual relations with Williams. Williams was not accused of any misconduct and was not named as a defendant.24Rolling Stone.
