What Is the California Board of Massage Therapy?

California has no state licensing board for massage therapists. The closest equivalent, and what most people mean when they ask about the California Board of Massage Therapy, is the California Massage Therapy Council (CAMTC), a nonprofit created by the state’s Massage Therapy Act that issues a voluntary certification allowing practitioners to work anywhere in the state without separate city or county permits.¹ CAMTC itself confirms that “CAMTC certification is voluntary” and that “neither the State of California nor CAMTC requires you to be certified to provide massage for compensation in California.”²

That structure is unusual. Most professions in California are overseen by a government board under the Department of Consumer Affairs. Massage isn’t. Understanding the difference matters, because it changes how you get credentialed, how local governments can regulate you, and what “certified” actually means on a business card.

Why Get Certified If It’s Voluntary

Skipping certification is legal, but it’s rarely a good idea. Without a CAMTC certificate, you fall under whatever your city or county chooses to require, and that can include separate permits, additional background checks, medical exams, and extra education requirements. Every one of those goes away once you’re certified.

You also can’t call yourself a “certified massage therapist,” use the initials “CMT,” or use any title implying certification unless you hold a current CAMTC certificate.³ For anyone building a client base, the credential is close to essential.

Requirements to Get CAMTC Certified

Business and Professions Code Section 4604 sets four requirements, and CAMTC has no authority to waive them:

You must be at least 18 years old.
You must complete at least 500 hours of coursework at a CAMTC-approved school.
You must submit fingerprints through California’s Live Scan system and pass a criminal background check.
You must pay the certification fees.

Because these requirements sit in statute, changing them takes legislation.¹

The 500 Hours and Approved Schools

Of the 500 required hours, at least 100 must cover anatomy and physiology, contraindications, health and hygiene, and business and ethics.⁴ CAMTC’s school-approval standards require at least 310 in-person supervised hours, with a minimum of 250 hours of hands-on massage skills, 20 hours of anatomy and physiology lab, and 10 hours of ethics.⁵

Not every school qualifies. Approved schools must be recognized by a body such as the California Bureau for Private Postsecondary Education, an accrediting commission recognized by the Western Association of Schools and Colleges, or the state higher education system. Schools that CAMTC has disapproved cannot regain approval simply by reapplying.⁵ Confirm a school is on CAMTC’s current approved list before you enroll. Hours completed at an unapproved school won’t count.

The Background Check

Fingerprints go through a California Live Scan service provider, which charges its own fee on top of CAMTC’s certification fee.⁴ A criminal record isn’t an automatic disqualifier. CAMTC can deny certification when an applicant has been convicted of an offense “substantially related to the qualifications, functions, or duties of a certificate holder” or has committed a fraudulent or dishonest act tied to those duties.⁶ In practice, denials cluster around sexually related offenses, prostitution-related activity, and fraud.

If CAMTC intends to deny your application, you get at least 15 calendar days’ written notice with the reasons. You can respond orally or in writing before at least two hearing officers. Their decision ends CAMTC’s internal process, but you have 90 days to challenge it in superior court.⁶

Fees, Term, and Renewal

A new two-year certification costs $300. Recertification is also $300 for most applicants, and fees are non-refundable whether or not the application is approved.⁷

Renewing on time is your responsibility. Late fees escalate quickly:

Up to 10 days late: $50
Up to 29 days late: $80
30 or more days late: $180

Miss the deadline by 18 months and you lose the option to renew entirely. At that point you have to apply as a new candidate under whatever rules exist then.⁸ California does not currently require continuing education for renewal, so the 18-month cliff is the main pitfall.

How Certification Overrides Local Permits

This is the practical payoff. A CAMTC-certified individual can practice in every city and county in California without any additional local permit. Local governments cannot require a certified therapist to complete a separate background check, medical exam, extra education, or any other permit or license to provide massage for compensation.² Cities and counties also cannot ban certified practitioners from working in their jurisdiction.³

Massage businesses are treated differently. Even if every therapist on the premises is certified, the establishment itself may still need a local permit. Cities and counties keep authority to regulate massage businesses, though any local regulations must be “reasonable and necessary.”² If you’re opening a location, ask your city or county about establishment permits separately from your individual certification.

What Certified Therapists Can and Cannot Do

California law defines massage as “the scientific manipulation of the soft tissues.” The terms “massage” and “bodywork” are interchangeable under the Massage Therapy Act.³

The prohibitions are firm. Massage of the genitals or anal region is not allowed. Massage of the female breast requires the client’s written consent beforehand. Sexual activity of any kind while providing massage, or on the premises of a massage establishment, is unprofessional conduct. So is sexually suggestive advertising for massage services.³

On the other side, local governments cannot restrict certified therapists from massaging the gluteal muscles or from using specific techniques CAMTC recognizes as legitimate. That protection exists because some local ordinances had gone further than state law in restricting lawful practice.

How CAMTC Disciplines Therapists

CAMTC investigates complaints and takes action against certified therapists who violate the rules. Sexual misconduct and prostitution-related activity dominate the enforcement caseload. In one reporting year the council denied 546 applications, disciplined 109 existing certificate holders with 97 revocations, and imposed 245 suspensions, most tied to sexual assault or prostitution-related conduct.⁹

Actions vary in severity:

Suspension temporarily deactivates a certificate. Some suspensions happen automatically by operation of law, such as after certain arrests or convictions; others follow an evidence-based investigation.
Probation lets you keep your certificate under specific conditions.
Revocation permanently cancels the certificate. In the most serious cases, revocation is permanent with no option to reapply.

Practicing on a suspended certificate, or outside the terms of a restricted one, is itself grounds for further discipline. When criminal conduct is involved, CAMTC works with law enforcement, and the same conduct may be prosecuted in criminal court.³

Checking a Therapist’s Certification

Anyone can verify a massage therapist’s certification through CAMTC’s online record search. Results are most reliable when you have the therapist’s full certificate number, since several practitioners may share similar names and locations.¹⁰ Consumers picking a therapist, and businesses vetting applicants, should use this tool rather than relying on what appears on a website or business card.

If You Plan to Work Outside California

California does not require the Massage and Bodywork Licensing Examination (MBLEx) for CAMTC certification. Beginning January 1, 2026, approved schools must tell students that the MBLEx is not needed for California certification but may be required for licensure in other states.¹ The MBLEx is administered by the Federation of State Massage Therapy Boards, and most states that license massage accept it. Candidates must be enrolled in or have graduated from an approved education program to sit for the exam.¹¹ If there’s any chance you’ll practice out of state later, taking it while your coursework is fresh saves work down the line.
