The Negreira case against Barcelona is a Spanish criminal investigation into roughly €7 million the club paid between 2001 and 2018 to companies controlled by José María Enríquez Negreira, then vice president of the body that appointed and evaluated referees in Spanish football. Prosecutors allege the payments were made to secure favorable refereeing. Barcelona says they were for legitimate consulting reports. As of mid-2026, the case is still in the evidence-gathering phase, no trial date has been set, and all defendants deny wrongdoing.
What the Payments Were
Negreira served as vice president of the Technical Committee of Referees (CTA) at the Royal Spanish Football Federation. Over 17 years, Barcelona paid approximately €7 to €7.5 million to companies linked to him and his son, Javier Enríquez Romero. The main corporate vehicles were DASNIL 95 SL and NILSAD SCP.1BBC Sport. Barcelona’s account, repeated by current president Joan Laporta, is that Negreira was an external consultant who supplied technical reports on referees for the coaching staff. Laporta testified in December 2025 that “FC Barcelona has never taken any action which was aimed at altering the competition to gain a sporting advantage.”3The Athletic. Who Is Charged
In March 2023, Spanish prosecutors indicted Barcelona as a legal entity along with former presidents Sandro Rosell (2010–2014) and Josep Maria Bartomeu (2014–2020), former club executives Òscar Grau and Albert Soler, and Negreira himself. In September 2023, then-presiding judge Joaquín Aguirre Lopez widened the investigation to include a bribery charge, which carries heavier penalties. Police raided the CTA offices in Madrid.6ESPN. Barcelona Probed for Suspected Bribery in Ref Case In May 2024, a Barcelona provincial court ruled that bribery could not be pursued because Negreira, despite his CTA role, was not a public official under the relevant legal definition. The case has since proceeded on a charge of “continuous” sporting corruption, a classification prosecutors say could increase potential penalties.7Catalan News. Related money laundering investigations have expanded the roster of the accused. Javier Enríquez Romero was placed under investigation for money laundering in June 2023. In August 2024, Negreira’s partner Ana Paula Rufas was also charged with money laundering after investigators identified nearly €3 million in unexplained income flowing through her accounts between 1992 and 2023, far exceeding the roughly €150,000 she earned as a registered employee of Negreira’s companies during the period examined.8Yahoo Sports. What Penalties Are on the Table
Under Article 286 bis 4 of the Spanish Criminal Code, sporting corruption can carry prison sentences of up to six years for individuals, fines of up to three times any profit obtained, and bans from commerce or industry for up to six years.9ECBA. Country Report Spain
For Barcelona as an entity, La Liga president Javier Tebas has said penalties could range from financial fines to dissolution of the club as a commercial entity, though he has indicated he expects financial penalties rather than sporting punishment.1090min. The witness accounts do not line up, and the gaps between them are much of what the case now turns on.
Rosell and Bartomeu
Both former presidents testified on September 18, 2025. Bartomeu acknowledged the club was paying for referee consultancy reports but said he did not know Negreira was behind the company providing them. He said he inherited the contract, that more than 600 reports and 50 DVDs had been produced, and that the arrangement ended in 2018 due to budget cuts.12Yahoo Sports. The Coaches
On December 12, 2025, former Barcelona managers Luis Enrique and Ernesto Valverde appeared by video and denied any knowledge of the refereeing reports Barcelona says it was paying for. Valverde said neither he nor his staff had been offered or shown such material. Luis Enrique said the same of both his spells at the club.14Yahoo Sports. Negreira’s Son
Javier Enríquez Romero testified in September 2025. He confirmed producing over 600 reports for Barcelona and being paid €60,000 per year for the work. But he also said the larger sums paid to his father’s companies were not in exchange for those reports, contradicting Barcelona’s central claim. He said the reports were delivered to former director Josep Contreras, who died in December 2022, and who he alleged took a 45% commission before passing them to the club.3The Athletic. Barcelona’s longtime first-team delegate testified in April 2026 that he had been receiving referee scouting reports since 2014 and that former director Albert Soler told him the reports were kept at the training complex and passed to the coaching staff. Did the Payments Actually Influence Matches?
Whether the money produced favorable decisions on the pitch, or merely reflected an intent to obtain them, is contested. Judge Aguirre stated in September 2023 that no evidence had been found showing payments were made to influence specific match results, and Barcelona’s 2024 annual financial report said the same.2The Athletic. Even so, Aguirre wrote in a September 2023 ruling that the evidence pointed to “systemic corruption” intended to benefit Barcelona, reasoning that “it is presumed by pure logic that FC Barcelona would not pay vice-president Negreira around €7 million… if it did not benefit them.” He suggested Negreira may have used his position to favor sympathetic referees and manipulate the rating system used to evaluate officials, rather than paying referees directly for specific matches.18El País. Negreira’s Health May Keep Him Out of Court
In January 2024, Judge Aguirre ruled that despite “some memory impairment,” Negreira retained the faculties to appear in court.19ESPN. Negreira to Testify in Barcelona Ref Trial Despite Dementia Claim A March 2026 forensic examination reached the opposite conclusion. Doctors found Negreira’s Alzheimer’s had progressed to a “major mixed-type neurocognitive disorder” with “moderate cognitive deficit,” and concluded he “does not have the volitional and cognitive capacities to understand the scope of the judicial proceedings.”20Yahoo Sports. Real Madrid and UEFA
Real Madrid entered the case as a “damaged party” in April 2023, giving it legal standing in the proceedings.3The Athletic. UEFA opened its own inquiry in March 2023, citing Article 31(4) of its Disciplinary Regulations.23The Athletic. Where Things Stand
The investigation is still in the instruction phase, the Spanish equivalent of pretrial evidence gathering. Judge Alejandra Gil Lima of Barcelona’s Court of Instruction No. 1 has overseen the case since Aguirre’s retirement in January 2025.3The Athletic.
